To stream a playlist from an Oracle Cloud Infrastructure (OCI) virtual machine to YouTube Live, run FFmpeg on a VM, give it media you have permission to stream, and configure it with the live event’s server URL and stream key from YouTube Live Control Room. Use the event’s RTMPS address when your FFmpeg build supports it. Preview the feed in YouTube before taking the event live. OCI’s Always Free compute is conditional on tenancy, shape and home-region eligibility, and capacity; check the Console before creating a VM.

What you are setting up

The path is prerecorded files on an OCI VM, FFmpeg encoding and sending the feed, and YouTube Live receiving it. The VM needs access to the playlist files and outbound connectivity to YouTube’s ingest endpoint. Your computer does not have to remain online once the process runs on the VM, but the VM and FFmpeg process do need to remain available.

Oracle Cloud India does not bypass YouTube’s channel eligibility or content-rights requirements. OCI Media Streams is a separate managed packaging and distribution service; it is not required for this direct FFmpeg-to-YouTube workflow. Oracle Cloud Infrastructure Media Streams

Check YouTube and OCI prerequisites

Enable live streaming on the channel

YouTube says the channel must be verified and must not have had a live-streaming restriction in the preceding 90 days. First-time live-streaming enablement can take at least 24 hours, so enable it and schedule a test ahead of the intended broadcast. YouTube’s general guidance also states that users must be at least 16 to live stream. See YouTube Help: Get started with live streaming.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Check the tenancy’s region and free-tier eligibility

OCI Always Free compute eligibility is tied to the tenancy’s home region, not simply to choosing an India-labeled location. Oracle’s documentation says eligible compute must be provisioned in the home region, and temporary capacity shortages can prevent instance creation. In the OCI Console, confirm the home region and check that the selected shape is explicitly marked Always Free before provisioning. These rules do not establish that an eligible shape is available in every reader’s account or region.

Oracle’s published Always Free allowances include up to two VM.Standard.E2.1.Micro instances per tenancy, and 3,000 OCPU hours plus 18,000 GB hours per month for VM.Standard.A1.Flex. Oracle describes the A1 allowance as equivalent to 4 OCPUs and 24 GB of memory for Always Free tenancies. These are allowance limits, not a guarantee of current capacity or a recommendation for a particular playlist or encoding workload. Check current usage and terms in Oracle Cloud Free Tier before launching; usage outside applicable allowances may incur charges.

Choose a VM for the actual workload

Compare shapes that are available to your tenancy by CPU architecture, memory, and the expected encoding load. A prerecorded stream still requires enough VM resources to read the media and keep FFmpeg running; if you plan to re-encode, the workload depends on the chosen codecs, output settings and input files. The available evidence does not establish a universally suitable India shape, live regional capacity, or current VM prices, so do not assume a particular free-tier shape will work for every playlist.

Create the VM and install FFmpeg

  1. In the OCI Console, open Compute and create an instance. Select the tenancy’s home region if you are relying on Always Free eligibility. Choose an operating system image and a shape that is currently available and eligible for your account. Review the displayed cost and networking settings before confirming.
  2. Connect to the instance using the access method configured for its image. Follow Oracle’s current connection guidance for that image and your operating system; do not expose private SSH keys or credentials.
  3. Install FFmpeg using the guest OS’s current package instructions. The command depends on the selected image and its repositories. For example, sudo apt install ffmpeg is an apt-based Linux example, not a guaranteed OCI command. Check the operating system’s official package guidance and confirm the installed build has the protocols and codecs you need.
  4. Confirm the installation. Run ffmpeg -version and inspect the output for the installed version and build configuration. This confirms that the executable is available; it does not by itself prove that a particular input format, codec or RTMPS endpoint will work.

A cloud provider’s apt example is available in Google Cloud documentation; it illustrates an OS-dependent package command rather than OCI-specific installation instructions.

Prepare a playlist you are allowed to stream

Put the media where the VM can read it

Upload or otherwise place the playlist files on the VM, and make sure the account running FFmpeg can read them. Use stable local paths or another storage arrangement you control; verify that every file exists and is accessible before starting the broadcast.

Build the playlist file

FFmpeg’s concat demuxer can read a text file containing file entries, but the exact playlist syntax and options depend on the source files and FFmpeg build. Follow the current FFmpeg concat demuxer documentation and check that the files have compatible formats and streams. A playlist file is not a substitute for a complete streaming command: input handling, output codecs, timing and YouTube’s ingest requirements must all match your material and chosen configuration.

Clear rights before broadcasting

You are responsible for having the rights needed to stream and, if enabled, archive the content. This includes music rights and permissions for third-party video; owning a copy or finding a playlist online does not automatically grant broadcast rights. YouTube’s terms require content providers to represent that they have the rights needed for worldwide exploitation of live content and to comply with applicable rules. Review YouTube Terms of Service and clear the rights before starting.

Create a YouTube Live event and protect its key

  1. Open YouTube Live Control Room and create or select the event. Use YouTube’s current encoder workflow for the event you intend to run.
  2. Copy the event’s server URL and stream key from its stream settings. The event-specific values tell the encoder where to send its feed and authenticate it. Do not assume a URL or key from another event is interchangeable.
  3. Treat the stream key like a password. Do not put it in a public script, screenshot, article, source repository or command that may be recorded in shell history or process listings. Restrict access to configuration files and logs that could expose it. If it is exposed, reset it in Live Control Room using YouTube’s current instructions.
  4. Choose RTMPS when available in the event settings and supported by your FFmpeg build. YouTube recommends RTMPS, which protects RTMP with TLS. Use the actual RTMPS address displayed for the event—often accessed through the lock control in stream settings—rather than editing an RTMP address by hand. See YouTube Help: Encoder settings, bitrates, and resolutions and YouTube Help: Troubleshoot live stream issues.

