A newly filed lawsuit by Justin Shoham, former chief of staff to New Jersey state Sen. Raj Mukherji, alleges that two cannabis-business ventures used Shoham’s work and claimed social-equity status while denying him pay, control or financial benefits. Mukherji denies exploiting Shoham and calls the case a business dispute. The complaint was filed September 30, 2026; the available reporting does not establish a court ruling on its claims.
What does the lawsuit allege?
Shoham’s verified complaint describes two separate New Jersey cannabis ventures: consulting work connected to Best Buds Union in Union Township and an ownership role at Story Dispensary of Springfield. It characterizes the dispute as “a predatory cartelization scheme,” but that is the plaintiff’s allegation, not a judicial finding.
The complaint says Shoham’s qualifications as a social-equity participant and his work were used to help secure approvals or support the businesses, while he was denied compensation, meaningful participation or economic benefits. The two projects involve different claimed roles and amounts, so the allegations should not be treated as one transaction.
Union Township: consulting and claimed unpaid fees
Shoham says that beginning in December 2021, he worked through his firm, Enigma Political Consulting, on community engagement, local advocacy and regulatory matters related to Best Buds Union. His complaint claims $230,000 remains unpaid for those services and a transaction bonus. The amount is a figure alleged in the pleading, not an established debt or court award.

Springfield: claimed majority ownership
For the Story Dispensary of Springfield project, the complaint says that in March 2022 Shoham agreed to be the 60% owner and managing member. It alleges that documents valued his interest at no less than $180,000 for a lender’s purchase option, but that he was later frozen out of meaningful ownership benefits and business participation. The $180,000 is the minimum value the complaint says relevant documents assigned to the interest; it is not a finding about the stake’s actual value.
Who is Justin Shoham?
Shoham is Mukherji’s former chief of staff and the plaintiff in the civil case. According to the complaint, he took on consulting work for the Union Township project and was intended to hold a majority ownership and management role in the Springfield venture. Those descriptions are the plaintiff’s account; the available sources do not establish a court determination of his contractual rights or the parties’ conduct.

What does Mukherji say in response?
Mukherji told Hudson County View on October 2, 2026: “I’m stunned to be named in this. Whatever his quarrel, it’s not with me. I have not been with the company for two or three years.” He called the suit a business dispute designed to attract attention and denied that Shoham was exploited.
Addressing the complaint’s account of social-equity status, Mukherji also told the outlet: “I’m a minority myself, and most of my partners and their families are either Black/Hispanic/Asian or women or veterans or impact zone residents or a combination thereof, so the idea that we needed or exploited Justin for that purpose is ridiculous.” These are Mukherji’s statements, not findings resolving the lawsuit.

What Story and BBNJ Opco counsel say
Attorney Lee Vartan, representing Story and BBNJ Opco, said the agreements were prepared by experienced outside counsel and complied with state law. He told Hudson County View: “The documents that Mr. Shoham now claims were predatory were drafted by experienced outside counsel, and their terms—including the interest rates—have always strictly complied with state law.” That is the defendants’ position, not an adjudicated conclusion.
Headynj reported on October 2, 2026, that counsel said the defendants intended to seek more than $5.1 million in counterclaims. That amount is a reported litigation position, not a court award; the available sources do not establish whether a counterclaim was subsequently filed.

What are the recordings mentioned in the complaint?
The complaint says Shoham recorded seven conversations with participants, including conversations with Mukherji, between March 14, 2022, and February 4, 2024. This account comes from the plaintiff. The cited reports do not establish independent authentication, the full contents of the recordings, or any judicial evaluation of them.

There is an earlier, separate episode involving a proposed Story dispensary in Hoboken. New Jersey Monitor reported on December 21, 2022, that then-Assemblyman Mukherji helped connect parties involved in the proposal with the property owners; Mukherji said at the time he had no financial interest in that location. The Hoboken proposal is distinct from the Union Township and Springfield matters in Shoham’s complaint and does not prove its allegations.

Has a court ruled on the allegations?
The verified complaint was filed in the Superior Court of New Jersey, Law Division, Union County, on September 30, 2026. Hudson County View and Headynj reported the filing and the competing accounts on October 2. The available sources do not establish a later court order, a merits ruling, or subsequent docket activity. The claims about payment, ownership, compliance and responsibility therefore remain disputed allegations in the material available here.
