If you are in Ukraine, you may want a nearby foreign server; if you are abroad and need a Ukrainian IP, you need a provider with a Ukrainian exit server. Proton VPN, NordVPN, ExpressVPN, Private Internet Access and Mullvad are candidates to compare, not a verified ranking. Check each provider’s current server map and terms before subscribing.
First decide which kind of Ukraine VPN you need
“VPN for Ukraine” can mean two different things. A person in Ukraine may want to route traffic through a nearby server in another country. A Ukrainian abroad may instead need a Ukrainian IP address for a local service. Those goals can point to different plans and providers, so don’t choose based only on a provider’s overall reputation or a country count.

- In Ukraine, seeking a foreign exit: Check that the provider offers a server in the country you want to appear in. A nearby location may be a practical place to start, but distance alone does not guarantee speed.
- Abroad, seeking a Ukrainian IP: Confirm that the provider currently offers a Ukraine server on the plan and app you intend to use. A provider’s free plan may have different locations from its paid plans.
A VPN changes the apparent IP address of your connection and encrypts traffic between your device and the VPN server. It does not guarantee anonymity, access to a particular streaming service, or a specific connection speed.

Five VPN candidates to compare
The candidates below appear in Ukraine-focused comparisons published by TechRadar on January 19, 2026, and iTechGuides on August 18, 2026. Those publications differ in their lineups and rankings; this is a shortlist for readers to investigate, not an independently established order of quality. The available comparison material does not establish current Ukrainian exit availability, plan limits, renewal prices or refund terms for every candidate. Verify those details directly before buying.

| Candidate | What the cited comparisons establish | What to check for your use |
|---|---|---|
| Proton VPN | Named by both publications; Proton’s official Ukraine page says it has over 30 high-speed servers in Kyiv and supports up to 10 devices per account. These are the provider’s claims, not independent measurements. | Confirm the current paid-plan terms and whether the free plan includes the location and features you need. Proton says its free version has no servers hosted in Ukraine. |
| NordVPN | Named in TechRadar’s top five and discussed by iTechGuides. TechRadar’s January 19, 2026 article lists a 127-country network figure; that is the publication’s figure, not a stable or independently validated service fact. | Check the current server map, device support, plan limits and renewal terms. |
| ExpressVPN | Named in TechRadar’s top five and discussed by iTechGuides. | Check current Ukrainian and foreign exit locations, supported devices, plan limits and renewal terms. |
| Private Internet Access | Named in TechRadar’s top five. | Check current Ukrainian and foreign exit locations, supported devices, plan limits and renewal terms. |
| Mullvad | Discussed by iTechGuides; it is not in the five-provider lineup named by TechRadar. | Check current Ukrainian and foreign exit locations, supported devices, plan limits and renewal terms. |
TechRadar says it placed Proton VPN first after hands-on assessments. That is TechRadar’s editorial ranking, not a universal result or a guarantee of how the service will perform on your connection. The comparisons cited here do not provide a consistent, like-for-like set of Ukraine-specific speed tests for these five candidates.
What to verify before choosing
Server locations on the plan you will actually use
Look for the exact exit country, not simply a large network-wide location count. If you need a Ukrainian IP, confirm that Ukraine is listed and available in your chosen plan and app. If you are in Ukraine and need a foreign exit, check your intended destination country instead. Server locations and availability can change.

Privacy evidence and audit scope
Read the provider’s privacy policy and look for independent audits, noting what was examined, by whom and when. An audit applies to its stated scope; it should not be treated as proof of every privacy or security claim. The cited comparisons do not supply a consistent audit-by-audit assessment for all five candidates.

Free tiers can differ from paid plans in server locations, features and device support. Proton states that its free plan has no Ukraine-hosted servers, while free users in Ukraine can connect to nearby free servers, typically Poland. That makes the free tier unsuitable if your requirement is a Ukrainian IP through Proton.

Apps and device setup
Check that the provider supports the devices you use and that its setup instructions cover them. Proton’s official Ukraine page advertises support for up to 10 devices per account; that is Proton’s stated account limit, not an independent test. If you want VPN coverage for devices connected through a home network, a router can be an optional route, but confirm the exact router supports the VPN configuration you plan to use.

What Proton VPN’s Ukraine offering does—and does not—establish
Proton’s official Ukraine page says it has “over 30 high-speed VPN servers in Kyiv” and describes Secure Core routing through privacy-friendly countries before connecting to Ukraine. Those are Proton’s own specifications; they do not independently establish server performance, availability at the moment you connect or the best route for every user.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteProton also says its free version has no servers hosted in Ukraine. It says free users in Ukraine can connect to nearby free servers, typically Poland. So the free tier may help someone in Ukraine seeking a nearby foreign exit, but it does not provide the Ukrainian IP needed by someone abroad.
Quick Recap
Best Value
- Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
- A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
- Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
- Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
- Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
How to make the final choice
- Write down the IP location you need. Specify Ukraine or the foreign country you want to exit through.
- Check that location in the provider’s current server list. Confirm that it is available on your intended plan, rather than assuming a location count proves it.
- Compare privacy evidence and app support. Read the audit scope and verify compatibility with your devices.
- Review the total plan terms. Check renewal pricing, subscription duration and refund conditions directly with the provider.
- Test the connection for your own needs. A provider’s server claim or an editorial ranking cannot predict performance on your network.