Run FFmpeg and verify the feed

There is no single safe, validated command for every playlist. The correct invocation depends on the playlist format, input codecs, whether you need to re-encode, the installed FFmpeg build, and the exact ingest URL shown for your event. Build the command from the current FFmpeg documentation and the chosen media format; keep the real stream key out of reusable public examples. YouTube’s encoder setup instructions explain the handoff from encoder to Live Control Room.

Anker USB C Hub, 5-in-1 USBC to HDMI Splitter with 4K Display
  • 5-in-1 Connectivity: Equipped with a 4K HDMI port, a 5 Gbps USB-C data port, two 5 Gbps USB-A ports, and a USB C 100W PD-IN port. Note: The USB C 100W PD-IN port supports only charging and does not support data transfer devices such as headphones or speakers.
  • Powerful Pass-Through Charging: Supports up to 85W pass-through charging so you can power up your laptop while you use the hub. Note: Pass-through charging requires a charger (not included). Note: To achieve full power for iPad, we recommend using a 45W wall charger.
  • Transfer Files in Seconds: Move files to and from your laptop at speeds of up to 5 Gbps via the USB-C and USB-A data ports. Note: The USB C 5Gbps Data port does not support video output.
  • HD Display: Connect to the HDMI port to stream or mirror content to an external monitor in resolutions of up to 4K@30Hz. Note: The USB-C ports do not support video output.
  • What You Get: Anker 332 USB-C Hub (5-in-1), welcome guide, our worry-free 18-month warranty, and friendly customer service.
  1. Start FFmpeg with the playlist input and event’s ingest details. Use the event-specific RTMPS address if supported, and configure an output compatible with the event and YouTube’s current encoder guidance.
  2. Watch FFmpeg’s output for errors. Confirm that inputs open, the playlist advances as expected, and the encoder continues sending data. An error at startup often points to a wrong path, unreadable file, unsupported codec or malformed playlist.
  3. Check the incoming preview in Live Control Room. Confirm both picture and audio, and watch for stability before going live. If the preview is wrong or absent, do not take the event public yet.
  4. Start the live event from Live Control Room. YouTube’s encoder workflow uses the preview and event controls to take the incoming feed live.
  5. End the broadcast deliberately. Stop FFmpeg and end the event in Live Control Room when finished; check the event status rather than assuming that stopping one side ended both.

RTMP or RTMPS—and when HLS matters

Ingest option What to know When to use it
RTMP Ordinary RTMP does not provide the TLS protection of RTMPS. Use only when appropriate for the event and configuration; prefer RTMPS when YouTube provides it and your FFmpeg build supports it.
RTMPS RTMP protected by TLS. YouTube recommends it. Use the event’s displayed RTMPS URL, not a manually altered RTMP URL. The preferred choice for this basic playlist workflow when supported by the installed encoder.
HLS A separate YouTube ingest mode; it can apply to requirements such as HDR or codecs not supported over RTMP. Not needed for a basic playlist stream unless your format or delivery requirements call for it. Follow YouTube’s current ingest instructions.

For RTMPS connection troubleshooting, YouTube documents port 443 as an option where appropriate. Follow the event-specific instructions and the current troubleshooting guidance rather than changing firewall or URL settings without checking the cause.

Common problems and fixes

  • You cannot create the VM: Confirm the selected region is the tenancy’s home region when using Always Free, that the shape is eligible, and that capacity is currently available. Try an eligible alternative only after checking its displayed terms and resource fit.
  • Live Control Room does not show an incoming feed: Check that FFmpeg is running, that the event’s server URL and stream key were copied correctly, and that the VM can connect to the chosen ingest endpoint. If using RTMPS, verify support in the installed FFmpeg build and use the displayed RTMPS URL.
  • FFmpeg cannot open a playlist item: Check the file path, permissions, playlist syntax and whether the file is actually present on the VM. Test the source files individually before diagnosing the YouTube connection.
  • Video or audio is missing or incorrect in preview: Verify that the playlist files contain the expected streams and that the output configuration matches the media and YouTube’s current encoder guidance. Do not go live until the preview is right.
  • The stream drops or repeatedly reconnects: Check FFmpeg output, VM availability and network reachability. For an RTMPS connection issue, consult YouTube’s troubleshooting page, including its documented port 443 guidance where applicable.
  • The channel cannot start a live stream: Check verification and any live-stream restriction, and allow for the first-time enablement delay. A VM in India cannot override a YouTube account restriction.
  • A live stream or archive receives a copyright claim or restriction: Stop and review the rights for the specific material. Do not assume a prerecorded playlist is exempt from YouTube’s content rules or the rights needed for live broadcast and archiving.

Or let it run in the cloud

If maintaining an OCI VM and FFmpeg process is more work than you want, StreamNeo is a cloud service for keeping a YouTube channel live 24/7 from uploaded videos. Upload a recording or build a playlist, add your YouTube stream key once, and go live. StreamNeo loops the uploaded video in the cloud, so nothing has to stay on at home. It streams the upload as made, up to 4K 60fps, at one flat price per slot; there are no quality tiers or re-encoding. It can automatically recover if YouTube drops the stream. The first day is free with no card. Monthly pricing is $9.99 per month.

StreamNeo is for prerecorded uploads streamed to YouTube, not a camera-to-live service. Start your free StreamNeo day.
