Start by comparing 480p30 at YouTube’s recommended 3 Mbps for AV1/HEVC or 4 Mbps for H.264 against your connection’s tested, sustained upload capacity. If that rate is not practical, consider 360p30; if it is, 720p30 requires 6 Mbps for AV1/HEVC or 8 Mbps for H.264. These are YouTube’s published ingest recommendations, not a guarantee that a particular connection will hold steady around the clock.
Which codec should you use?
YouTube lists H.264, H.265/HEVC, and AV1 for RTMP/RTMPS ingest. Its latency guidance says AV1 or HEVC provide the best quality and stability at a given bitrate. Choose one of those if your encoder and the rest of your ingest workflow support it. If they do not, H.264 remains a supported choice. YouTube does not say that an unsupported encoder workflow should be forced into a codec it cannot reliably produce.
Codec choice is only one part of the result: resolution, frame rate, bitrate, scene motion and detail, and actual upload stability all matter. A lower-resolution 30 fps stream may be a more practical fit for a constrained connection than trying to preserve a higher resolution or frame rate.
YouTube’s recommended bitrates for low-bandwidth resolutions
The figures below are from YouTube / Google’s current encoder-settings table, accessed 2026-10-03; the page does not show a publication year. Each cell gives the minimum first and the recommended bitrate second, in Mbps. Treat the recommended figure as the target in YouTube’s table; the minimum is not the recommended target.

For a genuinely constrained connection, 360p30 or 480p30 has a lower recommended rate than 720p30 in YouTube’s table. At 480p30, the recommendation is 3 Mbps for AV1/HEVC and 4 Mbps for H.264; at 720p30, it rises to 6 Mbps and 8 Mbps, respectively. The table does not provide a universal upload-headroom percentage, so measure your connection and test the real stream instead of assuming a nominal speed will be consistently available.
Encoder settings to start with
- Protocol: Use RTMP or RTMPS for ingest; YouTube recommends RTMPS.
- Video codec: AV1, H.265/HEVC, or H.264, subject to encoder and workflow support.
- Rate control: CBR.
- Keyframes: Set a two-second interval; YouTube says not to exceed four seconds.
- Frame rate: YouTube supports up to 60 fps. Choose 30 fps where the content and desired motion quality permit, since the lower-resolution 30 fps settings are more suited to a lower-rate configuration.
- Audio: AAC or MP3; YouTube’s advanced settings list 128 Kbps stereo audio.
- SDR color: Rec. 709, 8-bit.
These are YouTube’s encoder recommendations, not a profile specifically for 24/7 operation.

Test the connection and stream before relying on it
- Measure sustained upload capacity. Run a speed test on the connection and at the location where the encoder will operate. Compare the observed upload performance with the recommended rate for your chosen codec, resolution, and frame rate; a speed-test result alone cannot establish that the connection will remain stable continuously.
- Configure the encoder. Apply the settings above, then enter the correct YouTube stream key and ingest details in the encoder. Keep the stream key private; anyone with access to it may be able to send a stream to your channel.
- Run a representative pre-stream test. Include audio and video movement similar to the intended content. YouTube Help specifically advises that tests include audio and movement similar to what will be in the stream.
- Check YouTube’s stream health and messages. Monitor the live control room and the encoder during the test and after going live. If you see instability, lower the resolution or frame rate and retest rather than dropping below the recommended bitrate and assuming the stream is dependable.
Latency: lower is not always better for a 24/7 feed
YouTube says most viewers of a low-latency stream experience less than 10 seconds of latency. For ultra-low latency, it says most viewers experience less than five seconds, but warns that ultra-low latency may increase buffering and that network ingest problems affect viewers more in that mode. These are descriptions of what most viewers experience, not guaranteed maximum delays.
Low latency is intended as a balance for limited audience interaction, while ultra-low latency is for highly interactive streams. If a continuous music, ambient, or replay feed does not need real-time conversation, those modes are optional; accepting more delay may avoid making latency the priority. The latency guidance does not establish a separate setting for continuous streams.

What the guidance does—and does not—say about 24/7 operation
YouTube’s reviewed encoder and stream-management pages provide standard ingest settings, testing advice, and latency tradeoffs, but do not specify a separate bitrate profile, uptime target, or reconnect requirement for a stream running 24 hours or longer. A bitrate recommendation therefore cannot guarantee uninterrupted operation. Test the complete workflow and monitor stream health; reconnect behavior and long-run reliability depend on the encoder, connection, and service handling the stream.
