A normal-looking preview in your encoder does not prove that YouTube is receiving a stable, correctly formatted stream. Live Control Room checks the feed YouTube receives, and its timestamped warning is the best clue to what needs attention. Copy the exact warning text and note when it appeared before changing settings: the title symptom alone cannot identify the cause.
What a stream health warning means
YouTube’s Live Control Room evaluates the incoming stream, not just the picture displayed locally in your encoder. It reports specific errors with timestamps and guidance; an unfixed error can continue to appear. A red error is critical and may stop an event from starting or cause viewer problems. A yellow warning is moderate and may reduce quality. The color indicates severity, but the full message points toward the issue. YouTube’s stream health guidance explains the indicator.
A preview can look fine while the outgoing feed has a setting mismatch or the network connection to YouTube is unstable. Conversely, if the encoder preview or a local recording is also faulty, the problem may be upstream of the connection: for example, in a source routed into the encoder or the encoder itself. YouTube’s troubleshooting guidance distinguishes these paths. See YouTube’s troubleshooting steps.
Start with the exact warning, not the preview
- Copy the complete message. Note whether it is red or yellow and the timestamp. A generic observation such as “video looks fine” cannot distinguish a bitrate, format, keyframe, or connection issue.
- Check whether it is still happening. Compare the timestamp with the current stream and note whether the warning recurs or appeared only briefly.
- Match the message to your setup. Record the encoder, streaming protocol, video codec, resolution, frame rate, bitrate, and keyframe interval. These details determine which settings guidance applies.
- Compare local and received output. If the encoder preview or local archive also looks or sounds wrong, investigate the encoder and its inputs. If both are clean, prioritize the outbound connection and the settings YouTube flags.
Check the encoder settings named by the warning
For RTMP or RTMPS streams, YouTube lists H.264, H.265/HEVC, and AV1 as supported video codecs, and AAC or MP3 for audio. Its encoder guidance recommends constant bitrate (CBR) and a two-second keyframe interval; do not exceed four seconds. Check the exact warning and the settings table for your codec, resolution, and frame rate rather than applying one bitrate to every stream. YouTube’s encoder settings, bitrates, and resolutions provides the current recommendations.

H.264 bitrate recommendations
The figures below are YouTube’s recommended H.264 bitrates, not universal targets. Use the row matching your resolution and frame rate; other codecs may have different guidance.
| Resolution and frame rate | YouTube recommended H.264 bitrate |
|---|---|
| 1080p at 60 fps | 17 Mbps |
| 1080p at 30 fps | 14 Mbps |
| 720p at 60 fps | 8 Mbps |
| 720p at 30 fps | 6 Mbps |
These recommendations are from YouTube’s currently accessed encoder-settings guidance; the page text provided no publication date. If your warning names bitrate or encoding, check your actual output against the relevant row and codec guidance rather than assuming a visually clean preview rules out an ingest problem.

If the encoder preview or local recording is also affected
- Inspect the video and audio sources routed into the encoder, including whether the intended source is selected.
- Look for encoder errors and unusually high CPU load that may interfere with encoding.
- Review a local archive, if available, to see whether the defect is present before YouTube receives the feed.
- If these checks do not reveal the cause, YouTube suggests trying another encoder as a diagnostic step.
A local recording can help locate the fault, but it does not establish that the connection to YouTube is healthy. Continue to use the timestamped Live Control Room message to guide the next check.
If local output looks healthy, test the upload connection
A clean local preview and recording shift attention toward the outbound path from your encoder to YouTube. Test upload performance and stability rather than relying on download speed: the two directions are not interchangeable. If a connection test identifies a problem, YouTube advises contacting your internet service provider. YouTube’s troubleshooting guidance covers this connection check.

For planning, YouTube’s streaming tips recommend leaving 20% upload bandwidth headroom. Treat this as space above the stream’s bitrate, not as a substitute for checking real outbound capacity under the conditions in which you will stream. YouTube’s streaming tips and encoder guidance discuss testing and setup.
Test before the next broadcast
- Run a test stream using audio and video movement similar to the actual event. A static screen or silent test may not expose the same behavior.
- Watch the Live Control Room health messages during the test and record any complete warning text and timestamp.
- Confirm the output codec, resolution, frame rate, bitrate, CBR mode, and keyframe interval against YouTube’s applicable guidance.
- Check that upload bandwidth remains sufficient with the recommended headroom while the test is running.
YouTube Help puts the point plainly: “Make sure to test before you start your live stream. Tests should include audio and movement in the video similar to what you’ll be doing in the stream.” YouTube Help: Choose live encoder settings, bitrates, and resolutions.

Common diagnostic outcomes
- The message names a format or encoding setting: compare the actual output codec and encoder settings with YouTube’s supported formats and recommendations.
- The message concerns bitrate or keyframes: check the row for the actual codec, resolution, and frame rate; confirm CBR and a two-second keyframe interval, without exceeding four seconds.
- The local preview or archive has the same defect: inspect the source routing, encoder errors, and CPU load; consider another encoder if the issue remains unclear.
- Local output is clean but the warning persists: test outbound upload connectivity and available headroom; involve your ISP if a test identifies a connection problem.
- The warning appeared only at a particular time: correlate its timestamp with changes in the encoder, source, or connection before deciding it is resolved.
These are diagnostic directions, not a diagnosis of any particular stream. The actual warning text, encoder, protocol, codec, resolution, frame rate, and bitrate are needed to identify a specific fault.
