NOAA’s Oct. 2, 2026, temperature outlook does not identify states that will have the coldest Halloween. Its Week 3–4 forecast covers Oct. 17–30—not Oct. 31—and favors above-normal temperatures across much of Alaska and the western and central contiguous United States. Much of the East has “equal chances,” meaning NOAA does not favor above-, near-, or below-normal temperatures there.
What does NOAA’s Halloween temperature map show?
The NOAA Climate Prediction Center Week 3–4 outlook, updated Oct. 2, 2026, is valid for Oct. 17–30. It shows broad regional probabilities for average temperatures over that two-week period, not a day-by-day forecast for Halloween night.
The map favors above-normal temperatures across much of Alaska and the western and central contiguous United States. Parts of the East are marked “equal chances,” while parts of the Southeast—including Florida, as interpreted from the contemporary map—have an above-normal signal. The East is therefore comparatively less warm in this outlook than much of the West and central U.S.; that is not the same as a prediction of a cold Halloween.
Which states will be coldest on Halloween?
The outlook does not rank states, and it cannot establish which state—or city—will be coldest on Oct. 31. Its broad probability shading compares regions, while the forecast period ends the day before Halloween. A headline naming particular states as certain to have the coldest Halloween goes beyond what the map supports.

For the East, NOAA’s discussion says some models indicated weak chances of below-normal temperatures, but the evidence was not strong enough for an official below-normal tilt. The discussion, attributed to forecaster Johnna Infanti, states: “Similarly, some models also indicate weak chances for below-normal temperatures over the East, but there was not enough evidence or support for a tilt toward below-normal temperatures in the Outlook.”
What does “equal chances” mean?
“Equal chances” (EC) means the outlook does not favor one of the above-normal, near-normal, or below-normal temperature categories over the others. NOAA explains: “In areas where the likelihoods of 2-week mean temperatures and accumulated precipitation amounts are similar to climatological probabilities, equal chances (EC) is indicated.” EC is not a coded prediction of cold; it signals that the outlook offers no meaningful tilt away from the climatological odds.

The categories are judged against the 1991–2020 climate-normal period. The map’s shading identifies the most favored category, and its contours show the probability of that category. It is a regional probability outlook rather than a set of precise temperatures for every location.
Why does El Niño appear in the discussion?
NOAA described El Niño as the dominant influence in the global tropics for this forecast discussion, while also noting model differences, other factors, and uncertainty. In its Oct. 2, 2026, discussion, the CPC reported that the latest weekly Niño 3.4 sea-surface-temperature departure was 2.2°C above normal and gave a greater than 90% chance of a very strong El Niño during fall and winter 2026. Those figures describe the climate context for the outlook; they do not guarantee rain, cold, or any particular Halloween weather in a state or city.

How do historical Halloween temperatures compare?
NOAA’s National Centers for Environmental Information (NCEI) gives climate context, not a forecast for 2026. Based on 1991–2020 normals, typical Halloween highs range from the 40s to the 80s across the contiguous states, while typical lows range from the teens to the 70s. NCEI lists an Oct. 31 normal average temperature of 37.3°F for Brainerd, Minnesota, and 9.3°F for Deadhorse, Alaska. These location-specific historical averages are not predictions or a ranking of the coldest states this year.
NCEI cautions that actual conditions can vary widely and advises checking Weather.gov for local daily temperatures. Its October climate explainer puts it this way: “While our Climate Normals provide average temperatures throughout the United States, this Halloween’s actual conditions may vary widely based on weather and climate patterns.”

Will it be cold where you live on Halloween?
This outlook cannot answer that local, date-specific question. Check your local forecast on Weather.gov as Halloween approaches; daily forecasts can address Oct. 31 conditions in a way a two-week regional outlook cannot. NOAA said it planned to issue its next Week 3–4 outlook on Friday, Oct. 9, 2026, so readers should also look for updates rather than treating the Oct. 2 map as a final Halloween forecast.
