“Advanced video extensions” is not one universally defined technology. Depending on context, it may mean capabilities added to a video-coding standard—such as extensions to H.264—or software API extensions that let applications access video functions, such as Vulkan Video. The two meanings refer to different layers of video technology.
What does “advanced video extensions” mean?
The phrase needs context: a named codec or standard points to one meaning, while a software API or platform points to the other. “Extension” generally means an addition to an existing specification, but the addition may change what a video bitstream can represent or provide new interfaces for software.
What are extensions to a video-coding standard?
Advanced Video Coding (AVC) is the name of the standard identified as ITU-T H.264 and ISO/IEC 14496-10. H.264 extensions add or broaden coding capabilities within that standard. The ITU-T summary describes additions including new profiles, scalable video coding, multiview coding, and supplemental enhancement information (SEI). See the ITU-T H.264 recommendation summary.
The edition matters when discussing particular features. The ITU-T page identifies version 15 as an August 2024 edition; the ITU-T listing also includes version 16, approved in June 2026, whose summary says it adds interfaces for new SEI messages. Check the current edition rather than assuming that a feature description from an earlier version is complete.

AVC is H.264. It is not AV1: AV1 is a separate video codec, not another name for H.264.
What are video extensions in a software API?
A software API extension adds defined interfaces that applications can use. In Vulkan, video functionality is provided through core and codec-specific extensions collectively associated with Vulkan Video. These interfaces allow software to access video processing, including hardware-accelerated decoding or encoding where the implementation supports it.

Khronos announced Vulkan Video releases covering H.264, H.265, and AV1 decode and encode capabilities. Its announcement also describes AV1 encode and quantization-map features in Vulkan 1.3.302. Those announcements describe API capabilities, not a guarantee that every device supports them. Consult the Khronos Vulkan Video announcement and the relevant Vulkan specifications for details.

These are related but not interchangeable: a codec standard defines video coding, while an API defines how software can access functions. Support for a codec in Vulkan Video does not by itself establish that a particular device implements every related API extension.
