It is a housing-based bond with neighbour characters—not a player-finder or a way to guarantee meeting other players.
How do you invite a neighbour?
LOTRO’s August 2, 2026 feature introduction says the Wolves of Mordor pre-order provides introductions to representatives of each of the four primary Free Peoples. Each neighbour offers a special item for a housing hook. Place that item in your home to invite the character to visit.
The announcement describes this as the start of the relationship, but does not establish the final expansion edition, ownership state or quest prerequisites needed to use the system. Check current in-game guidance or release notes for access requirements. The official expansion page listed availability in October 2026, while LOTRO’s news listing said the expansion was available to pre-purchase on September 30; those dates and access details may change. How does a bond grow?
LOTRO names three activities for building a relationship: conversations, gifts and a new neighbour mission system. Its introduction describes the progression as stranger, companion and trusted friend. Deeper bonds unlock personal story instances, and getting to know a neighbour can reveal likes, dislikes and a hidden dream.

The official introduction puts the premise this way: “Through conversations, gifts, and a new neighbour mission system, you strengthen your bond over time.” LOTRO’s feature introduction does not provide definitive details on mission rewards, refresh timing or progression rates, so there is no substantiated fastest route to recommend.
What makes each neighbour distinctive?
The expansion description says each bond is shaped by twenty personality traits and a dynamic mood system. That suggests relationships are intended to feel individual, rather than relying on a single generic neighbour interaction. LOTRO’s August introduction also says players can learn what a neighbour likes or dislikes and may uncover a hidden dream.

The available descriptions do not explain how traits affect specific conversations, which actions change a neighbour’s mood, or how those systems alter rewards or story outcomes. LOTRO listed a September 23, 2026 deeper dive titled “Friends for Life! A Deeper Dive Into the Neighbours System” on its homes/latest page, but that listing alone does not establish those mechanics. Does this help you make friends with other players?
Not directly. In the descriptions available, “making friends” means building a bond with a character who visits or resides in your home. The Neighbours system is not documented as a player-matching feature, fellowship queue or guarantee that you will meet human players in the open world.

That distinction matters if you are asking how often you can bump into other players, form friendships and complete fellowship quests or instances. Those are questions about LOTRO’s broader player community and group play; the neighbour feature descriptions do not provide participation statistics or answer how frequently those encounters happen.
