A reported sale of the home listed on her election paperwork does not, by itself, establish that she moved out of Acacia District; Crawford says she still lives there. The reporting available does not identify an official finding resolving the residency question.
Why is the Peoria councilmember keeping her address secret?
Crawford says past harassment and safety concerns are why she will not disclose her current address. In a statement quoted by the Arizona Daily Independent, she said she was protecting the address from public disclosure because of “harassment and safety concerns I have experienced in the past, including unwelcome individuals coming to my home.” She also said, “I am asking, plainly and unequivocally, that the harassment stop.”
Her explanation does not settle the separate question of whether she meets the city charter’s residency requirement. Nor does keeping an address private, by itself, establish that she is ineligible to serve. The dispute concerns whether she lives in Acacia District, not whether the public should be given directions to her home.
What prompted questions about her district residency?
The Arizona Daily Independent reported on September 13, 2026, that The Arizona Republic had reported property records showing Crawford sold the Acacia District home listed on her election paperwork on July 31, 2026. Some residents then submitted complaints questioning whether she remained eligible to represent the district.

Crawford responded that she continued to reside in Acacia after the sale. A sale of one property establishes that ownership changed; it does not establish where the former owner lives now. The reporting describes the sale and Crawford’s statement, but does not provide an official determination of her present residence.
What does Peoria’s charter require?
Peoria’s charter says that a candidate for one of the six council positions must be a resident of the district they seek to represent and “shall continue such residence therein for the term for which candidate is elected.” The city code library lists Crawford as the Acacia District councilmember.

The residency rule sets an obligation for district councilmembers. The charter language cited in the reporting does not resolve the facts of Crawford’s current residence or say that her home address must be publicly disclosed. The online code identifies itself as the 2026 S-9 edition and cautions that its posted text may not reflect the latest municipal legislation; the city directs readers with legal questions to its official printed code or city attorney.

The 2023 package
According to the outlet’s account of a redacted police report, on November 5, 2023, a man dressed to resemble a delivery driver brought a box to Crawford’s home, asked for her rather than her husband to sign, and used a canceled tracking label. The report reportedly connected the label to a FedEx employee account held by Dennis Carlat, the husband of former mayor Cathy Carlat.
The account did not establish that Dennis Carlat personally used the account or delivered the package; the reporting says police did not identify who did, and the account holder was not contacted. Police reportedly closed the matter after concluding they lacked the repeated incidents required under the officer’s interpretation of the harassment law. The outlet’s account does not identify who arranged or delivered the package.

The same report says Crawford described receiving a second package through the U.S. Postal Service in 2024, obscene messages, vandalism, and a vehicle she said followed her after a September 1, 2026, council meeting. These are her descriptions as reported by the outlet; the material reported does not independently establish responsibility for those events. She said she wanted help investigating the September 1 incident and protection around council meetings.

The Arizona Republic story, republished by AOL on September 23, 2026, reported that Crawford had asked the Maricopa County Attorney’s Office to review her residency. The reporting available does not state the review’s outcome. It also does not identify an official city or election finding resolving whether she currently satisfies the charter requirement.

That leaves an important distinction: the charter’s rule is clear, but the public reporting described here does not establish the facts needed to decide whether Crawford meets it. A reported request for review is not the same thing as a finding.
