Climate governance addresses institutions and actions aimed at climate goals such as mitigation and adaptation. An earth system governance lens also considers how climate rules interact with governance of water, food, economies, biodiversity and sustainable development. The terms overlap, but they are not synonyms.
What does each term mean?
Earth system governance
The Earth System Governance Project defines earth system governance as the interconnected system of formal and informal rules, rule-making systems and actor networks across levels of society that steer responses to environmental change and Earth system transformation within sustainable development. Its scope runs from local to global. The Project’s definition is attributed to Biermann et al. (2010).
This is an analytical framework, not the name of a single treaty, organization or environmental policy. It draws attention to how institutions and actors shape change across connected environmental and socioeconomic systems. The Project’s research framework includes climate alongside other domains.
Climate governance
Climate governance concerns structures, processes and actions through which public and private actors pursue climate-related goals. These include mitigation, adaptation and responses to climate risk. The IPCC describes governance broadly enough to include formal and informal institutions, rules and procedures operating at any geographic or political scale; climate governance applies that idea to climate-specific goals and institutions. The comparison describes scope and analytical emphasis, not two separate sets of actors or institutions. Both concepts can include multiple levels, public and private actors, and formal and informal arrangements. Neither is limited to international treaties.
How does the distinction work in practice?
Consider a national climate law. Studied on its own, it is a case of climate governance: the questions concern the law’s climate goals, institutions and processes for mitigation or adaptation. Studied through an earth system governance lens, the focus widens to how that law interacts with energy, trade, land, biodiversity and development institutions. The broader frame helps reveal connections among policy domains that a climate-only analysis may leave outside its scope.

This distinction is useful when deciding what a study or policy discussion needs to explain. If the question is how actors govern climate action, climate governance is the more precise term. If it is how several governance systems interact in shaping environmental change and sustainable development, earth system governance better describes the frame.
What should be considered when evaluating governance?
Effectiveness is important, but it is not the only criterion. The Earth System Governance Project also identifies legitimacy and social justice as concerns in the study of governance under Earth system change. That broader evaluative lens asks not only whether a policy advances its stated goal, but also how decisions are made and how their effects are distributed. See the Project’s research framework.
