These rules guide pagination; they cannot keep content larger than the printable page intact.
1. Identify the renderer and inspect print styles
Pagination depends on both the document’s CSS and the converter’s implementation. Record the engine and version—such as Puppeteer with Chromium or WeasyPrint—before changing styles. Do not assume different renderers handle every layout feature the same way.
Inspect the computed styles around the bad break, including @media print rules, inherited declarations, page size, margins, and cascade overrides. Puppeteer’s page.pdf() documentation says PDF generation uses the print CSS media type by default. If you need to render screen styles instead, Puppeteer documents selecting them with page.emulateMediaType('screen') before generating the PDF.
2. Choose the right page-break rule
Start a new page at a section boundary
Use break-before: page on a section that must begin on a fresh page, or break-after: page on the preceding section when that boundary is the more natural place to express the rule. Prefer semantic section selectors over broad selectors that could force unwanted gaps throughout the document.

Keep a compact item together where possible
Use break-inside: avoid on a card, short item, or other box that should preferably stay in one fragment. It is an avoidance constraint, not a guarantee: if the box cannot fit in the available page area, the renderer may still split it or overflow.
Control paragraph widows and orphans separately
widows and orphans influence how many lines of a paragraph appear at the top or bottom of a page. They can improve paragraph breaks, but they do not substitute for keeping a large component together.

Use legacy aliases only when needed
The older page-break-before, page-break-after, and page-break-inside properties are compatibility aliases for the modern break-* properties in standards-conforming implementations. Check the renderer’s documentation if an older stylesheet or engine requires them. The CSS Fragmentation Level 4 document is a working draft, so treat it as standards guidance and confirm support in the actual converter.
3. Apply a small print-CSS change
This is a starting pattern, not a verified fix for a particular document. Adapt the selectors and check the chosen renderer’s support:

}If a converter or older stylesheet needs legacy names, add the corresponding page-break-* declarations as appropriate. Avoid applying forced breaks globally unless every matching element really should start or end a page.
4. Understand why an avoidance rule may not hold
PDF conversion is paged-media rendering: a page has a finite printable area, and the renderer must choose among available break opportunities. The CSS 2.2 paged-media specification describes the relevant break constraints and explains that they may be relaxed in sequence when there are not enough break points to prevent overflow. In practical terms, an element taller than the space available cannot be guaranteed to remain whole on one page.

The specification also does not prescribe one mandatory choice among all allowed break points. Consequently, a rule that appears reasonable may still produce a different pagination result across engines or document layouts.
5. Re-render and troubleshoot the result
- Confirm the selector matches. Check that the element exists in the generated HTML and that the print CSS selector applies to its box.
- Check the cascade. Look for a later or more specific rule overriding the break declaration.
- Check the printable space. Account for page margins and content height; reduce oversized content or choose a layout that can fit.
- Verify the media mode. Make sure the converter is rendering the stylesheet you intended. Puppeteer uses print media for
page.pdf()by default. - Check engine support for this layout. WeasyPrint’s current stable API reference documents support for page break properties and aliases, as well as
widowsandorphans; it also documents limitations in other layout areas such as some multi-column behavior. Support for one property does not establish support for every layout combination. - Inspect a new PDF after each change. If the rule is still ignored, test the smallest relevant example and compare it with the full document to identify interactions with surrounding layout.
6. Decide whether to keep or change the converter
First try correcting print CSS in the existing engine. If the issue appears to be a renderer limitation, compare candidate engines against the specific features your document needs: page-level breaks, tables, oversized elements, paragraphs, print media, page size, and margins. Also consider compatibility with the generated HTML and deployment constraints. The available documentation does not establish a universal best renderer, nor does it provide comparative pricing or speed benchmarks.
