To improve software quality without slowing delivery, make changes continuously releasable: ship small batches, integrate frequently, use fast and trustworthy automated feedback, test throughout delivery, and automate repeatable deployment and recovery. Measure delivery speed alongside stability, and fix the bottlenecks that make changes wait. More tools—or more frequent releases on their own—are not a quality strategy.
What does “quality at speed” mean?
It means shortening the time from a change to useful feedback and safe release without shifting the cost into regressions, outages, rework, or manual coordination. DORA defines continuous delivery as the ability to release changes of all kinds on demand quickly, safely, and sustainably (DORA continuous delivery guidance). Continuous delivery keeps software ready to release when appropriate; continuous deployment goes further by attempting to put each change into production as soon as possible. Teams can practice continuous delivery without adopting continuous deployment, which is not appropriate for every product or operating environment.
Quality is broader than a passing test suite. It includes whether software meets user needs, remains maintainable and secure, behaves reliably in production, and can be changed and recovered without excessive risk. Delivery practices help teams build confidence in changes; they do not guarantee every quality attribute.
Measure throughput and stability together
DORA’s four delivery measures provide a system-level starting point. The 2021 DORA report describes them as a way to assess delivery performance while avoiding local optimizations that harm the overall system (2021 DORA report).

The first two are throughput measures; the latter two describe stability. Read them together and discuss trends at the delivery-system level. A faster cadence is not automatically better if failures rise or recovery remains slow, and a stable system is not necessarily delivering useful changes promptly. These four measures do not cover every dimension of product quality or user outcomes.
Build a fast, layered feedback loop
Put tests and other checks throughout delivery instead of relying on a final testing phase. DORA’s test automation guidance recommends both automated and manual testing throughout development, with developers participating in creating and maintaining automated tests and testers collaborating across the work.

Order checks by feedback cost
- On a change or check-in: build the software and run fast unit tests and relevant static analysis. These checks should catch straightforward mistakes early.
- Against running software: run acceptance tests and suitable nonfunctional checks, such as performance checks and vulnerability scans.
- Before release when appropriate: make a passing candidate available for exploratory, usability, and acceptance testing. Manual testing complements automation; it is not a substitute for dependable regression checks.
- Learn from misses: when a later-stage check finds a defect, consider whether a cheaper, earlier check could catch that class of problem next time. When defects escape, improve the relevant test, system, or process.
DORA advises aiming for automated test feedback in less than ten minutes. Treat that as a practice to pursue, not a universal guarantee or rigid law. A quick green build is useful only when the checks are reliable and give credible confidence that the change is releasable. Flaky tests erode that confidence: investigate and fix them rather than normalizing intermittent failures. There is no single test-layer ratio that suits every product; choose checks based on the risks and feedback they provide.
Make integration and deployment routine
Continuous integration is one component of continuous delivery, not a synonym for the whole release capability. DORA recommends frequent integration, short-lived work, automated deployment, and version control for production artifacts (DORA continuous delivery guidance).

- Integrate small changes into a shared mainline regularly; keep branches short-lived so divergent work does not accumulate.
- Trigger quick regression checks on check-in and make results visible to the people who can act on them.
- Use a canonical build artifact and automate repeatable deployment steps instead of recreating release contents by hand.
- Track production configuration in version control, and manage test data and database changes deliberately.
- Integrate security into design and testing; monitor and observe the running system so teams can detect problems and understand their impact.
Architecture and team boundaries affect how easily changes can be tested and released independently. Loosely coupled services and teams can reduce cross-team dependencies, coordination, and release queues. That does not mean every system should be rewritten as microservices. Improve independence incrementally by identifying dependencies that make changes wait or require synchronized releases; DORA’s capability overview describes evolving architecture without requiring an all-at-once re-architecture.
Find the bottleneck before buying tools
Map a representative change from version control through release. DORA’s continuous delivery guidance recommends value stream mapping with representatives from the teams connected by the pipeline, so they can agree on where time goes and how to improve the path.

- Choose a typical change, rather than an unusually smooth or unusually complex release.
- List each stage—build, tests, security review, approvals, handoffs, and deployment.
- For each stage, record elapsed time and hands-on work time separately.
- Look for long queues, repeated handoffs, delayed feedback, and stages where elapsed time greatly exceeds active work.
- Agree on a specific process change, then review whether it improves both flow and stability.
This method helps distinguish a tooling problem from a process or architecture problem. DORA cautions that raising release frequency without improving the surrounding process and architecture can increase failure rates and burnout; modern tooling alone does not ensure better outcomes.

These reported gains and declines are not guarantees about any particular team. Evaluate AI in your own workflow, set clear usage guidelines, and retain small batches, robust testing, and review. Do not assume faster code generation means faster, safer delivery end to end.

Frequently Asked Questions
Does improving deployment frequency mean deploying every change to production?
No. Continuous delivery keeps changes safely releasable on demand; continuous deployment attempts to release each change automatically as soon as possible. The second approach is not suitable for every context.
Should every team use microservices to release faster?
No. The goal is to reduce costly dependencies and enable appropriate independence, which can be pursued incrementally without rewriting a system as microservices.
