The cheapest advertised starting figure in the 2026 guides reviewed here is $1.11 a month (PrivadoVPN, per TechRadar), and most of the leading budget options sit between $1.98 and $2.49 a month. Before you buy, check the first charge, the renewal price and the refund window, because those determine what you actually spend.
How a “from $2” VPN price is calculated
A VPN subscription is a digital service. Providers usually advertise a monthly equivalent that divides a multi-year total by the number of months in the term. The monthly figure is real only if you accept the whole term up front. The one-month price for the same service is often several times higher.

Upfront charge versus monthly equivalent
CyberGhost’s official checkout page, accessed October 7, 2026, displayed its two-year-plus-two-month option at $2.19 per month. The page showed a total of $56.94 billed for the first two years. That total is also what $2.19 multiplied across 26 months comes to, so the advertised monthly figure reflects a single payment covering the full term. Other offers in the sources use different terms, so compare the total charge, not the headline number.

Renewal is where many buyers are surprised
CyberGhost’s page stated that the plan renews annually at $56.94. Private Internet Access (PIA) says in its official support page, dated October 2, 2026, that website subscriptions renew automatically, and that the renewal term and price appear on the order page and at checkout. PIA also says plans and promotions may vary. A plan that looks like $2 a month on the first term can therefore cost far more when it renews.

Where you buy changes the billing
PIA’s support page notes that subscriptions bought through Apple or Google app stores are billed by those platforms, not by PIA. Cancellation, refunds and renewal dates then follow the app store’s rules rather than the provider’s checkout terms. Check which route you are using before you pay.
The seven providers in the cheap-VPN guides
Two 2026 guides give different shortlists. Security.org’s guide names Surfshark, PIA, CyberGhost, NordVPN and Proton VPN as its five affordable picks. TechRadar’s guide names Surfshark, PIA, Norton VPN, CyberGhost and PrivadoVPN. Surfshark, PIA and CyberGhost appear in both. The table below combines the figures each publisher reported, with the source named in every cell so that no number is presented as a single universal price.
| Provider | Lowest monthly equivalent (publisher) | Regular one-month price (publisher) | Device allowance | Refund period |
|---|---|---|---|---|
| Surfshark | $1.99 (Security.org); $2.49 (TechRadar, 24 months plus three extra months); $2.49 (Surfshark’s own comparison) | $15.45 (Security.org; Surfshark’s own comparison agrees) | Not stated in the guides reviewed | 30 days (TechRadar) |
| PIA | $1.98 (Security.org); $2.19 (TechRadar) | $11.95 (Security.org) | Unlimited (TechRadar) | 30 days (TechRadar) |
| CyberGhost | $2.03 (Security.org and TechRadar); $2.19 on the official checkout page for the two-year-plus-two-month option, accessed October 7, 2026 | $12.99 (Security.org); $11.99 (Surfshark’s own comparison) | Seven simultaneous devices (TechRadar; checkout page) | 45 days (TechRadar; checkout page) |
| NordVPN | $2.49 (Security.org); $2.99 (Surfshark’s own comparison) | $14.99 (Security.org); $12.99 (Surfshark’s own comparison) | Not stated in the guides reviewed | Not stated in the guides reviewed |
| Proton VPN | $4.49 (Security.org); $2.99 (Surfshark’s own comparison) | $9.99 (Security.org; Surfshark’s own comparison agrees) | Not stated in the guides reviewed | Not stated in the guides reviewed |
| Norton VPN | $2.49 (TechRadar) | Not stated in the guides reviewed | Depends on plan (TechRadar) | 60 days (TechRadar) |
| PrivadoVPN | $1.11 (TechRadar) | Not stated in the guides reviewed | Unlimited (TechRadar) | Not stated in the guides reviewed |
Note the disagreements. Security.org and Surfshark’s own comparison put NordVPN and Proton VPN at different lowest monthly prices, and the two publishers also list different one-month prices for CyberGhost. These differences likely reflect different offers, dates or regions, and none of the publishers states which applies to your checkout.

TechRadar describes a 24-month plan with three extra months, a 30-day refund period, and a $2.49 monthly equivalent. Surfshark’s own comparison article, which is written by a provider with a commercial interest in such comparisons, lists $2.49 as its lowest advertised monthly price, and it should be read as the provider’s own claim.
Private Internet Access (PIA)
Security.org names PIA its best for server network and lists its lowest monthly price at $1.98 against a regular monthly price of $11.95. TechRadar lists a $2.19 monthly equivalent, unlimited devices and a 30-day guarantee. PIA’s official support page lists one-month, one-year, two-year and three-year website subscriptions, which means the cheapest per-month option requires committing to a longer term.
CyberGhost
Security.org names CyberGhost its best for money-back guarantee and lists its lowest monthly price at $2.03 against a regular monthly price of $12.99. Both TechRadar and the official checkout page describe a 45-day money-back guarantee and seven devices. The checkout page’s $2.19 monthly figure for the two-year-plus-two-month option is the one to compare with your own checkout total.

Which cheap VPN fits which buyer
The sources use different criteria, so the right choice depends on what you value. Use the following as a starting point, not a ranking:
- Lowest first payment: PrivadoVPN has the lowest starting monthly figure in TechRadar’s guide at $1.11, but a longer term is still required to reach that price, and the refund period is not stated.
- Longest refund window among the named options: Norton VPN’s 60-day guarantee is the longest in TechRadar’s guide; CyberGhost’s 45-day guarantee is the longest among the providers that appear in both shortlists.
- Multiple devices: PIA and PrivadoVPN are listed with unlimited devices. CyberGhost is listed with seven.
- Testing short-term use: Proton VPN’s $9.99 regular monthly price is the lowest one-month price in Security.org’s table, so it is the least expensive way to try a VPN without committing to a long term.
Checklist before you pay
- Open the provider’s checkout page directly, and note the total charged today, not the monthly equivalent.
- Find the renewal price and renewal interval, and write down the date the renewal begins.
- Confirm the refund period and whether it applies to the plan you are buying.
- Check the device allowance against the number of phones, laptops and tablets you need to protect.
- Check whether you are buying through the website or an app store, because app store billing follows Apple or Google’s terms.
- Check whether the price changes by region, currency or tax, since published prices vary.
What the performance and privacy claims mean
A VPN encrypts traffic and routes it through a tunnel to a server operated by the provider. Proton VPN’s explainer describes this basic function, and it also argues that some competitors’ audit reports are not publicly accessible. That is Proton’s own comparison, so treat it as Proton’s position rather than neutral consensus.

The speed and streaming results in these guides come from the publishers that wrote them. This article does not report its own speed tests. Compare performance claims only within the same publisher’s test, because methods differ between sites, and a ranking from one publisher should not be read as a result from another.
Best Value
- Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
- A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
- Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
- Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
- Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
Price is only one criterion. The most useful comparison covers the total first payment, the renewal, the device allowance, the refund period and the evidence behind any privacy or speed claim.
