100 Best GitHub Actions: How to Choose Actions for Your Workflow

There is no official, evidence-based ranking of the 100 “best” GitHub Actions. GitHub’s documentation describes how workflows and actions work, and its Marketplace organizes actions by categories such as testing, code quality, and deployment; those sources do not establish a top-100 list. This guide explains how to choose actions for common workflow jobs, highlights two official actions whose Marketplace listings were checked on October 3, 2026, and gives you a practical way to assess the rest of a shortlist.

What counts as a GitHub Action?

A workflow is the automation defined for a repository. It responds to triggers and runs jobs on selected runners; jobs contain steps, and a step can run a command or call an action. Actions are reusable tasks, not complete workflows by themselves. Permissions, dependencies, runner choice, and workflow syntax all affect how automation behaves. GitHub’s guidance on pre-written building blocks describes common workflow needs such as checking out repository code, setting up an environment, running tests, and deploying an application. The Marketplace offers a broader catalogue, including testing and code-quality categories. Those categories help organize a shortlist; they are not a comparative quality ranking.

Two useful starting points with verified Marketplace details

These are practical examples, not a claim that they are the two best actions or that they rank above other candidates. Marketplace labels and compatibility notes can change, so check the listing and the target runner or GitHub edition before adopting a version.

actions/checkout Checks repository code out for a workflow. The Marketplace listing showed v7.0.1 as latest on that date. Its v7 notes describe safer handling of fork pull-request code under privileged triggers; the listing also documents credential-storage changes in v6 and runtime requirements in v5. Confirm the current release notes, runtime and runner compatibility, and how the workflow handles untrusted pull-request code. In particular, understand the trust boundary before enabling unsafe checkout behavior with pull_request_target or workflow_run.
actions/upload-artifact Preserves files produced by a job or makes them available to another job. The Marketplace listing showed v7.0.1 as latest on that date. It states that v4 and later are not currently supported on GitHub Enterprise Server and gives an older-version recommendation for GHES. Check the current listing and documentation for your exact GitHub Enterprise Server release before choosing a version. The compatibility exception is specific to GHES and may change.

Choose actions by the work your pipeline needs

Start with the task, then find and review candidates in the relevant Marketplace category. This keeps the selection focused on your repository’s actual needs rather than on an unsupported popularity ranking.

Get code and prepare an environment

A workflow generally needs access to its repository contents and an environment appropriate to the project’s language or toolchain. GitHub’s pre-written building-block guidance identifies checkout and environment setup as common tasks. Check each candidate’s supported runtime, maintenance status, inputs, outputs, and permission needs; the available sources do not establish a universal best setup action for every language or project.

Build, test, and check quality

Use tests and code-quality checks that match the project and the results your team needs. The Marketplace includes testing and code-quality categories, but category placement alone does not establish maintenance quality, security, compatibility, or suitability. Review the action’s source and release history, and confirm that its inputs and outputs fit the workflow you intend to build.

Preserve files or speed up later runs

Use a cache for dependencies or other regenerable files that can save work across runs. Use artifacts to preserve outputs after a job completes or to pass files between jobs—for example, logs, test results, binaries, screenshots, or coverage data. GitHub explains the distinction in its documentation on dependency caching and workflow artifacts.

A cache is not a secure store: a run that can read a cache restores its contents as-is, so treat restored files as untrusted input and never put secrets in a cache. GitHub documents cache sharing by branch or tag scope and warns about cache-poisoning risks, including in workflows involving lower-trust triggers.

Deploy deliberately

Deployment is a workflow job, not just a marketplace selection. Consider which events can start it, what credentials it receives, and whether an environment or approval boundary is appropriate. GitHub’s workflow reference covers triggers, permissions, contexts, expressions, deployment environments, and concurrency. The available sources do not establish a single best deployment action across providers or deployment targets.

Cache, artifact, reusable workflow, or composite action?

Option Use it for How it fits
Dependency cache Dependencies or regenerable files that can reduce repeated downloads or work. Reused across eligible runs; restored contents must be treated as untrusted.
Workflow artifact Files to retain after a job or share with another job, such as test results or build outputs. Preserves run outputs rather than serving as a dependency cache.
Reusable workflow Shared workflow structure, potentially spanning multiple jobs and steps. Called at the job level; supports secrets. For a workflow in another repository, a commit SHA is the safest reference for stability and security.
Composite action A repeated sequence of steps used within a job. Called as a step; it bundles steps rather than an entire multi-job workflow. Secrets are not provided to it as a feature in the same way as reusable workflows.

GitHub summarizes the distinction this way: “Whereas reusable workflows allow you to reuse an entire workflow, with multiple jobs and steps, composite actions combine multiple steps that you can then run within a job step, just like any other action.” See Reusing workflow configurations and GitHub’s guide to reusing workflows.

How to judge whether an action belongs on your shortlist

  • Fit: Identify the job it solves, the ecosystem it supports, and whether GitHub’s native workflow features already cover the need.
  • Maintenance and compatibility: Check the source, recent release information, runtime requirements, runner support, and any edition-specific limitations.
  • Security: Review the code and permissions it needs. Consider how it handles inputs, secrets, and untrusted pull-request code.
  • Version reference: Understand whether you are using a movable branch or tag, or an immutable reviewed commit SHA. For a reusable workflow from another repository, GitHub identifies a commit SHA as the safest reference for stability and security.
  • Workflow integration: Check setup effort, required inputs, outputs, dependencies, and whether the action works cleanly with your jobs and triggers.

Apply the same checks to Marketplace candidates in testing, quality, security, and deployment categories. Marketplace discovery is a starting point, not a substitute for checking an action’s current source, permissions, maintenance, and compatibility.

Secure actions, tokens, and pull-request workflows

Actions execute code in the workflow environment, so adding one is a security decision. GitHub recommends least privilege for secrets and the GITHUB_TOKEN; read-only contents permissions are a good default, with access raised only when a job requires it. Its secure-use reference also advises treating untrusted pull-request values as possible injection inputs rather than assembling shell scripts directly from attacker-controlled text.

The GITHUB_TOKEN is a GitHub App installation access token created for each workflow job. GitHub says it is limited to the repository containing the workflow and expires when the job finishes or reaches its effective maximum lifetime. Job-scoped creation is useful protection, but it does not replace configuring only the permissions the workflow needs. See GitHub’s GITHUB_TOKEN documentation.

Take particular care with privileged triggers. The checkout Marketplace listing says v7 refuses fork pull-request code by default under pull_request_target or workflow_run, triggers that may expose base-repository credentials and runner access. Do not enable unsafe checkout behavior unless you understand the trust boundary and have reviewed the workflow design.

Build a defensible list for your own repository

  1. List the jobs your workflow must perform: for example, checkout, environment setup, tests, quality checks, artifact handling, or deployment.
  2. For each job, decide whether a built-in workflow feature, a Marketplace action, a reusable workflow, or a composite action is the right shape.
  3. Find candidates in the relevant Marketplace category, then inspect their sources, maintenance, compatibility, permissions, inputs, and outputs.
  4. Choose a version reference that matches your change-control and security requirements; review the code and release information for the version you actually call.
  5. Set least-privilege token permissions and assess every trigger that can reach the job, especially when untrusted pull-request code is involved.
  6. Recheck Marketplace version labels and compatibility notes when updating the workflow. A listing’s “latest” label is a point-in-time value, not a lasting guarantee.

That process produces a useful shortlist tailored to a repository. It is more defensible than calling an unverified set of 100 actions objectively “best.”
