Responsive Design Testing Checklist

Test responsive layouts around content-driven breakpoints, then check overflow, zoom, keyboard order, touch behavior, and accessibility at every meaningful layout.

A reliable responsive-design test checks more than whether a page fits a phone-sized viewport. Start with the content, inspect the layout around its actual breakpoints, and repeat visual, keyboard, zoom, and accessibility checks at every meaningful layout. Use this checklist to find problems before they reach users.

1. Set up a useful test range

  • Start narrow and widen. Begin with the narrowest supported layout, then increase the viewport until the content needs a different arrangement—for example, when line lengths, navigation, spacing, or a component no longer work well. Set breakpoints in response to those needs rather than copying a list of popular device widths.
  • Record the breakpoints the design actually uses. Test immediately below and above each breakpoint, where a layout change can expose gaps, overlap, or awkward intermediate states.
  • Cover the supported extremes. Check the minimum and maximum widths your product supports, plus relevant height, orientation, and aspect-ratio conditions.
  • Include actual input capabilities. Test pointer and hover behavior where the interface depends on them. Do not infer input mode from screen size: a large screen is not necessarily mouse-driven, and a small one is not necessarily touch-only.
  • Choose browsers and devices from your support policy. There is no universal browser/device matrix that suits every project; use the browsers, operating systems, and devices your users and product requirements call for.

2. Check layout and content integrity

At each test size, inspect the whole page—not just the first screen—and look for:

  • Horizontal scrolling, content extending beyond the viewport, clipped text, or overlapping elements.
  • Unexpectedly large gaps or components that become too cramped to use.
  • Images, video, embedded content, and other media that overflow, disappear, or distort.
  • Navigation, headings, forms, tables, cards, dialogs, and primary actions that are hidden, hard to reach, or unusable after reflow.

Check that the page declares a viewport suitable for mobile browsers. MDN explains that without an appropriate viewport configuration, a mobile browser can use a wide virtual viewport, preventing narrow-screen media queries from taking effect: MDN: viewport meta tag.

3. Check text resizing, zoom, and reflow

  • Enlarge text or zoom the page and confirm that text stays readable and controls remain available.
  • Make sure users can zoom; do not disable user zoom to preserve a particular layout.
  • Check whether enlarged text or the resulting narrower effective viewport hides controls or forces avoidable two-dimensional scrolling.
  • Use relative text units where user text-size preferences should affect the content.

Responsive behavior should remain functional under magnification, not only at the default viewport and text size. See W3C guidance on resizing text.

4. Repeat keyboard and accessibility checks at each layout

A visual reflow can change what appears first without changing the document or focus order. At every meaningful layout variation, use the page as well as looking at it:

  1. Use Tab and Shift+Tab to move through interactive controls. Confirm focus follows a sensible reading and task order, including after elements have been visually rearranged. Check that the focus indicator is visible.
  2. Try the controls with the input methods the interface supports: keyboard, pointer, and touch. Hover-only interactions need an equivalent usable path for keyboard and touch users.
  3. Confirm interactive elements are identifiable without color alone, and that text and controls have adequate contrast.
  4. Check that form controls have labels and that errors, instructions, and state changes are understandable.
  5. Rotate the device or change orientation. Verify that content remains available and that orientation does not block a task without a genuine need.
  6. Measure touch targets and their spacing where pointer input is relevant. WCAG 2.1 Success Criterion 2.5.5 states: “The size of the target for pointer inputs is at least 44 by 44 CSS pixels except when:” This is a Level AAA criterion, not a universal AA minimum, and it includes exceptions such as inline text links. If you claim WCAG conformance, include every automatically presented responsive variation in the evaluation: each must conform or have a conforming alternate version. Where a complete process is involved, assess all pages in that process as well. See W3C WCAG 2.1 conformance requirements.

5. Make the checklist repeatable

  • Keep a record of supported browser/device combinations, tested viewport conditions, and the breakpoints that trigger layout changes.
  • For each layout change, note which pages and components need visual, keyboard, zoom, and input-mode checks.
  • When a defect appears, record the viewport dimensions, orientation, browser, operating system, input method, and steps to reproduce it. This makes intermittent layout and interaction failures easier to verify after a fix.
  • Re-run the affected checks whenever CSS, content, navigation, or component behavior changes; a shorter viewport alone does not cover changes in height, orientation, zoom, or input capability.
