27B Local Models: How to Compare Qwen and Gemma for Quality and Speed

There is no defensible universal winner between a 27B Qwen model and a 27B Gemma model. The useful comparison is a controlled test on your computer: keep the task, prompt, hardware, runtime, quantization, context length and output limit matched, then score quality and measure latency separately.

Official Gemma pages publish task-specific quality results, while Qwen publishes configuration-specific speed and memory measurements. Those figures describe different setups, so they cannot be combined into a single Qwen-versus-Gemma ranking. A repeatable local test is the only reliable way to find which model fits your workload.

What “27B” tells you—and what it does not

“27B” means roughly 27 billion model parameters. It does not identify one exact file or one fixed user experience. A Qwen 27B checkpoint and a Gemma 27B checkpoint can differ in training data, tokenizer, chat template, instruction tuning, supported features, context implementation, quantization and runtime support.

Even two files from the same family can behave differently. An instruction-tuned model is intended for conversational tasks; a pre-trained model may be better suited to continued training or specialized prompting. A 4-bit build, an 8-bit build and an unquantized build have different memory footprints and often different throughput. The same model can also run at different speeds as context grows or as concurrent requests increase.

Quality and speed are separate questions

Quality asks whether an answer is correct, complete, safe and useful for a particular task. Speed includes several measurements rather than one number:

  • Time to first token (TTFT): how long you wait before generation starts.
  • Decode speed: generated tokens per second after the first token.
  • End-to-end latency: total time from request submission to the final token.
  • Memory use: whether the model and its context fit without swapping or out-of-memory failures.

A model can win one of these categories and lose another. A faster model that produces unusable code is not faster for a software task, because the human must spend time correcting it.

What the published Gemma 3 scores actually measure

Google’s public Gemma 3 materials report separate evaluations for separate tasks. The numbers below are useful reference points, not head-to-head scores against Qwen. The model card and performance page use different tables and, in one case, different Gemma variants.

Model and source Benchmark Published result How to read it
Gemma 3 IT 27B, Google AI for Developers model card (page year not stated) Global-MMLU-Lite, 0-shot 75.1 Instruction-tuned result; compare only with the same benchmark, prompt policy and variant.
Gemma 3 IT 27B, Google AI for Developers model card (page year not stated) ECLeKTic, 0-shot 16.7 A specialized evaluation, not a general quality score.
Gemma 3 PT 27B, Google AI for Developers model card (page year not stated) MGSM 74.3 Pre-trained result; do not label it as an instruction-tuned score.
Gemma 3, Google DeepMind performance page (page year not stated) MMLU-Pro 67.5% Task-specific result from Google’s published evaluation.
Gemma 3, Google DeepMind performance page (page year not stated) LiveCodeBench 29.7% Coding benchmark result; it does not predict every coding workflow.
Gemma 3, Google DeepMind performance page (page year not stated) GPQA Diamond 42.4% Advanced question-answering result under the page’s stated evaluation conditions.
Gemma 3, Google DeepMind performance page (page year not stated) MATH 89% Mathematics result; it should not be averaged with the other percentages.

These values use different datasets and evaluation procedures. An arithmetic average would create a number that has no defined meaning. They also do not establish how a particular quantized Gemma file will behave in your local runtime.

What Gemma 3’s release information establishes

Google describes Gemma 3 as a family available in 1B, 4B, 12B and 27B sizes. The release information lists a 128K-token context window, function calling, structured output and official quantized versions. Those are model-family capabilities, not guarantees of a particular tokens-per-second rate.

For a local comparison, record the exact Gemma artifact: size, instruction-tuned or pre-trained status, precision or quantization, chat template and runtime. A 27B instruction-tuned checkpoint used through a chat interface is a different test subject from a pre-trained checkpoint prompted as a raw completion model.

What Qwen’s official speed benchmark measures

Qwen’s official Qwen3 speed page reports tokens-per-second and memory-footprint measurements across model variants, input-context lengths and quantization formats. Its stated environment uses an NVIDIA H20 with 96GB of memory, batch size 1, 2,048 generated tokens and specified framework and runtime versions. The page calculates reported speed from the combined prompt and generated tokens divided by elapsed time.

That methodology is valuable because it exposes the conditions behind each row. It also means a number from one row is not a promise for a desktop GPU, a different backend, a different context length or a different quantization. Before quoting any Qwen number, identify the exact model, input length, precision, software stack and measurement definition in that row.

A Qwen3.8-27B model card also reports coding and agentic benchmark results. Those are model-card evaluations, not a controlled comparison with Gemma 3 27B. They can help you choose candidate tasks, but they cannot supply a missing same-hardware, same-prompt verdict.

Why parameter count alone does not predict local performance

Quantization changes the trade-off

Quantization stores weights at lower numerical precision to reduce memory use. It can make a 27B model practical on hardware that cannot load an unquantized copy, but the exact quality and speed effect depends on the format, runtime kernels and workload. Compare models at matched quantization whenever possible. If matching precision makes one model impossible to load, report that as a practical deployment result instead of silently giving the other model more memory.

