Dampness beside a water heater does not, by itself, mean the tank is failing. It could be startup condensation, a leak at a fitting or connection, a drain-valve leak, or water discharged through the temperature-and-pressure (T&P) relief valve. If the relief line runs away from the heater, its outlet may be the only visible clue. The source needs to be traced before anyone can diagnose a failed tank.
Why a hidden relief line can make the source hard to see
A T&P valve protects the heater by releasing water when temperature or pressure conditions require it. Its discharge pipe can carry water away from the appliance, so a wet spot elsewhere—or dampness with no obvious source beside the heater—may be the first sign that water has traveled through that line. The location of the puddle alone cannot establish whether the tank has failed.
A small or occasional drip at the outlet can be associated with high water pressure or thermal expansion in a closed plumbing system. Debris, a faulty valve, or another heater problem may also be involved. Recurring discharge deserves investigation; replacing the valve without identifying the cause may not resolve it.
What the dampness may indicate

How to check safely
- Look for an urgent hazard first. If a large amount of very hot water is discharging, keep clear, follow the shutdown instructions on the heater, and call a qualified person promptly.
- Dry only accessible areas if it is safe. Wipe visible drips from the floor or accessible connections to help identify where moisture returns. Do not touch hot surfaces or open electrical or gas components. Whirlpool: How to Fix a Leaking Water Heater
- Check only for a visible discharge-line outlet. Observe whether water is coming from its termination, without touching or testing the line. Never cap, plug, obstruct, disconnect, or remove it.
- Arrange diagnosis if the moisture returns or the source is unclear. A qualified plumber or water-heater technician can distinguish a connection leak, pressure issue, valve problem, or tank leak.
Why the relief pipe must stay unobstructed
The T&P valve and its discharge line are safety equipment, not an ordinary drain that can be plugged to stop an annoying drip. Water-heater manufacturers warn that capping or plugging the line can create an explosion hazard; hot discharge also poses a scalding risk. Code requirements depend on the jurisdiction and its adopted amendments. As one local example, Phoenix’s adopted 2024 International Residential Code, section P2804.6.1, requires discharge piping to serve one device, remain unobstructed, drain by gravity without a trap, and end at an allowed location. It also says the termination must be “readily observable by the building occupants.” That Phoenix provision is not a universal statement of the rules for every home. Phoenix 2024 IRC amendments
How thermal expansion can cause intermittent discharge
In a closed plumbing system, heated water expands and can raise system pressure. American Water Heater explains that this pressure can operate the relief valve intermittently and contribute to premature tank leakage. For a confirmed closed-system thermal-expansion problem, the manufacturer recommends a properly sized thermal expansion tank. That is a conditional remedy, not a fix for a corroded or leaking tank; system compatibility and sizing must be established by a qualified person. A household pressure gauge can help observe water pressure, but a reading is not a diagnosis. Manufacturer troubleshooting advises checking pressure with a gauge and directing pressure concerns to the utility or a qualified plumber. A drain pan may mitigate some leak damage where appropriate, subject to installation and local code requirements. Neither item identifies or repairs the source of an active leak. - A large quantity of very hot water is coming from the relief line.
- Discharge from the line recurs, even if it is only a small drip.
- Dampness returns after accessible water is dried, or its source is unclear.
- You suspect excessive water pressure, thermal expansion, or a leak from the tank.
Ask the technician to trace the water source and assess the heater and plumbing conditions before concluding that the tank has failed or replacing the relief valve. If a tank leak is confirmed, a new relief valve or expansion tank will not repair the tank itself.
