A September 29, 2026 report by Public Health Watch centers on Carol Boyer, 87, whose experience illustrates the problem without representing every household on the Texas coast: she had boarded windows, closed off rooms, stopped using the second floor and struggled with electric bills even after getting two window units.
What the Galveston report describes
Boyer told Public Health Watch, “This heat now is a different heat,” and, “It’s hard to keep up with it.” Her historic home lacked air conditioning until recently. The report says her two working window units were associated with summer electric bills above $400, while her reported monthly income was about $1,500. Those figures describe her household, not a typical bill or income. Public Health Watch’s September 29, 2026 report describes how heat, housing conditions and the cost of electricity can combine to make cooling difficult.

The report says nearly 600 Galveston homes—about 2.6%—had no air conditioning, citing a 2023 U.S. Census Bureau report. That is a city-level figure, not an estimate for the entire Texas coast. It also reports that one-fifth of Galveston’s housing stock was built before 1939; some older homes lack modern insulation, but age alone does not establish that a particular home is inefficient.

Why access to cooling can be difficult
Equipment is only part of the cost
An air conditioner can help, but owning or installing one does not solve every household’s problem. Electricity bills can make it difficult to run cooling consistently. Public Health Watch reports a 30% average increase in Texas electricity costs since 2020; the underlying analysis should be checked before that figure is reused as a current statewide measure.

Heat risk is not evenly distributed
Texas Department of State Health Services (DSHS) identifies older adults, young children, people with chronic diseases and people without air conditioning as especially vulnerable during extreme heat. The department says an air-conditioned place at home or in public is the best protection. Its June 20, 2023 heat-safety release names malls, libraries and community centers as possible places to cool off.
Cooling locations may not be equally accessible to everyone. A 2025 preprint studying Harris County during Hurricane Beryl found that proximity to cooling centers and lower income were associated with center use. Limited English proficiency was associated with a lower likelihood of choosing a cooling center over a hotel. Those findings concern a particular county and emergency, so they should not be assumed to describe Galveston residents in the same way.

What to do if you cannot afford air conditioning
- Find an air-conditioned place. If home is not cool, look for an available library, community center, mall or cooling center. Check local listings for current locations and hours before traveling.
- Call 2-1-1 and select option 1. Texas DSHS directs people to this service to locate cooling centers. Availability and operating hours can change.
- Seek help promptly if someone shows signs of heat illness. DSHS lists heavy sweating, cramps, weakness, dizziness, nausea, a weak but rapid pulse and headache as symptoms. If symptoms do not improve, seek medical attention.
- Ask local providers about assistance. Public Health Watch describes LIHEAP bill assistance, BakerRipley utility assistance and Project Fat Cat air-conditioner installations as possible support routes. Contact the organizations directly to confirm current coverage, eligibility, funding and whether applications are being accepted; the report does not establish that aid is available now.
When seeking help, explain whether the immediate need is a cool place today, help paying a bill or help obtaining cooling equipment. These are different needs, and a provider’s ability to address one does not guarantee it can address the others.

What the available figures do—and do not—show
Public Health Watch reports 238 heat-related emergency department visits in Galveston County from April through September 2026, citing Houston Health Department data. Because its story was published September 29, the period’s endpoint and completeness should be clarified before treating the number as a full-season total.

The report also says days above 100°F in Galveston County more than doubled between 1993 and 2023, citing First Street data, and that the number is projected by that source to nearly double again over the next 30 years. The future figure is a projection, not a guaranteed outcome.
Historical data provide context, not a current prevalence estimate. A 2018 KFF/Episcopal Health Foundation survey of Hurricane Harvey-affected residents found that 6% of respondents who said their living conditions were unsafe cited lacking heat or air conditioning. That result applies only to that subgroup at that time; it cannot establish how many Texas coast residents lack cooling today.
