Claude Code is Anthropic’s coding agent; an open-source agent is the stronger fit when you need to inspect or modify the agent itself, choose among model providers, or self-host. Those distinctions are about control and deployment—not proof that one writes better code.
Start by separating the agent from the model
A coding agent is the software that reads project context, plans work, invokes tools and proposes or makes changes. The model is the service that generates responses. Claude Code is Anthropic’s agent and connects to model APIs. Open-source agents may support multiple providers, but the provider still determines which models are available and can affect where prompts and code context are processed. Open-source agent code does not automatically mean local inference or private data handling. Anthropic describes Claude Code’s product and access routes; OpenHands documents its agent and deployment options.
Compare the requirements that matter

| Governance | Do you need SSO, role-based access, audit trails, budgets or policy controls? |
| Total cost | Compare subscription limits or token charges, model choice and any self-hosted infrastructure—not just whether agent source code is free. |
Choose Claude Code when its access model and workflow fit
Anthropic says Claude Code works on macOS, Linux and Windows, integrates with command-line tools and MCP servers, and asks permission before file changes or command execution. The permission behavior is Anthropic’s product description, not a guarantee that every deployment is safe. Anthropic offers subscription-plan access and Console/API usage, with Console usage billed by tokens. Check current eligibility, prices and limits directly with Anthropic’s Claude Code product information, which notes that plans and prices may change.
Check how your account meters usage
Anthropic’s Help Center says subscription access draws on a plan’s usage pool, while API-key access is pay-as-you-go. Its guidance presents Sonnet as a general coding option, Opus for harder reasoning tasks and Haiku for quick or high-volume tasks, but available models vary by account. The /model command shows the models available to that account. Usage depends not only on the new prompt but also on the conversation and project context. Choose an open-source agent when control is a requirement
An open-source agent is a better candidate if your team needs to inspect or modify the agent implementation, select from multiple model providers, or control its deployment. Those benefits depend on the actual project, license, integrations and configuration: inspect the candidate’s own documentation rather than assuming every open-source tool supports every provider or can run fully offline.
Match the interface to the work
OpenHands describes local individual use, multiple agents, automations, and team workflows triggered from GitHub, Slack, Jira, CI or schedules. It also describes enterprise deployment in a VPC or controlled environment with sandboxing, access controls and audit capabilities. These are vendor-described features, not an independent security assessment; review the actual deployment requirements in OpenHands’ documentation.

OpenHands’ vendor-authored alternatives article characterizes OpenCode as a provider-flexible terminal, desktop and IDE tool, and Aider as a terminal CLI. It also names other candidates, including Cline. Use that article to identify tools to investigate, then check each project’s own current documentation and license: OpenHands’ comparison of open-source coding agents.
Map the full data and execution path
“Runs locally” describes where some agent work happens; it does not by itself tell you where inference happens or what leaves the machine. Anthropic says Claude Code reads source files locally and sends only portions needed for the task to its API. That is not local inference. For an open-source agent, a self-hosted agent process can still call a hosted model provider. In either setup, trace the agent process, model endpoint, MCP or other integrations, shell and network access, and session or log retention. Ask your security owner to validate the configuration against your organization’s requirements. Anthropic’s account and data details should be checked in its product information; OpenHands describes deployment considerations in its documentation.

Compare costs using the deployment you will actually run
Do not treat a free-to-inspect agent as a zero-cost deployment or compare unlike access routes. Include the model, account or API billing method, usage limits, project context, and infrastructure and operations required for a self-hosted setup. A subscription pool and token-billed API usage are different cost models, and the same task can consume different amounts depending on context and model. Prices, plan limits and available models can change, so use the current terms for the account and region you intend to use rather than relying on a general price estimate. - Pick two or three tasks from the intended repository, such as a small bug fix, a test change and a bounded multi-file change.
- Give each finalist the same starting commit and instructions. Keep allowed tools, acceptance tests and—where possible—the model the same. If a model cannot be matched, record that difference.
- Record the outcomes: completion, corrections required during review, elapsed time, actual model or API usage, permission prompts and any policy violation.
- Decide against your constraints. Use the results alongside your data-boundary, interface, governance and operating-cost requirements; do not turn a single trial into a general claim about all repositories.
