The best free Windows software is not one universal ranking. It is a short list matched to what you actually need: VLC for playing media, HandBrake for converting it, DaVinci Resolve for advanced editing, LibreOffice for offline documents, Bitwarden for passwords, and Windows Security for built-in protection. The 23 recommendations below cover everyday work, media, privacy, image editing, backup, and system maintenance, with the limits of each free option beside it.
They were selected for current Windows 11 relevance, useful free functionality, active development, trustworthy official distribution, and clear licensing. “Best” here means best fit for a task, not a laboratory ranking of unlike programs.

How to choose instead of installing all 23
Start with the job, then check five practical boundaries before downloading:
- Task coverage: playback, conversion, editing, reading, or creation are different jobs. A video transcoder cannot replace an editor, and a PDF reader cannot replace a PDF authoring suite.
- Free-tier boundaries: identify whether the core feature is permanent, personal-use only, limited by device count, or connected to an optional paid service.
- System fit: confirm Windows version, x86-64 or ARM64 architecture, and hardware requirements. Broad tools can be unusable on a modest PC.
- Complexity: a large feature set helps professionals but adds setup and learning overhead for a one-off task.
- Data workflow: decide whether files stay local, synchronize through an account, or need a separate backup destination.
Download from the developer or project site, or from the Microsoft Store when that is the published channel. Avoid third-party download portals that may repackage installers with unwanted software.

Media: play, convert, edit, and record
VLC Media Player for almost any playback job
VLC is the practical choice when a Windows PC needs to open varied local audio and video formats, physical discs, or network streams without hunting for separate players. Its trade-off is presentation: the interface is functional rather than especially modern. Choose it for compatibility and breadth, not for a polished streaming-library experience.
HandBrake for conversion and compression
HandBrake changes an existing video from one format or size to another. It is useful for reducing file size, preparing a file for a device, or standardizing a collection, but it does not provide a timeline for cutting together a finished production. The official downloads page listed version 1.11.2 with Windows 10-and-later installers for x64 and ARM64 at the time covered here.
The HandBrake Team states: “HandBrake is free software and does not require an account to use!” The project also says it runs entirely locally. Use the project’s own download channels rather than an aggregator, and keep the original file until the converted copy has been checked.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
DaVinci Resolve for serious video projects
DaVinci Resolve’s free edition combines editing, color correction, audio, and visual-effects tools. That breadth makes it suitable for narrative projects, detailed color work, and productions that outgrow simple trimming. It is excessive for a quick clip and needs capable hardware; its learning curve is also substantially greater than a basic editor. The current official page lists Windows 10 Creators Update as the minimum operating system.
Audacity for audio and voice work
Audacity handles recording and editing for podcasts, voice-over, interviews, and general audio cleanup. Its official download page lists Windows 10/11 builds for both x86-64 and ARM64. On ARM64, the build lacks plug-in support, so users who depend on third-party effects should choose the architecture with that limitation in mind. A microphone can improve recordings, but it is not a requirement for installing the software.
Documents, email, notes, and browsing
LibreOffice for offline office files
LibreOffice supplies word processing, spreadsheets, and presentations without a subscription or permanent internet connection. It can open and save DOCX, XLSX, and PPTX files, which is useful when exchanging work with Microsoft Office users. Complex layouts, unusual fonts, macros, and Microsoft-specific features can still need correction after opening or exporting. Official downloads include Windows x86-64 and ARM64 builds.
Thunderbird for several accounts in one desktop app
Thunderbird brings multiple email accounts together and also supports related calendar and contact tasks. It suits people who want one searchable desktop mailbox instead of separate browser tabs. Its conventional desktop layout may feel unfamiliar if you are accustomed to webmail, so allow time to configure folders, identities, and notifications.
SumatraPDF for quick reading
SumatraPDF is deliberately lightweight and opens PDFs plus several other document and comic formats. It supports annotations and signatures for basic workflows, but it remains primarily a reader: it is not a full PDF editor and does not replace an OCR application when scanned pages need text recognition.

