What was Activision’s action actually about?
In its May 7, 2025 RICOCHET update, Activision said it had delivered cease-and-desist demands to companies making and selling third-party hardware used to cheat, and that it could pursue legal action. The update also warned that using cheat devices or scripts could lead to permanent account bans. It describes anti-cheat enforcement, not action against AI-generated fan works.
Activision reported that it had shut down five additional cheat developers since its previous progress report and disrupted more than 150 cheat resellers since Black Ops 6 launched. Those are Activision’s reported enforcement figures, in the context of cheating; they are not counts of GenAI projects or MWII fan projects.

Activision’s September 2, 2025 software license agreement includes provisions concerning patches and updates, and account suspension or termination for certain violations. The cited provisions do not specifically address generative-AI fan projects, and terms vary by territory. They should not be presented as proof of an AI-specific enforcement action.
What has Bethesda said about Fallout and player creations?
In a July 17, 2026 statement, Bethesda Game Studios called Fallout one of its biggest priorities. It described Fallout 5 as a long-range destination in preproduction and said it was working with Obsidian on a new Fallout project. The statement also named Fallout 4, Creations, Fallout 76, remasters of Fallout 3 and Fallout: New Vegas, and a Fallout Shelter television project. It announced no release dates for the remasters.

Bethesda also described a history of tools for player-created experiences, dating back to the Morrowind Construction Set, and said Creations expanded to Fallout 4. The studio’s statement says: “We’ve believed from the beginning that our worlds belong not only to the people who make them, but also to the people who play them.” That is evidence of Bethesda’s support for player creation; it is not a blanket policy on AI-made mods.
Bethesda Game Studios reported more than $10 million in creator royalties for its Creations ecosystem in that 2026 statement. This is the studio’s own reported figure, not an independent audit or an industry-wide estimate.

Do the other official pages confirm an MWII GenAI crackdown?
No. Activision’s Modern Warfare II support page, updated February 27, 2026, lists game issues under investigation and does not discuss GenAI fan projects. Its software license agreement has general provisions relevant to patches and account enforcement, but the cited sections do not name generative-AI projects. Neither source supplies the missing project details or establishes an AI-related notice.
The Xbox Wire update of September 22, 2026 is organizational, not an enforcement announcement. Its mention of Activision, Bethesda and Obsidian does not show that the companies coordinated an action against MWII or Fallout projects.

How should readers assess a future claim about an AI-related takedown?
A headline or post saying a project was “cracked down on” is not enough to establish why a company acted. Look for the actual notice, statement or project documentation, then check the specific facts it supports:

- Identify the project and action. Is there a named mod, video, tool or other work, and a verifiable takedown notice, cease-and-desist demand or company statement?
- Check whether generative AI is documented. Does the notice or project itself say AI was involved, or is that connection inferred from a separate controversy?
- Separate the material at issue. Is the claim about game code, protected assets, trademarks, original work, cheating scripts or hardware? Those are different subjects.
- Check how the project was distributed. Did it require a retail game, redistribute protected files or operate commercially? Do not assume these details from the word “mod.”
- Read the company’s stated reason and applicable policy. A general license term or a policy for supported creations does not, by itself, establish the reason for a specific action.
- Keep the companies and franchises distinct. Evidence about Activision’s anti-cheat program does not establish Bethesda’s policy on Fallout creations, or vice versa.
