A modem connects your home to your internet provider’s access network. A router shares that connection with the devices in your home, over Ethernet and usually Wi-Fi. A gateway is one box that does both jobs. Which of these you actually need depends on your service type and your ISP.
The definitions
Modem
The modem is the device on the service side. Google Nest Help puts it this way: “A modem turns your inbound connection (coax cable, telephone line, fiber optic line, or other) into an Ethernet connection, which then allows a Wi-Fi router to connect to the Internet” (Google Nest Help). The FCC’s 2024 order describes fixed broadband as using “stationary equipment, such as the modem that connects an end user’s home router, computer, or other Internet access device to the Internet” (FCC 24-52).
Router
The router shares one internet connection among the devices on your local network (NETGEAR Support). A wireless router adds Wi-Fi. A router can also serve wired devices only, with no Wi-Fi. It does not bring the ISP connection into your home. It distributes a connection that something else has already delivered.
Gateway
A gateway combines modem and router functions in one device, and some also provide Wi-Fi. ISPs often supply these (Google Nest Help; NETGEAR). If your provider gave you a single box with Wi-Fi, it is probably a gateway.

ONT
An optical network terminal (ONT) is equipment used at a fiber connection. The FCC lists ONTs among broadband-associated equipment (FCC Definitions). It does the service-side job on fiber, but not every ONT should simply be called a modem. Describe what it does in your own setup instead.

Do you need both?
Not necessarily as separate boxes. A gateway covers both functions. Fiber setups may use an ONT, and some buildings supply Ethernet directly, so the service-side equipment varies. Fixed broadband can arrive by cable, DSL, fiber, fixed wireless or satellite (FCC).

Which problem points to which device
- Weak Wi-Fi in some rooms: this is a local wireless distribution issue. A better router or a mesh Wi-Fi system is the relevant category.
- No connection to the provider at all: this relates to the modem, ONT or gateway, and the ISP’s service.
- Slow speeds: the modem/router distinction alone does not identify the cause, so replacing equipment is not guaranteed to help.
Before buying equipment
- Identify what you have. Check whether you already have a gateway, a modem, or a fiber ONT.
- Identify your service type: cable, DSL, fiber, fixed wireless or satellite. Each can need different service-side equipment.
- Ask your ISP whether customer-owned equipment is allowed, and whether the exact modem model is supported and can be activated. Rules vary by ISP and plan, and no single retail modem works on every connection.
- Choose the arrangement. A gateway is simpler. Separate devices let you replace or upgrade each part independently. Neither is best for every household.
- Don’t replace ISP fiber equipment without service-specific guidance from the provider.
