GitHub Enterprise Read-Only Access: Cloning, Forking, and Downloading Code

GitHub Enterprise Cloud Read access lets you pull and clone assigned repositories, but forking private or internal code depends on administrator policy.

Yes, Read access to an organization repository on GitHub Enterprise Cloud allows you to pull from repositories assigned to you, which includes cloning the repository to your computer. Cloning is not the same as forking: a clone is a local copy, while a fork is a separate repository hosted on GitHub and may be blocked by policy. These details reflect GitHub Enterprise Cloud documentation checked October 4, 2026; GitHub Enterprise Server behavior may vary by version and administrator settings.

Can I clone a repository with read-only access?

For an organization repository where you have the Read role, GitHub’s role table includes permission to pull from assigned repositories. Cloning uses that access to download repository data to your computer. It does not grant permission to push changes to the original repository. See GitHub’s organization repository roles.

A clone is more than a copy of the files currently visible on the site: GitHub describes it as a full copy containing versions of the files and folders. It is stored locally, not as another hosted GitHub repository. GitHub explains repository cloning in its About repositories documentation.

Can I download code from GitHub Enterprise?

If you can pull from the repository, you can clone its repository data locally. That is the relevant option when you need the project and its history on your machine. A local clone and a fork are different: one resides on your computer, while the other is a separate repository on GitHub.

Can I fork a repository if I only have Read access?

Read access alone does not guarantee that you can create a fork. Public repositories can generally be forked if you have a permitted destination, subject to restrictions such as those applying to managed users. Forking private or internal repositories depends on repository, organization, and enterprise policies, as well as where the fork would be created. GitHub documents these rules in Forks.

For private or internal forks, organization-level policy must allow them before a repository-level setting can permit forking. If the fork option is unavailable, ask the repository owner or organization administrator to check the repository’s forking setting, organization and enterprise policy, and the permitted destination.

Clone or fork: which kind of copy do you need?

Where does the copy live? On your local machine. As a separate repository on GitHub, connected to the upstream repository.
What does it let you do? Pull and work locally; Read access alone does not grant permission to push to the upstream repository. Work in a hosted repository, if the applicable policies and destination permit its creation.
What happens to it when access is removed? An existing local clone remains on the machine where it was saved. A private fork may be deleted when access to the upstream repository is revoked.
How do permissions relate to the source? The local copy remains with its owner; removing hosted access does not remotely erase it. Private forks inherit team permissions from the upstream repository; public forks do not inherit the upstream permission structure.

GitHub’s fork documentation describes fork permissions and access-removal behavior. The data-handling difference matters for confidential code: an administrator can remove hosted access, but that action does not wipe a person’s computer.

What happens if I try to push without write access?

GitHub documents a specific GitHub Desktop workflow: if you clone a repository without write access and then try to push a change to that repository, Desktop creates a fork for you. This is not a guarantee for every Git client or configuration. A repository’s fork policy or enterprise settings can still prevent the fork. What happens to my local clone after access is revoked?

The existing local clone remains on the computer where it was downloaded; revoking GitHub access does not remotely delete local files. GitHub says repository owners are responsible for ensuring that people who lose access delete confidential information or intellectual property. Follow the organization’s data-handling requirements for any retained copy. By contrast, GitHub says a person’s private fork is deleted when their access to the private repository is removed.

Why can a colleague see an internal repository when I cannot?

Repository visibility affects who may access the source. GitHub says internal repositories are accessible to enterprise members, while private repositories are limited to explicitly authorized users and certain organization members. Access to an individual organization repository also depends on assigned access and enterprise settings. Check the repository’s visibility and your membership and role with its owner or enterprise administrator. GitHub’s repository documentation describes visibility, and its role table explains organization repository access.

Does this also apply to GitHub Enterprise Server?

The linked guidance is for GitHub Enterprise Cloud. GitHub Enterprise Server has version-specific documentation and behavior, and administrators can configure access and fork policies. For a Server installation or a repository with unusual restrictions, verify the documentation for that Server version and ask the enterprise administrator about its settings.
