What is at stake in Milpitas’s 2026 election?
The City of Milpitas lists the mayor’s office and two council seats on the November 3, 2026, General Municipal Election ballot. Its 2026 Election page provides current filing details, a qualified-candidate list dated August 13, campaign finance filings, notices, and ballot information. The nomination period closed August 7, with an extension through August 12.
Mayor Carmen Montano and Councilmembers Garry Barbadillo and Hon Lien are the incumbents eligible for reelection, according to the city. Santa Clara County’s Milpitas roster independently lists those three for 2026 and Evelyn Chua and William Lam for 2028. Check the city’s qualified-candidate list for the filed candidates; incumbent status alone does not establish who is running.
What is known—and not known—about leadership turnover?
In a July 30, 2026, report on Lien’s mayoral campaign, Milpitas Beat reporter Alice Nguyen reported that Lien connected instability in the city manager’s office and department-head turnover with challenges facing the city. Lien said: “For the past five or six years, we had 10 executive directors leaving our city to go to other cities, or simply saying that they are not happy working here with us.”

That figure is Lien’s assertion. The cited reporting does not identify the 10 people, their positions and departure dates, or personnel records that would independently establish the count; it also does not include a city confirmation. The available sources do not provide a comprehensive chronology of city managers or department heads. It is therefore not possible to treat “10 executive directors” as a verified measure of turnover or to determine from this evidence alone how turnover compares with other periods or cities.
There is some documented elected-official turnover, but it is a different matter. In a December 11, 2024, announcement, the city said Montano and Chua were reelected, Lam joined the council, and Lien retained her seat. It also reported that Anthony Phan left after two terms and that Montano appointed Barbadillo vice mayor. This records a council transition, not the administrative departures Lien described.

What does Lien say turnover means for permits and services?
Lien linked management instability to operational problems, including slow permits. Nguyen’s report included an account of a business owner waiting six months for a permit, but that is an anecdote, not a systematic measurement of Milpitas permit-processing times. The available reporting does not establish that staff departures caused a particular delay or quantify their effect on city services.
Lien said she would focus on attracting businesses and economic development, streamlining permits, making law enforcement more efficient, and improving the working relationship among the council, city manager, and departments. These are her campaign priorities, not independently evaluated outcomes or adopted city policy.

How Milpitas’s city structure shapes the issue
Milpitas uses a council–city-manager form of government as a general-law city. The council sets policy and the city manager oversees municipal administration; department heads work within that administrative structure. That distinction matters when assessing a turnover claim: elected-council changes and staff departures are not interchangeable, and a campaign argument about management is not itself proof of a cause or service impact.

What else is on the ballot?
Measure K, placed on the November 2026 ballot by the City Council, proposes an update to Milpitas’s business tax structure. The city says some smaller businesses currently pay more than 70 times per employee than larger businesses, and describes the proposal as an annual flat rate for businesses with an additional gross-receipts charge for businesses above $700,000 in annual receipts. The city estimates the measure would generate $3.0 million annually if enacted. How to evaluate the candidates’ claims
The July 30 report covered Lien’s campaign and said she was one of three mayoral candidates at that point, alongside incumbent Montano and Voltaire Montemayor. It does not supply a comparable account of other candidates’ positions on turnover. To compare proposals fairly, use the qualified-candidate list and each candidate’s own statements, looking for specifics on:

- How candidates would improve staff retention or the working relationship between council, management, and departments.
- What changes they propose to permit processing, and how they would measure wait times and results.
- How their plans address public safety, economic development, housing, and recreational spaces.
Lien cited public safety, recreational spaces, housing, and the economy as resident priorities based on a city survey, but the report does not publish the survey’s date, methodology, or results. Treat that list as her account, not as independently confirmed survey findings.
