Some jobs erase the drive or depend on your account type and computer firmware, so use the right drive and keep separate copies of important recovery keys.
1. Create Windows installation media
Microsoft’s Media Creation Tool can turn a USB drive into bootable Windows installation media. Use it to install or reinstall Windows, including for a clean installation. This is a dedicated setup tool, not simply a folder of Windows files to copy to another PC. Follow Microsoft’s Windows backup, restore, and recovery guidance for the current process and requirements.
Before starting, check the instructions for the Windows version and device you intend to install. If the PC does not start from USB, its boot settings or firmware may need attention; consult the computer maker’s instructions.
2. Make a Windows Recovery Drive
A Recovery Drive stores essential Windows recovery files so you can troubleshoot or restore a device, including after replacing its drive. It does not contain your personal files, so it is not a substitute for backing up documents, photos, and other data separately. Microsoft recommends refreshing recovery media annually. Creating the drive erases the selected USB drive. Use an empty drive, and make sure you select the intended device before proceeding. Whether a PC can start from USB depends on its firmware and settings, so check the manufacturer’s guidance if booting from the drive fails.
3. Reset a local Windows account password
For a Windows 10 or Windows 11 local account, you can create a USB password-reset disk in advance and use it if you forget that account’s password. It does not work for a Microsoft account. 4. Require a USB key at startup with BitLocker
On supported Windows systems, BitLocker can use a USB startup key alongside the computer’s Trusted Platform Module (TPM) as an additional authentication factor. With this configuration, the startup key is required each time the computer boots. The device firmware must be able to read the USB drive before Windows starts, and the drive must use a file system supported for this purpose. Check Microsoft’s BitLocker FAQ and your PC maker’s instructions before relying on this setup.
Keep the startup key and BitLocker recovery key separate. Microsoft says putting the startup and recovery keys on the same USB drive is not best practice. Store recovery information somewhere secure and accessible if the startup drive is lost or unavailable.

5. Carry sensitive files on encrypted removable media
Encrypting a removable drive can help protect its contents if the drive is lost. CISA recommends encryption as one measure for protecting data stored on devices; see How to Protect the Data that is Stored on Your Devices.
Encryption only helps if you can still unlock the drive. Keep its password and recovery key in a secure place separate from the USB drive. If you lose the credentials needed to decrypt it, the files may become inaccessible.

6. Transfer files between PCs
A USB drive offers a straightforward physical way to move files from one computer to another, including when setting up a new Windows PC. Microsoft’s walkthrough covers using external storage for this task: Move your files to a new Windows PC using an external storage device.
- Copy the files you need from the first PC to the USB drive.
- Connect the drive to the second PC and copy the files to their destination.
- Open or compare the copied files to verify the transfer before deleting the originals or reusing the USB drive.
- Eject the drive before unplugging it. Windows’ removal behavior depends on its policy: Quick removal avoids write caching, while Better performance may cache writes and requires safe removal to finish them. See Microsoft’s explanation of the Windows default media removal policy.
Portable storage needs sensible handling. NIST’s 2025 guidance on portable media addresses cybersecurity controls for operational technology environments specifically; it should not be read as a claim that every ordinary personal file transfer is unsafe. Its scope is described in NIST SP 1334.

7. Keep separate drives for recovery and installation
If you rely on both Windows recovery and installation media, keeping a dedicated drive for each means both tools are available when needed. They serve different purposes: installation media installs or reinstalls Windows, while a Recovery Drive provides system-recovery tools. Do not assume one USB drive will retain both functions without recreating or reconfiguring its media.