Joplin for local notes and to-do lists
Joplin stores notes in Markdown and can keep a personal knowledge base and task lists locally. Synchronization is optional; available sync routes include several third-party storage choices, and hosted Joplin Cloud is a separate service. Decide whether you need cross-device access before enabling sync, and treat synchronization as convenience rather than a substitute for independent backup.
Firefox for a non-Chromium browser
Firefox provides a mainstream alternative to Chromium-based browsers, with tracking protections and cross-device synchronization. If your workflow depends on a niche extension, verify that it is available for Firefox before switching. Keep a second browser available for sites that behave differently across browser engines.
The free plan is aimed at encrypted VPN access rather than unlimited control. The roundup reports a one-device limit, a limited set of free server countries, server-choice restrictions, and cooldowns. Those terms can change, so check the current plan screen before relying on a particular country or connection pattern. A VPN does not make every online activity anonymous or remove the need for secure account practices. Windows Security is already included with Windows and combines antivirus, firewall, and other security controls. In AV-TEST’s May–June 2026 Windows 11 evaluation, Microsoft Defender Antivirus scored 6/6 for protection, 5.5/6 for performance, and 6/6 for usability, as reported by BetaNews. Those numbers describe that test period and platform; they are not a permanent guarantee that a PC is completely safe. Recommended Free Tools Keep Windows and applications updated, leave real-time protection enabled unless a trusted troubleshooting procedure requires otherwise, and treat unexpected attachments and downloads as risks even when antivirus is installed. Bitwarden’s free plan covers unlimited passwords and other vault items across unlimited devices, including secure notes, cards, identities, and passkeys. Premium functions are separate. The important setup decision is a strong, unique account password that you can recover safely; a password manager protects against reuse, but it cannot recover an account whose master credential is lost without a prepared recovery method. GIMP is the deeper choice for retouching, compositing, masks, and multi-layer image projects. It rewards users who need precise control, but its interface and terminology take longer to learn than a quick editor. Use it when the image itself is the project rather than a simple resize or crop. Paint.NET is faster to learn for resizing, cropping, layers, simple graphics, and routine adjustments. The classic desktop download is free, and current releases require 64-bit x64 or ARM64 Windows. It fills the middle ground between a basic paint program and a full compositing suite. IrfanView opens images quickly, converts formats, and processes batches efficiently. It is free for non-commercial use; a business should obtain the required license before deploying it for work. Choose it for viewing and repetitive operations, not for elaborate layer-based composition. ShareX combines screenshots, screen recording, annotation, and configurable actions in an open-source package. It can automate a capture-and-save routine, but its many options are more than occasional users need. Start with a simple hotkey and destination, then add workflows only when a repeated task justifies them. Hasleo Backup Suite Free covers file, disk, partition, and system-image backup and recovery. The free edition has home-use limits, and some cloning functions require a paid edition. It is appropriate when you need an image of a Windows installation or a structured recovery plan, not merely a second copy of a document. Keep an important backup on a separate external drive or other separate destination. A backup that remains attached to the PC can be damaged by the same failure or malware event as the original. Create recovery media and test that it can boot and see the backup before an emergency; an untested image is only an assumption of recoverability. The Tool Desk Ninite creates a custom installer for several supported applications and can save time after a Windows reinstall. Its free service is for home use, and the catalog includes only programs it supports. It is a convenience layer, not a license that changes the terms of the applications it installs. Windows 11 24H2 can open more archive formats without extra software, including additional support for RAR and 7z files. 7-Zip remains useful for creating archives, choosing advanced compression settings, and working with encrypted archives. For sensitive material, record the password in your password manager; an encrypted archive with a forgotten password may be unrecoverable. PowerToys adds utilities such as window-layout management and bulk renaming to Windows. It is valuable when a particular workflow needs one of those tools, but the collection contains dozens of utilities and settings. Install it for a concrete productivity problem, not because every component must be enabled. Everything specializes in near-instant filename and folder searches. It is especially helpful when you know part of a name but not the location. Content searching is supported, but it is slower because file contents are not indexed in the same way as names; use a dedicated content-search workflow when the text inside documents is what matters. WizTree maps which files and folders consume disk space, making it easier to find large installers, old recordings, and forgotten archives. It is free for personal use; businesses need a commercial license. Inspect a path before deleting anything, and remember that Windows system folders can contain files required for recovery or updates. Revo Uninstaller Free removes conventional desktop programs and scans for leftovers after the standard uninstall process. Advanced removal and monitoring functions belong to the paid Pro edition. Create a restore point or backup before deleting unfamiliar leftovers, and do not treat every remaining registry entry as a problem that must be removed. “Free” describes price, not safety. Reduce installation risk with this checklist: Third-party download sites can repackage installers, so a familiar name on a download page is not enough evidence of authenticity. HandBrake explicitly identifies its official download channels and says the program runs locally without an account; that is the model to follow for other projects as well. Quick wins for a faster PC: Check the current license before using these in a company, school, or client workflow: Other free offerings also have boundaries: DaVinci Resolve has a paid Studio edition, Bitwarden has premium features, Joplin Cloud is optional, and Revo Uninstaller has a paid Pro edition. Terms, plan features, and compatibility can change, so verify the vendor’s current conditions before deployment. Most people should begin with only the tools that solve an immediate problem: Installing fewer applications keeps updates, permissions, file associations, and troubleshooting manageable. Add a specialist tool when its task appears, rather than treating the list as a checklist to install wholesale.
