Naoki Hamaguchi says every entry in the three-part Final Fantasy VII remake project had to feel complete on its own—not because each game tells a self-contained story, but because a future installment should never be an excuse to stop short in the current one.
What Hamaguchi meant by a “complete experience”
In an interview reported by GamesRadar+ from Edge issue 429, trilogy director Naoki Hamaguchi called the principle non-negotiable from the start: “Even as a multi-part series, providing a complete experience in each individual game was a non-negotiable premise from the very beginning.” GamesRadar+’s report also quotes his warning against creators thinking there is more to come, “so it’s fine to stop here for now.”
The distinction matters: Hamaguchi was describing the experience each release should deliver, not promising that every installment would resolve the larger narrative. The games remain parts of a continuing story. His stated aim was to make each part feel substantial and considered rather than like an incomplete segment waiting for the next one to supply its payoff.
How the first two games reflect that principle
GamesRadar+ identifies Final Fantasy VII Remake (2020) as the first game, ending with Cloud and the party escaping Midgar and setting out into a wider world. Final Fantasy VII Rebirth (2024), the second, closes after a major scene from the original game and points toward the trilogy’s finale. Those stopping points leave more story to tell, but Hamaguchi’s premise is that a game should still provide a complete experience within its own place in the larger arc.

Why Rocket Town and Wutai are absent from Rebirth
The absence of Rocket Town and Wutai is a practical example of shaping an installment around its own focus. Hamaguchi told Edge, as quoted by GamesRadar+, that including both at the same time would have made Rebirth “too dense with information,” disrupting the story’s pacing and the focus of the second game. The explanation is about managing the amount and timing of material—not a claim that those locations were unimportant or that they would never appear elsewhere.
What Hamaguchi has said about the finale
On the final chapter, GamesRadar+ reports that Hamaguchi discussed footage shown at SGF in which Cloud speaks more gently. He said players would see a side of Cloud not seen in the earlier titles and encouraged them to pay attention to Cloud’s relationships and the answer he reaches as an individual. The report does not disclose that answer, nor does it establish the finale’s release date or platform.

That limited comment fits the same broad design idea: the trilogy’s ending is intended to bring Cloud’s personal arc into focus, while the details of that resolution remain undisclosed in the cited report.
