If those match, check the listening address, possible network blockers, and whether you are opening the page from another device. Why is localhost not working?
Your browser must be able to connect to a server at the address in the URL. A refusal means that connection was not accepted; it does not, on its own, tell you whether the server is stopped, the address is wrong, or a blocker is involved. Check the endpoint and the kind of request that failed before changing application code or network settings.
How to fix ERR_CONNECTION_REFUSED on localhost

Make sure the development server started
Run the project’s documented start command and leave its terminal visible. Look for a startup message that gives the address, or an error explaining why startup failed. If the server process is not responding, the browser cannot retrieve the development page. Start commands vary by framework and project, so use the one specified for your application rather than guessing.

Open the exact endpoint the server reports
Compare the browser URL with the server’s output: check
httpversushttps, the hostname, and the port. Do not assume a familiar default port. For example, archived Microsoft documentation says its legacy ASP.NET Development Server selected a port randomly; that behavior is specific to that old server, not a rule for current frameworks. Check which address the server listens on
localhostand127.0.0.1refer to the loopback interface on the device making the request. A server bound only to loopback is not automatically reachable from a phone or another computer. Check your framework’s configuration for its listening address. The cited Node.js v14 documentation says its optional host argument defaults tolocalhost; verify the behavior for your installed runtime and framework rather than treating that version-specific detail as universal. Test possible blockers one at a time
If the endpoint appears correct but still fails, temporarily test whether a browser extension, privacy tool, firewall, VPN, or proxy is interfering. These are possibilities, not a diagnosis: MDN mentions blockers in the context of network-level CORS failures, but that does not establish the cause of a particular localhost refusal. Change one setting at a time, and restore protections after a temporary test. (MDN: CORS errors)

What if localhost:3000 refuses to connect?
Apply the same checks rather than assuming port 3000 is correct: confirm the server is running, then use the precise port and scheme it prints. If the server reports a different endpoint, open that one. If it reports the expected endpoint, investigate the listening address and the request type before changing code.
What if the page loads but an API or WebSocket request fails?
Treat the failed request separately from the page navigation. Open browser DevTools, select the Network panel, and inspect the failing request’s URL and reported failure. Determine whether it failed at DNS lookup, connection, timeout, or TLS. A CORS-looking message can accompany an underlying network or protocol problem; first confirm that the local endpoint responds on the expected scheme and port, then investigate CORS policy if appropriate. How do I open a localhost development server on Android or another device?
On a phone, localhost points to the phone itself, not your development computer. You need a route from the device to the computer’s server. For Android, Chrome DevTools documents USB port forwarding: configure a device port to forward to the development machine’s local server port, then open the forwarded localhost port on Android.
