PDF editor vs. PDF reader: What’s the difference?

Readers handle viewing and common interactions; editors change a PDF’s existing content and structure. Here’s how to tell which tool your task needs.

A PDF reader is usually enough to open, search, print, annotate, sign, or fill an existing form. Choose a PDF editor when you need to change the document itself—for example, rewrite existing text, alter images, combine files, create a form, or make a scan editable. The labels are not a universal feature standard, so check what the specific app supports.

What is the difference between a PDF editor and a PDF reader?

The practical difference is whether the app can make permanent changes to the PDF’s content, not whether it lets you interact with a page. A reader may let you highlight text, add comments, sign a file, or enter information in a form. Those actions do not necessarily rewrite the PDF’s existing text or images.

Adobe describes Acrobat Reader as free software for viewing, printing, signing, sharing, and annotating PDFs. Its Reader features also include search, comments, and form filling. Adobe identifies editing text, combining PDFs, scanning to PDF, and creating forms as advanced tasks for Acrobat rather than Reader. These are examples of Adobe’s product boundaries, not a rule that every app called a “reader” or “editor” must follow.

What can you do with a PDF reader?

A reader is suited to accessing a document and making common, limited interactions with it. Adobe’s Acrobat Reader product page documents these capabilities:

  • Open and view PDF pages, then search for words or phrases.
  • Print the document.
  • Add annotations such as highlights, notes, and comments.
  • Fill in an existing interactive form and sign a PDF.
  • Share the file.

Annotation adds a comment or markup; it is different from changing the original paragraph or image. Similarly, filling a form means entering information into fields the document already contains. It is not the same as building a new form or changing the form’s design.

When do you need a PDF editor?

Use an editor when the task calls for changing or restructuring the document, rather than simply reading it or adding a markup. Adobe documents the following as Acrobat editing workflows:

  • Change existing content: edit text, images, or other objects in a PDF.
  • Organize documents: combine multiple PDFs into one file.
  • Create a form: build a form instead of filling fields in an existing one.
  • Work with a scan: recognize text in a scanned page so it can be searched or edited.

For a scan, optical character recognition (OCR) is the step that recognizes text in an image of a page. OCR can make scanned content searchable or editable, but that does not guarantee the converted document will reproduce the original layout perfectly. Adobe describes scanned-PDF editing as a workflow; the cited product documentation does not establish an OCR accuracy rate.

Adobe’s guide to editing PDFs in Acrobat covers text, images, objects, and scanned documents. Foxit also describes editing, file management, online editing, and OCR workflows for Foxit PDF Editor. Those are each company’s descriptions of its own products, not independent evidence that one editor is better. Check the app’s current feature list for your device before choosing it.

Can you edit a PDF in Reader?

Sometimes “edit” means adding a comment, filling a field, or signing, and Reader apps may support those actions. If you mean replacing existing text or changing an image, Adobe’s documentation distinguishes those advanced edits from Reader’s annotation and form-filling tools. Adobe’s Acrobat Reader Help, last updated June 22, 2026, describes editing text, combining PDFs, scanning to PDF, and creating forms as tasks that require Acrobat.

So the useful check is the exact operation you need: an app that can add a note may still be unable to alter the original text. Feature names and access can vary by app, platform, and product version.

Why might an editor still be unable to change a PDF?

Editing software does not override a document’s protections. A PDF may have permissions that restrict editing, printing, or copying, or it may be password-protected. A digitally signed PDF may also be locked against changes. Adobe notes that some editing commands are unavailable when document permissions prevent them.

Adobe also warns that editing a PDF containing an XFA form can cause the form to lose interactivity. If an edit command is unavailable, check the document’s security settings and signature status. When the document must remain valid or the restriction is intentional, ask its author for a corrected or editable copy rather than trying to bypass the restriction.

Which one should you choose?

Adobe says Acrobat Reader is free and available as desktop and mobile software; it describes Acrobat Standard and Pro as paid products. The current exact prices, regional availability, and which paid plan includes each feature are not established here, so confirm those details directly with the provider before buying. Foxit advertises monthly, annual, and perpetual license options, but available terms and features should be checked for your region and platform.

Also consider where the work happens: desktop, browser, and mobile support differ among apps. Adobe documents desktop and mobile Reader availability, while Foxit describes an online editor as well as multiple platform options. If a document is sensitive, consider whether uploading it to a browser-based service is appropriate for your privacy needs.
