5 Best VPNs for Ohio in 2026: Stay Secure & Private, With One Important Exception

The five VPNs most often recommended for Ohio readers in 2026 are NordVPN, Surfshark, Proton VPN, ExpressVPN and PrivadoVPN Free. The ranking comes from TechRadar’s general VPN guide, updated October 7, 2026, not from an Ohio-specific test. None of the five is recommended by any Ohio agency. Before you choose one, know the exception that matters most for Ohio residents: the state’s unemployment system does not allow VPN use.

What these five picks are, and what they are not

TechRadar’s guide names NordVPN as its overall pick, Surfshark as the cheaper option, Proton VPN for privacy features, ExpressVPN for ease of use, and PrivadoVPN Free as a limited free choice. Those judgments are TechRadar’s, based on its own testing of consumer VPN services. They are not rankings derived from Ohio servers, Ohio users or Ohio network conditions. TechRadar’s page also discloses that it earns affiliate commission on some of the services it links.

Ohio’s own official material does not name a VPN at all. The Ohio Attorney General’s consumer guidance, dated February 15, 2024, describes VPNs as one option for protecting data and tells consumers to research a company before subscribing. Read the five picks as a shortlist to investigate, not as a state-endorsed list.

Ohio’s unemployment exception

The Ohio Office of Unemployment Insurance Operations (OUIO) has a policy effective May 15, 2026, titled Ohio Unemployment Program Policy: Virtual Private Networks (VPNs). Its operative statement reads: “OUIO prohibits the use of VPNs when interacting with unemployment systems.”

The policy says VPNs can mask a user’s true IP address, and that the restriction exists to support identity verification and program integrity. The rule is narrow. It covers interactions with unemployment systems. It is not a statewide ban on subscribing to or using a consumer VPN for banking, shopping, streaming or work.

If you need to file, certify or check a claim, follow these steps:

  1. Turn off the VPN app, or disconnect the VPN, on the device you plan to use for the unemployment session.
  2. Confirm the VPN is fully disconnected before you sign in. A VPN that is still running in the background can change the IP address the system sees.
  3. Complete your unemployment activity following any instructions the agency gives you.
  4. Re-enable the VPN afterward if you want it for other activities.

If an unemployment system rejects your login or asks for identity verification, do not try to get around it with a VPN or a different server location. Contact the OUIO directly and describe the problem.

The five picks, one at a time

Each pick below is summarized from TechRadar’s guide. Feature details, plan prices and renewal rates change often, so confirm them on the provider’s own site before you pay.

NordVPN: TechRadar’s overall pick

TechRadar names NordVPN as its overall choice, which makes it the most general-purpose option in the guide. It is a reasonable starting point for readers who want one service for everyday use, including public Wi-Fi. Whether it offers a server in Ohio is not established by the sources cited here, so check the provider’s current server list if you specifically need an Ohio IP address.

Surfshark: TechRadar’s cheaper pick

Surfshark is the guide’s price-focused choice. It fits readers who want a paid service at a lower cost and are comparing renewal terms as carefully as the first-month price. Ohio server availability is not stated in the sources cited here.

Proton VPN: TechRadar’s privacy pick

TechRadar recommends Proton VPN for privacy features. That is the reviewer’s judgment about the service’s feature set. It does not mean an independent audit has confirmed Proton’s no-logs or data-handling claims, and this article does not make that claim. Read the provider’s current privacy policy and any published audit reports yourself. Ohio server availability is not stated in the sources cited here.

ExpressVPN: TechRadar’s ease-of-use pick

ExpressVPN earns the guide’s ease-of-use recommendation. It suits someone who wants to install an app, connect and not adjust settings. Ohio server availability is not stated in the sources cited here.

PrivadoVPN Free: TechRadar’s limited free option

PrivadoVPN Free is included as a limited free choice. Free plans restrict features, data, servers or devices in ways that paid plans do not, so read the free tier’s limits before relying on it for regular public Wi-Fi use. Ohio server availability is not stated in the sources cited here.

Does an Ohio server matter?

Only in specific cases. A VPN server location changes the IP address that websites see. If you want a website to treat you as an Ohio visitor, for example for local content or a local service, a server in or near Ohio can help. For most everyday privacy on public Wi-Fi, the location of the server matters much less than whether the connection is encrypted and the provider is trustworthy.

Windscribe is not among TechRadar’s five picks, but its Ohio VPN page says it operates physical servers in Cleveland. That is a provider claim. The sources cited here do not independently verify it, and it does not make Windscribe a ranked recommendation in this article.

What Ohio’s official guidance says

The Attorney General’s guidance is the most useful Ohio-specific advice on VPNs for general users. It names two situations: routinely connecting through Wi-Fi outside a secure home network, and remote access. It also notes that a VPN can be installed on a home router so that connected devices are covered. Installing a VPN on a router is an option, not a requirement, and it is a home-network setup rather than a product you must buy.

TP-Link Dual-Band AX3000 Wi-Fi 6 Wireless Gigabit Internet Router for Home | EasyMesh, VPN Clients & Server, HomeShield, OFDMA, MU-MIMO, USB 3.0, Secure by Design - Archer AX55
  • Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
  • A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
  • Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
  • Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
  • Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.

The same Attorney General’s cybersecurity guidance applies whether or not you subscribe to a VPN. Identify the official public Wi-Fi network before you connect, and look for HTTPS on sites where you enter personal information.

How to check any VPN before you subscribe

The Internet Society’s policy brief on VPN restrictions lists the criteria it suggests for judging whether a VPN can be trusted. Use them to check any provider, including the five above:

  • Data minimization: the provider collects as little information about you as it needs to run the service.
  • Strong encryption: the provider publishes which encryption it uses.
  • Ownership and jurisdiction: the company states who owns it and which country’s laws apply.
  • Independent audits: third parties have reviewed the provider’s claims, and the reports are available.

The Internet Society also warns that an untrustworthy VPN may keep logs of your activity, inject ads or malware, or sell your data. Treat a free service that does not explain how it earns money with extra caution.

Practical limits

A VPN is one layer of protection. It encrypts traffic between your device and the provider’s server, and it can reduce what someone on the same network can see. It does not make you anonymous online, and it does not make illegal activity lawful. Keep your device updated, use strong passwords and enable two-factor authentication on important accounts, whichever VPN you use.

Plan prices, renewal rates, billing periods, refund conditions and device limits differ by provider and change over time. Compare the full terms on each provider’s current page before you buy, and do not rely on any promotional price printed in a guide or review.

Choosing among the five

  • Want one general-purpose service: start with NordVPN, the guide’s overall pick.
  • Want a lower paid price: compare Surfshark’s renewal terms against NordVPN’s.
  • Care most about privacy features: review Proton VPN’s privacy policy and any audit reports.
  • Want the simplest setup: consider ExpressVPN.
  • Want to try a VPN at no cost: test PrivadoVPN Free within its limits, and do not treat it as a long-term solution for regular public Wi-Fi.

If you use Ohio’s unemployment system, turn the VPN off for that session regardless of which provider you pick.
