Confluence data classification labels content with an organizational sensitivity level; the label alone does not control who can view it or block exports, downloads, public links, or app access. Those restrictions depend on permissions and separately configured data security policies. For Confluence Cloud, Atlassian’s current documentation says data classification requires Guard Premium; confirm current plan coverage and your organization’s configuration before relying on it.
What data classification means in Confluence
Atlassian defines data classification as “the process of labeling information in an organization.” An administrator sets classification levels to categorize content and establish governance expectations for how information should be handled. A classification level is a label, not an access-control setting or an enforcement action.
Confluence supports classification for pages, blog posts, databases, and whiteboards. The level applies to the specific content object: classifying a page does not automatically classify its child pages. Atlassian’s data-classification overview describes the feature and its supported content.
How levels are created and applied
Administrators define the levels
An organization administrator can start with a template or create levels to match the organization’s policy, then publish them before users can apply them. Atlassian documents a maximum of 10 classification levels. This is a product configuration limit, not a recommended number of levels. Atlassian’s setup instructions cover creating and publishing levels.

Defaults and object-level labels
Organization administrators set the organization default, while space administrators can configure a default for their space. The organization default is the baseline if no other level is set; the space default applies to content in that space. A specific content object can also have its own level, subject to the applicable defaults and configured hierarchy: it cannot be less sensitive than its organization or space default. Atlassian’s instructions for setting classification levels explain the available assignments and defaults.
Manual assignment and rules
Levels can be assigned manually or by rules. Automatic assignment depends on the detections and rules administrators configure; it is not an independent guarantee that every sensitive item will be found or restricted. For example, Atlassian describes a rule that detects a credit-card number and assigns a highly confidential level. A separately configured policy is then needed to prevent export. What a classification label does not protect
Applying a level does not, by itself, change a page’s permissions or prevent someone who can access it from taking a particular action. Classification can inform data security policies, but the policy is the control that governs interactions with content by users, people outside the organization, and Marketplace or custom apps. Permissions and policies are distinct controls; check each rather than treating the label as a substitute. Atlassian’s policy overview explains this separation.
Depending on the control, app, and plan, data security policies can restrict exports, public links, anonymous access, attachment downloads, and Marketplace or custom app access. Availability and coverage vary, so do not assume every control applies to every Confluence app or subscription. Restrictions can also affect normal work: for example, an export restriction may prevent users from previewing or downloading files such as PDFs. Atlassian’s documentation on policy controls describes these limits.

Plan and configuration checks before relying on it
Atlassian’s current documentation says data classification in Atlassian Cloud requires Guard Premium. The documentation distinguishes Atlassian Government Cloud availability, so do not generalize Cloud plan statements to that environment. Product entitlements and control coverage can change; verify the current plan details and the target organization’s live admin settings before making operational promises. Atlassian’s support documentation describes product behavior, not an individual customer’s contractual entitlement or configuration.
- Confirm the relevant Confluence environment and subscription have the classification feature.
- Make sure classification levels have been created and published, and confirm who owns organization and space defaults.
- Check permissions separately from data security policies, then verify the specific policy control and app coverage you need.
- Test intended workflows, including exports and file previews or downloads, so restrictions do not unexpectedly block legitimate work.
Classification can support governance, but the feature description is not a guarantee of compliance with any law or regulatory requirement. Whether a setup meets an organization’s obligations depends on its policies, configuration, and wider controls.
