Before you begin: check eligibility and music rights
Confirm the channel can livestream
YouTube says a channel must be verified and must not have had a live-stream restriction in the preceding 90 days. Its current guidance also sets a minimum age of 16 for livestreaming. Check the channel’s status in YouTube Studio before investing time in the setup. YouTube’s encoder streaming guidance explains the eligibility and setup process.
Clear the online simulcast, not just the radio broadcast
Make an inventory of music, jingles, recorded programmes and other third-party material in the proposed stream. Confirm that permission covers the musical and literary works as well as the sound recordings, the intended online use, and the relevant territories. India’s Copyright Act treats musical works and sound recordings as separate categories of copyright; see the Copyright Act, 1957.
IPRS lists an Internet Non-Interactive (INTB) category and describes its scope as including internet retransmission or simulcast of an FM station. Its licensing guidance explains that platforms using its repertoire need a licence or royalty arrangement. PPL India distinguishes its on-ground licence from digital use and describes its radio broadcast licence as applying to terrestrial FM and community radio. Consequently, do not assume that an existing terrestrial-radio or venue licence authorizes a YouTube simulcast. Check the actual repertoire and intended use with the relevant rights holders or representatives: IPRS licensing categories and PPL India tariffs and FAQs.

The IPRS INTB tariff published with an effective date of 1 April 2025 states a minimum annual royalty/licence fee of Rs. 12,00,000 for a single channel. It also states a fee of the greater of 15% of gross revenue or a per-stream rate, with the per-stream value not less than 10 paisa. The tariff defines gross revenue to include income generated directly or indirectly through subscriptions, sponsorship, advertising or recurring charges, less taxes and specified payment-service fees. These are figures from that tariff, not a universal quotation for every station; confirm current applicability, rights scope and terms with IPRS’s INTB tariff.
Arrange Content ID allowlisting
YouTube scans live streams for third-party matches. Its Help page states: “All live streams are scanned for matches to third-party content, including copyrighted content in the form of another live broadcast.” A licence alone may not stop an interruption: YouTube says licensed content can still trigger one if the channel has not been added to the relevant owner’s Content ID allowlist. Ask rights holders to allowlist the channel before launch, and decide who will handle any claims or interruptions. See YouTube’s guidance on copyright issues with live streams.

Choose how to produce and send the feed
An encoder sends the programme to YouTube. For a radio station, that means routing the station’s audio output to the encoder and pairing it with a video signal—for example, a station-branded still image or a visual loop for which you have the necessary rights. YouTube describes encoder streaming as a method suited to overlays and external audio equipment; the National Informatics Centre’s webcast service likewise calls for an encoder that can publish an audio-video stream.

The available official guidance establishes the encoder requirement, but does not endorse a particular device, software configuration, hosted vendor or redundancy design. A hosted service can simplify operation; it does not grant music rights or guarantee Content ID allowlisting.

Set up the YouTube stream and encoder
- Sign in to the station’s verified YouTube channel. Confirm the channel has no live-stream restriction in the preceding 90 days and that the person operating it meets YouTube’s age requirement.
- Open YouTube Studio and the Live Control Room. Choose the encoder workflow, then create or schedule the stream using the current on-screen options.
- Copy the stream URL and stream key from YouTube into the encoder’s destination settings. Treat the key like a password: do not put it on screen, include it in a broadcast graphic, or share it publicly. If it is exposed, replace it in YouTube Studio and update the encoder.
- Connect the station audio output to the encoder. Check that the audio is clean, at an appropriate level and free from clipping. Confirm that the encoder also has the intended video input or image.
- Configure the video and audio output to match the encoder and YouTube workflow you are using. The official sources cited here do not establish one required bitrate, resolution or keyframe interval for every station setup; use the current YouTube encoder guidance and the selected encoder’s supported settings rather than treating NIC bandwidth guidance as a YouTube specification.
- Start a private or otherwise controlled test. Check the YouTube preview, listen for audio dropouts or excessive level, inspect the on-screen image and confirm Studio reports a healthy incoming feed.
- Launch the scheduled stream only after rights arrangements and Content ID handling are in place. Assign people to monitor the feed and respond to an interruption or rights notice.
Plan network, power and recovery for 24/7 operation
Continuous operation depends on more than starting the encoder. Identify what happens if the internet connection, power, computer or audio source fails; who receives an alert; and who can restore the feed. Test the station’s actual sustained upload at the intended encoder settings rather than relying on a nominal plan speed.
NIC’s published webcast-service guidance calls for dedicated bandwidth of 2–4 Mbps per stream. That figure applies to NIC’s webcast service, not a YouTube minimum or a universal recommendation for a local station. NIC also lists a static public IP and outbound RTMP port 1935 access in its hired-agency context; these are not general YouTube requirements. Check the NIC webcast requirements against the service you are actually using.

YouTube documents concurrency limits of 10 active streams per channel and three active streams per stream key. These are limits on simultaneous streams, not a promise of uninterrupted service. The cited YouTube guidance does not establish a maximum continuous duration or guarantee how long a 24/7 stream’s replay will remain available; verify current YouTube guidance before relying on an archive.
Make a practical recovery checklist
- Keep the encoder, audio route and stream destination settings documented for authorized staff, but store the stream key securely.
- Decide how staff will detect a silent feed, frozen image, lost network or stopped encoder.
- Test restarting the encoder and reconnecting to the correct scheduled stream; establish who can act outside normal station hours.
- Maintain a contact path for the internet provider, equipment support and the relevant rights holders.
- After any YouTube interruption, check Studio for notices, restrictions or copyright issues before restarting.
