The best web page annotation tool depends on what you need to do: collect client feedback on a website, report bugs to developers, or annotate reading material with a group. When a social annotation tool is the better fit
Hypothesis belongs in a different comparison from website proofing and developer bug reporting. Its official product page describes collaborative annotation for pages, videos, blogs, books, documents, and other online material, including private groups. That makes it relevant to education and shared reading, but not necessarily a substitute for a website review tool that routes defects into a development backlog.
How to choose: access, setup, and workflow
Check whether reviewers can actually open the page
Ask whether outside reviewers need an account, whether guest commenting is available, and whether the workflow works on the devices your clients or colleagues use. A tool can have many features yet fail in practice if reviewers face too much setup or cannot access the page being reviewed.
Match the access method to the site
Browser extensions can reach authenticated pages, but each reviewer may need to install an extension. Proxy-based approaches can make public-page review easier to start, but may fail on password-protected staging or dynamic sites. A script tag can support authenticated pages, while requiring a developer to modify the site. Test with a real reviewer and a real page
Before committing, send a representative reviewer the actual review link and try the real staging environment. Include a protected page if your work depends on authentication, and test on the mobile devices or file types stakeholders use. This exposes access and setup friction that a feature list cannot.

Measure the first-review experience, not just the administrator’s setup. Ask a client who has not used the tool to open a review, locate an element, leave a comment, and return to the thread. Note whether they need an account, an extension, or instructions from your team. Compare that friction with the value of the context and workflow you gain.