Context length consumes resources

The prompt, conversation history, retrieved documents and requested output all occupy context. Longer context generally increases prompt-processing work and memory pressure. A speed claim made with a short prompt should not be presented as the expected speed for a long document workflow. Record prompt-token count for every run.

Runtime and hardware matter

GPU architecture, available memory, driver, inference engine, kernel implementation, CPU participation and storage can all change results. A model that fits entirely in fast GPU memory may respond differently from one that spills layers to system memory. Keep these variables fixed when comparing candidates.

Batching changes the meaning of throughput

Batch size 1 describes one request at a time. Larger batches can improve aggregate throughput while increasing individual-request latency. State whether your figure is per request or aggregate, and do not compare a batch-1 result with a multi-request result as if they were equivalent.

Build a fair local comparison

The following procedure produces a result that another person can reproduce.

  1. Define the decision. Write down whether you care most about coding edits, structured extraction, multilingual writing, mathematical reasoning, long-context analysis, tool calls or another real workload. Do not begin with a benchmark leaderboard.
  2. Freeze the task set. Select a fixed set of representative prompts. Include successful and difficult cases, and keep the same input text for every model. Save the prompts in a file so you do not accidentally edit one between runs.
  3. Standardize instructions. Use the same system message, sampling settings, stop rules and maximum output tokens. If a model requires a different official chat template, use that template and document the difference rather than forcing an invalid prompt format.
  4. Match the environment. Run both models on the same computer, GPU allocation, operating-system session, inference runtime and version. Close competing workloads and record the driver and backend.
  5. Match model conditions. Use equivalent quantization, context length, maximum output and concurrency. Record the exact model revision or file name. “Qwen” and “Gemma” are family names, not sufficient experiment identifiers.
  6. Verify fit before scoring. Confirm that each model loads without out-of-memory errors and that it uses the intended device. If one candidate cannot fit under the agreed constraints, mark that as a deployment outcome and do not change the test conditions only for that model.
  7. Warm up the runtime. Discard startup and first-run compilation effects, then measure after the backend is operating normally. Keep warm-up policy identical across models.
  8. Run repeated trials where output varies. For deterministic settings, one run may reproduce the same answer, but latency can still fluctuate. For sampled generation, use multiple trials and report the spread as well as the average.
  9. Score quality independently from speed. Have evaluators judge outputs without seeing the model name where practical. Use a rubric and an answer key for tasks with verifiable solutions.
  10. Publish the complete configuration. Include prompt length, generated-token count, quantization, context limit, batch or concurrency, runtime version, hardware, warm-up policy and all measured latency fields.

Choose tasks that resemble actual use

Coding changes

Give both models the same repository excerpt, issue description and requested change. Score whether the patch follows requirements, preserves existing behavior, handles edge cases and passes a stated test. A fluent explanation is not a substitute for a correct patch.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Structured extraction

Provide identical documents and require a fixed schema. Check field accuracy, missing values, data types and whether extra prose breaks the consumer. Structured-output support can be useful, but test the actual parser and runtime path you plan to deploy.

Multilingual writing

Use the languages and registers your users need. Have a fluent reviewer check meaning, terminology, tone and omissions rather than judging only grammatical appearance.

Reasoning and mathematics

Use problems with a verifiable final answer. Score the answer separately from the explanation, because a persuasive chain of reasoning can still end in an incorrect result. Keep the number of attempts and sampling policy fixed.

Long-context work

Construct prompts at several lengths, including the length users actually send. Check retrieval of facts placed early, in the middle and late in the context. Report quality and speed by prompt length instead of hiding degradation in one average.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Score quality with an explicit rubric

A practical rubric can use a 0–4 scale for each dimension, with task-specific definitions:

  • Correctness: facts, calculations or code behavior match the answer key.
  • Instruction following: required format, constraints and scope are respected.
  • Completeness: all requested fields, cases or steps are present.
  • Robustness: the response handles ambiguity, malformed input or edge cases appropriately.
  • Safety and refusal behavior: the model declines or redirects requests that your application treats as unsafe, without refusing ordinary work.

For coding, run tests where possible. For extraction, validate machine-readable output. For factual tasks, use a trusted answer key. Record failure types—not only a single score—so you can see whether a model is fast because it omits difficult parts.

If human preference matters, use blind pairwise comparisons with randomized order. Tell reviewers which criteria matter and allow “tie” or “both fail.” Aggregate preferences by task category; a single overall preference number can hide a model that is excellent for coding but weak for multilingual output.

