No VPN can be guaranteed to unblock a given site from a Saudi network today, and the evidence available does not support a strict first-to-fifth ranking. What it does support is a shortlist of five services worth evaluating: Surfshark, ExpressVPN, NordVPN, Proton VPN and Private Internet Access. This guide explains what each one’s evidence does and doesn’t show, which kind of IP address you need, and how to test before committing.
Start with the official route
Saudi Arabia’s National Platform has an “Allow access to a website” page. Its stated process is to “fill the request form of unblocking sites”, after which you are told by email or text message whether the site will be unblocked. If a legitimate site is blocked and you can wait for an answer, this is the only route with an official outcome.

Legal caution
NordVPN’s country legal guide says VPN use is not explicitly illegal in Saudi Arabia, but it cautions against using one to reach content the authorities have restricted. That is a VPN provider’s summary, not statutory text, so treat it as a warning rather than legal advice. ExpressVPN’s terms similarly place responsibility for complying with applicable law on the user. Nothing here suggests that bypassing a block is lawful, safe or free of consequences.

- A foreign IP address is what you want for sites blocked inside Saudi Arabia or for services with regional catalogues elsewhere.
- A Saudi IP address is what you want when you are travelling abroad and need local Saudi services to treat you as in-country.
Surfshark’s own Saudi Arabia page describes both uses. Check that a provider offers the location you need before paying.

The five shortlisted services
The evidence is uneven. TechRadar’s Saudi-focused review dates from 2025 and covered several providers; its 2026 VPN comparison is general, not a Saudi-specific test. Neither should be read as a live test of connectivity from Saudi ISPs today.
| Provider | What the evidence shows | What is not established |
|---|---|---|
| Surfshark | Its provider page describes a Saudi Arabia location with local and international use cases. TechRadar’s 2025 review also reported a Saudi server. | Current server availability and successful connection on every Saudi ISP. |
| ExpressVPN | Its privacy policy (updated October 2, 2026) says a seized server would not reveal logs tying a user to a specific event, site or behaviour. This is the company’s own claim. | Current Saudi-specific connection or unblocking results. |
| NordVPN | Appears in TechRadar’s 2026 general comparison and publishes the Saudi legal guide cited above. | A fresh Saudi-specific unblocking test. |
| Proton VPN | Named as an alternative in TechRadar’s 2026 general comparison. | Saudi-specific server, availability or unblocking results. |
| Private Internet Access | Part of the provider set in TechRadar’s 2025 Saudi Arabia review. | Current Saudi-specific performance or server details. |

How to choose and test
- Confirm the location. Make sure the provider lists the country you need (Saudi or foreign) on its site.
- Look for anti-blocking options. Restrictive networks often interfere with standard VPN traffic, so see whether the provider offers obfuscation or alternative connection modes, and whether its support documents mention restrictive countries.
- Read the privacy policy. No-logs statements are company claims. Look for independent audit reports, not just marketing wording.
- Check app availability. Confirm the app is obtainable on your platform before travelling or relying on it, since app-store and website access can vary by location.
- Use a refund window if offered. Test on your own ISP, with your own target sites, and on both Wi-Fi and mobile data, before the window closes.
Results differ by ISP and change over time, so a connection that works one month may not the next. Your own test is more reliable than any list.
