U.S. Treasury yields could remain elevated even if the Federal Reserve cuts its short-term policy rate. Inflation risks, federal borrowing, investors’ compensation for long-term risk and the outlook for growth can all support longer-term yields. Those pressures are possibilities, not proof that yields must rise or that a bond bull market has ended.
Why can yields stay high if the Fed cuts rates?
Bond prices and yields move in opposite directions: when a bond’s price falls, its yield rises, and vice versa. The Fed sets a target range for a short-term policy rate; it does not set the yield on a 10-year Treasury. Longer-term yields reflect expectations about future short-term rates as well as inflation and compensation for holding a bond whose value can fluctuate over many years.
One useful way to think about a nominal Treasury yield is as a combination of expected real interest rates, expected inflation and a term premium. These components are related but not interchangeable, and the term premium is estimated using models rather than observed directly. A fall in expected short-term rates can therefore coexist with higher long-term yields if other components rise enough.
1. Inflation and supply shocks could keep nominal-rate risks alive
Investors care not only about current inflation but also about the possibility that future inflation will be higher or less predictable. If they expect the purchasing power of future bond payments to erode faster, they may demand higher nominal yields.

The Federal Reserve’s July 2026 Monetary Policy Report said inflation had risen during 2026 and remained above the FOMC’s 2 percent longer-run objective. The report pointed to sectoral supply shocks, including energy, and described price pressures associated with earlier tariffs and energy-supply constraints linked to the Middle East conflict. A separate Federal Reserve note published in February 2026 found that perceived risk of future adverse supply shocks contributed to higher far-forward nominal Treasury rates. The finding helps explain a possible channel; it does not establish that every supply disruption will push yields up by a predictable amount. 2. Large deficits mean substantial Treasury borrowing
Persistent deficits require the federal government to borrow. More Treasury issuance can add to the supply of securities investors need to absorb, while concerns about the longer-term fiscal outlook may also affect the return investors require. Neither channel means that each new dollar of borrowing mechanically raises yields by a fixed amount: demand, economic conditions and the kind of debt issued matter too.

In its 2026–2036 baseline, the Congressional Budget Office projected a federal deficit equal to 5.8 percent of GDP in 2026 and debt held by the public reaching 120 percent of GDP in 2036. These are projections under CBO assumptions, not realized results or current debt figures. 3. Investors may ask for more term premium on long bonds
The term premium is the extra compensation investors require for holding a longer-maturity bond instead of repeatedly investing in shorter-term securities. It reflects uncertainty about future rates and inflation, among other risks. Because it cannot be directly observed, different models can produce different estimates; treat any specific estimate as model-dependent rather than a market fact.

CBO attributes part of its projected increase in 10-year rates to higher term premiums. The Federal Reserve’s February 2026 note also identifies perceived future supply-shock risk and concerns about federal deficits as factors that help explain higher far-forward rates. These pressures can raise the long end of the curve even when investors expect policy rates to decline.
4. Strong productivity and investment returns could support real yields
Higher expected returns on business investment can support higher real interest rates: investors may require more return to lend or invest when productive opportunities are attractive. CBO says faster productivity growth can raise returns on capital and real rates.

5. Long-term yields do not have to follow Fed cuts one-for-one
Shorter-maturity Treasury yields tend to respond more directly to the expected path of the Fed’s policy rate. Longer maturities also incorporate expected rates further into the future, inflation compensation and the term premium. A cut expected in the near term can therefore pull some short yields down without outweighing upward pressure on longer yields.
CBO’s 2026–2036 baseline illustrates this divergence: it projects short-term rates declining during 2026 while 10-year rates gradually increase over the projection. That is a conditional forecast, not a prediction of what the market must do. At the time of the Federal Reserve’s July 2026 report, the target range had been held at 3.5–3.75 percent since the start of the year; that is a historical policy detail from the report, not the current target on October 3, 2026. Does Treasury supply affect all maturities in the same way?
No. The amount of debt issued and the maturity mix of that debt are distinct considerations. A Kansas City Fed working paper on Treasury supply shocks finds that debt-expansion shocks raise yields across the curve through term premiums, while estimated effects of maturity-extension shocks differ. That distinction also helps explain why the supply of Treasuries alone does not determine yields. Investors’ appetite for safe, liquid assets can support demand, while inflation expectations, real-rate expectations and the maturity of new issuance shape how supply affects different parts of the curve.
What could pull yields back down?
The upward pressures above can ease or be outweighed. Lower inflation expectations, weaker growth, expectations of lower future policy rates or stronger demand for safe assets could all put downward pressure on yields. These are analytical possibilities, not claims about the current market outlook. The cited reports do not establish a current daily Treasury curve, breakeven inflation reading, term-premium estimate or futures-implied Fed path.
So “the bond bull market isn’t over” is not a conclusion established by these factors. The more careful takeaway is that long-term yields can stay high even during expected Fed easing, while the same yields can fall if inflation, growth, policy expectations or demand shift the other way.
