A studio stopping work does not automatically take its games off sale or make them unplayable. Each title can have a different outcome: a publisher may keep selling or maintaining it, a store may stop new purchases while existing owners retain access, or online features may end while offline play survives. For a particular game, check its rights holder, storefront, support status, and server requirements separately.
What changes when a studio stops developing games?
Several decisions that may look like one event are actually separate. Development can stop while a game remains on sale; a studio can close while a publisher or another rights holder continues to distribute the title; and support can end without the game being removed from existing libraries. A server shutdown is another distinct event, with consequences that depend on how the game is built.
- Development stops: New content and active development may end, even if the current build remains available.
- The studio closes: This alone does not establish who owns the game, controls its publishing rights, or operates its servers.
- Support ends: Patches, customer service, compatibility updates, or other maintenance may stop while the game remains available.
- A store delists the game: New purchases stop on that storefront. Existing-owner access depends on the store’s policy and the game’s technical requirements.
- Online services end: Multiplayer, matchmaking, account login, cloud features, or user-created content may stop. Offline play may or may not remain.
Rights and licensing can also change, affecting where a title is sold or which features are available. Do not assume that a studio closure itself transfers or cancels rights; look for a title-specific announcement or authoritative record.
If a game is delisted, can existing owners still download it?
It depends on the storefront. Valve says that games retired from Steam remain in existing players’ libraries and can still be downloaded, installed, and launched. That is Steam’s stated policy, not a guarantee for every platform, game, launcher, or authentication service. A library entry alone does not ensure that a separate publisher login or online mode will continue working.

Steam’s retirement guidance also distinguishes ending sales from ending hosted services. It instructs sellers to consider lost distribution rights, coordinate with other stores selling Steam keys, explain what customers should expect, and give particular attention to hosted servers that may become unavailable. Valve says free-to-play games should provide at least 90 days’ notice, disable in-game purchases, and contact Valve. Those are Steam procedures, not general legal requirements. Valve’s guidance says refunds follow the normal policy, with possible extended refunds in some cases. Read Steamworks’ “Removing a product from Steam” guidance.
What happens when a game’s servers shut down?
There is no single outcome. A shutdown may remove only connected features, such as matchmaking or access to other players’ creations. It can also make the whole game unplayable if the title requires an online connection. Read the notice for the exact game and platform, and check which features depend on company-run servers.

Can a publisher or preservation program keep a game working?
Yes, but continued maintenance is a title- and program-specific choice, not an automatic consequence of a studio closing. A publisher might replace old infrastructure, make a remaster, or preserve a particular release; a storefront may maintain selected games for modern systems.

Publisher service replacement: Anno 2070
In an update dated 31 August 2022, Ubisoft said it had moved certain older online-service shutdowns from 1 September to 1 October 2022. For listed PC games, players could activate certain single-player DLC before the deadline to keep playing it; Ubisoft said the same DLC on consoles would remain downloadable and playable after that date. Ubisoft also said a taskforce had updated Anno 2070 to replace its old online services so its online features could continue. This historical example shows that the outcome can vary by game, platform, and feature; check the current notice for a specific title. Read Ubisoft’s update on older games and online services.
Storefront compatibility work: GOG Preservation Program
GOG says it quality-tests selected games and updates them to work on modern PC configurations. Its FAQ says the program is currently Windows-only and that games in the program remain part of the initiative, with compatibility maintenance continuing, even if delisted from sale. Inclusion is selective; this does not mean GOG maintains a particular studio’s entire catalogue or any unlisted game. See the GOG Preservation Program and FAQ.

How to check the status of a particular game
- Find the latest official notice. Check the publisher, platform, or service operator’s announcement for the exact title, platform, and edition.
- Separate the dates. Note whether the notice gives different deadlines for ending new purchases, disabling in-game purchases, and shutting down online services.
- Check existing-owner access. Confirm whether owners can still download and launch the game, and whether it needs a separate launcher, publisher account, DRM check, or authentication server.
- Identify what depends on servers. Look for multiplayer, matchmaking, account login, events, user-generated content, cloud saves, and even single-player access requirements.
- Check what survives. Verify whether offline play, locally saved or created content, purchased DLC, and add-ons remain available. If a deadline is approaching, check whether DLC must be activated or downloaded beforehand.
- Verify who controls and maintains it. Check whether a publisher or successor has announced a rights transfer, service replacement, remaster, or supported edition. Do not infer responsibility from the studio’s closure alone.
Do not treat an unofficial workaround or replacement server as a general fix: legal and technical feasibility depends on the game and jurisdiction.
What does consumer law say?
The European Commission’s answer of 5 June 2024 said EU consumer-protection legislation requires transparency about material aspects of an offer, protects against unfair commercial practices and contract terms, and provides remedies when digital content or services lack conformity. It also said the legislation does not set a specific duration for supplying online video games. The answer refers to Directive (EU) 2019/770 and notes that national courts and administrative authorities handle individual disputes. It is an EU-level response at that date, not a ruling on a particular game or a statement of the law in every country. Read the European Commission’s answer.
