To play a downloaded GIF, open it in an app that supports animated GIFs. On Windows, try Microsoft Photos; on a Mac, select the file in Finder and use Quick Look. If it appears still, first check that the downloaded file is actually a GIF, then open it in one of those documented viewers.
Play a downloaded GIF on Windows

Find the file in File Explorer, such as in your Downloads folder, then open it with Microsoft Photos. Microsoft lists GIF among the photo formats supported by Photos. Microsoft’s Photos app guide covers the app and its photo library.

If the file is not visible in Photos, open Gallery, use the folders controls, and add the folder where you saved the GIF.

If Photos shows only one frame, use the file’s Open with option and choose another installed viewer that supports animated GIF playback. Photos versions and behavior can vary by Windows release.

Play or inspect a GIF on Mac
Play it with Finder Quick Look
In Finder, select the downloaded GIF and invoke Quick Look. If it does not open automatically, press and hold Space. Apple documents Quick Look as the way to play the animation.
Inspect its frames in Preview
Open the GIF in Preview and choose View > Thumbnails. Expand the GIF’s frame list in the sidebar to examine individual frames. Preview’s frame list is for inspection; use Quick Look for playback. See Apple’s guide to animated GIF frames in Preview.

What to do if the GIF looks like a still image

Check that the downloaded filename ends in
.gif. A still image or a different file type is not necessarily an animated GIF. -
Reopen the file in a documented animation-capable viewer: Photos on Windows or Finder Quick Look on Mac.

If it remains still, the available platform guidance does not establish a definitive cause. It is not possible to conclude from a still preview alone that a particular setting, damaged file, or encoding problem is responsible.

What about downloaded GIFs on iPhone or Android?
The cited official mobile guidance does not provide a complete workflow for opening arbitrary downloaded GIF files, so the desktop steps above should not be treated as mobile instructions.
iPhone
Apple’s iPhone photos and videos guide explains browsing photos and playing videos, but does not document playback of arbitrary downloaded animated GIFs. It therefore does not establish the exact steps for this task.

Android and Google Photos
Google Photos has a setting at Settings > Accessibility > Color & motion > Remove animations. This controls animation display in the app; it is not a procedure for opening a downloaded GIF. Google also explains how to make an animation from selected photos and videos, which is a creation feature rather than confirmation of a general downloaded-file playback workflow.
