Test mobile accessibility across the app’s screens and real user flows—not just a single page or an automated scan. Check applicable WCAG 2.2 Level A and AA criteria on the phone and tablet contexts you support, and include mobile interactions such as orientation changes, gestures, dragging, and target size. W3C’s WCAG2Mobile Draft Note helps interpret those criteria for native, mobile web, and hybrid apps; it is informative guidance, not a conformance standard or a guarantee that an app is accessible.
What W3C’s mobile guidance does—and does not—establish
WCAG2Mobile describes how WCAG 2.2 Level A and AA success criteria can be applied to native apps, mobile web apps, and hybrid apps on phones and tablets. W3C identifies it as an informative Draft Note published 6 May 2025; it does not set requirements and is not itself a standard. Its scope excludes wearables and laptops, and it does not address AAA criteria.
Following the note alone is insufficient to ensure an app is accessible. W3C also explains that WCAG does not fully address every non-user-interface aspect, platform component, or closed-functionality case. Treat the note as an interpretation aid alongside applicable requirements, platform considerations, and evaluation of the complete experience. The draft’s status and content may change.
For broader context, W3C’s mobile accessibility overview points to existing standards including WCAG and to WCAG2Mobile and WCAG2ICT. WCAG2ICT provides guidance on applying WCAG to non-web documents and software, including mobile apps and native applications.

How to plan a mobile accessibility test
- Define the app and device scope. Record whether the build is native, mobile web, or hybrid; which platforms it runs on; and which phone and tablet contexts matter. Include operating-system or device contexts relevant to the product rather than assuming one screen represents them all.
- Inventory screens and meaningful flows. List screens or views and the important tasks users complete, such as onboarding, signing in, finding content, changing settings, or finishing a transaction. Track both the individual screens and transitions between them; problems often appear in an interaction, not in a static view.
- Map applicable criteria. Use WCAG 2.2 A and AA as the criteria set where applicable, consulting WCAG2Mobile for mobile interpretation. Mark each check as applicable, not applicable with a reason, or needing further evaluation. Do not treat a short checklist as proof of conformance.
- Exercise the flows on target contexts. Run each key task on the platforms and form factors in scope. Observe layout, controls, and interaction behavior as conditions change, including orientation and touch input.
- Record evidence and retest fixes. For each issue, note the screen or flow, context, steps to reproduce, expected and observed behavior, relevant criterion or platform concern, and the impact on task completion. Retest the affected flow after a fix and check for regressions on related screens.
Mobile-specific interactions to check
Use these WCAG2Mobile topics to direct attention to mobile behavior. They are not a complete accessibility checklist: assess other applicable criteria and platform-level concerns too.

| Dragging movements | For controls that require dragging, check whether an alternative single-pointer method is available where required. Test the actual task, not just whether the control appears on screen. |
| Target size | Inspect interactive targets in context, including closely grouped controls. Evaluate the applicable WCAG criterion rather than assuming a visual spacing rule alone establishes accessibility. |
| Redundant entry | In multi-step flows, check whether users are unnecessarily asked to enter information again when it should be carried forward or selectable, as applicable to the criterion. |
Choose the right evaluation scope
A useful test can range from a focused check to a structured evaluation. Match scope to the decision you need to make; checking a single screen cannot establish the accessibility of the full app.

- Single-screen check: useful for investigating a specific component or reported problem. It does not cover navigation, state changes, or other parts of the app.
- Core-flow check: follows important user tasks across screens and interactions, making it more likely to reveal barriers caused by transitions or repeated steps.
- Broader app evaluation: considers the screens, flows, platforms, and applicable criteria in a defined scope, while documenting known gaps such as platform components or closed functionality that WCAG may not fully address.
For a more formal evaluation, W3C’s WCAG-EM approach can be applied to mobile applications. A structured method can organize scope and findings, but neither using it nor completing a checklist by itself proves conformance.
Capture visual evidence of app screens
For mobile web or hybrid experiences, screenshots can help document layout and visual issues alongside interaction notes. A screenshot does not reveal keyboard or assistive-technology behavior, task completion, or every accessibility barrier, so use it as supporting evidence rather than a substitute for exercising the app.

Common testing mistakes to avoid
- Testing only one screen: cover meaningful flows and state changes, not just the initial view.
- Treating mobile-specific checks as the whole job: WCAG2Mobile highlights mobile-relevant interpretation but does not cover every accessibility concern.
- Calling a Draft Note a requirement: distinguish W3C’s informative guidance from the applicable conformance criteria or obligations for your product.
- Assuming a screenshot establishes accessibility: visual evidence cannot show whether an interaction works with different input methods or assistive technologies.
- Generalizing beyond the defined scope: state the platforms, form factors, app type, screens, flows, and criteria covered so readers of a report know what was and was not evaluated.