Measure speed without mixing unlike numbers

Metric Measurement Why it matters
TTFT Request submission to first generated token Important for interactive chat and autocomplete.
Prompt-processing time Time spent ingesting the input before decoding Reveals the cost of long prompts.
Decode tokens per second Generated tokens divided by decode time Shows sustained generation speed after startup.
Total latency Request submission to final token Captures the complete user wait.
Peak memory Maximum device and system memory during the run Shows whether the configuration is safe at the chosen context.

Keep prompt length and generated length visible beside every result. A short answer can finish sooner simply because it generated fewer tokens. If your runtime reports combined prompt-plus-generation throughput, label it exactly that way; do not call it decode speed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Report median and tail latency when you have enough trials. The median describes a typical run, while a high percentile exposes occasional stalls that matter in an interactive service. For a single-user desktop test, also note whether the measurement includes model loading; for an always-on server, separate startup from request latency.

Memory and hardware decisions

Start with the model file and runtime’s stated memory needs, then add space for the key-value cache, context, temporary buffers and the operating system. Longer context and larger batches increase the non-weight portion. Leave headroom rather than targeting a barely successful load, because a real prompt can be larger than the one used during setup.

A 2026 preprint reports consumer-GPU experiments that include Gemma 3 27B on an RTX 5090. That demonstrates one possible hardware path, not a requirement, a recommendation or proof that the card is best for every user. The appropriate GPU for local LLM inference depends on model precision, context, runtime, workload and budget. Use the same hardware when the goal is a model comparison.

If only one model fits your available memory, that is still actionable information. State the failed configuration, the attempted quantization and context, and the working configuration. Do not claim that the model is inherently faster when the result actually reflects different hardware or precision.

Common comparison mistakes and fixes

Mistake Why it invalidates the conclusion Fix
Averaging unrelated benchmark scores Different datasets measure different abilities. Report each task separately and explain what it tests.
Comparing an instruction-tuned model with a pre-trained model without labeling them Prompt behavior and intended use differ. Name the variant in every result.
Quoting a Qwen speed number without its row conditions Context, quantization and software change throughput. Copy the model, environment, input length and precision alongside the number.
Using different prompts or output limits One model may receive easier work or generate fewer tokens. Freeze prompts, sampling and maximum output.
Reporting only tokens per second It hides first-token delay, prompt cost and output length. Report TTFT, decode speed, total latency and token counts.
Changing hardware after an out-of-memory error The test no longer answers the same deployment question. Record the fit failure or redesign the entire comparison before rerunning both.
Relying on one lucky generation Sampling variance can dominate small differences. Use deterministic settings or repeated trials with the spread shown.
Calling a model “best overall” Strengths vary by task and the official sources do not provide a shared local benchmark. Give a task-specific recommendation and state the test boundary.

How to write up the result

A useful report lets readers reproduce the test without guessing. Identify the exact Qwen and Gemma files, instruction status, quantization, context limit, runtime and version, hardware, driver, batch or concurrency, sampling settings and output cap. List every prompt category and the number of trials.

Present a quality table by task, followed by a speed table using the same configurations. Include failures such as out-of-memory errors, malformed structured output, test failures and refusals. Separate measured values from interpretation: “Model A had lower median TTFT in this setup” is defensible; “Model A is faster” is broader than the evidence.

When results are close, prefer the model that is easier to operate or produces fewer costly failures, but label that as a decision criterion rather than a benchmark fact. If one model dominates quality while another dominates latency, describe the trade-off and let the workload determine the choice.

A decision framework for Qwen versus Gemma

Choose the quality leader for your task

If one model consistently scores higher on your verified coding, extraction, language or reasoning tasks and remains within the memory budget, it is the better fit even if its raw decode rate is lower. Measure the human correction time that your application actually incurs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the latency leader for interactive work

If outputs are similarly correct, prioritize TTFT for autocomplete and chat, or total latency for short fixed responses. For long generated reports, sustained decode speed matters more. Keep the context and output lengths representative of production.

Choose the deployable model when fit is the constraint

A model that loads reliably with adequate headroom can be preferable to a nominally stronger model that repeatedly exhausts memory. Treat quantization and context as explicit engineering choices, and retest quality after changing either.

Use separate models for separate jobs when justified

Your evaluation may show that one family is better for code while the other is better for multilingual writing or structured extraction. There is no requirement to force one 27B checkpoint to serve every workload. Document the routing rule and test both paths under their real prompts.

What can and cannot be concluded today

Official Gemma pages establish published task results and Gemma 3’s stated sizes, context capability, function calling, structured output and quantized releases. Qwen’s official speed material establishes a transparent, configuration-specific measurement method and reports results for its tested environments. Neither source supplies a controlled, same-hardware, same-runtime, same-task comparison of Qwen and Gemma 27B variants.

Consequently, the strongest conclusion is methodological: use the official figures as references for what each publisher measured, then run a matched local evaluation for your own workload. A careful report can identify the faster setup, the more accurate model and the practical fit on your machine without pretending that one benchmark or one parameter count settles every use case.
