But the available figures do not show that claims are taking longer on average: Verisk counts assignments recorded on its network, not claim duration across the entire market.
What is changing in property claims?
Claims Journal reported on October 2, 2026, on findings from Sedgwick’s 2026 Loss Adjusting Insights report and Verisk Property and Restoration Solutions’ U.S. second-quarter assignment data. Together, they describe an industry dealing with shifting claim mix, workforce constraints and more coordination-intensive losses—not a measured increase in average claim duration.
Fewer assignments, with a larger catastrophe share
Verisk recorded 1.24 million U.S. assignments in Q2 2026 through its XactAnalysis network, down 12.21% from Q2 2025 and 13.05% below the average for the same quarter in 2021–2025. CAT assignments accounted for 43% of the quarter’s total, compared with 34% five years earlier.
That change in share does not mean catastrophe assignments rose sharply in absolute terms. Verisk says the CAT share increased because non-CAT assignments fell more steeply; the number of PCS-designated events held relatively steady.

Why assignment counts are not a duration measure
XactAnalysis carries assignments among insurers, independent adjusters and restoration contractors in the U.S. and Canada. Verisk’s figures reflect activity on that network, not every claim in the market. They do not establish whether claims are closing faster or slower, and fewer assignments in a quarter cannot be used to infer a change in average claim duration.
Why can property claims take more coordination?
Large losses involve more decision-makers
ATI Restoration CEO Brant Wilson told Claims Journal that large-loss reviews can bring together multiple insurers, adjusters, brokers, environmental specialists and consultants. When several parties must review findings or approve work, getting information to the right decision-maker can become a bottleneck. Wilson described the operational problem this way: “We’re waiting for feedback or we’re trying to provide intelligence, getting it to the right person, to the right decision maker.” This is his account of large-loss work at ATI, not a measured finding about every restoration company or claim.
Newer building technologies can add mitigation work
Wilson also pointed to batteries, electric vehicles and solar panels as additional considerations in fire cleanup and mitigation: “There’s more battery involvement. There’s more EV. There’s more solar panels.” These features may change what responders need to assess and address after a loss; the reporting does not quantify how often they delay claims.

Deployment itself costs more
Sedgwick vice president of specialty operations Andrew McCallum said deploying adjusters has become more expensive, citing “fuel costs, hotels.” Travel and accommodation costs can add pressure when teams need to respond to losses away from their home markets.
How are labor and equipment constraints affecting restoration?
Construction capacity is a constraint beyond claims teams
Sedgwick’s 2026 report estimates that the U.S. construction industry will need 349,000 additional workers in 2026. A shortage of available trades can limit how quickly repairs move from assessment to completed work, even when an insurer’s claim review is progressing.
Specialized equipment may take longer to obtain
Sedgwick reports that lead times for some specialized project equipment have more than doubled over five years. This finding concerns specialized equipment; it should not be read as a statistic about ordinary household repair materials.

Disaster frequency and claim volume are different measures
Sedgwick cites 23 U.S. weather disasters that each caused more than $1 billion in damage in 2025, with an average interval of 10 days between billion-dollar disasters that year. Those are disaster and damage figures, not counts of insured claims or estimates of how long claims take to settle.
What do the cost figures say—and what do they not say?
Verisk reported that combined U.S. labor and material costs rose 4.0% year over year in Q2 2026, while total reconstruction costs rose 3.8%. These are national averages; actual prices vary by location. They indicate continued cost pressure, but they are not measures of claim frequency or processing time.

Verisk’s reported average U.S. claim severity for Q2 2026 was $17,085, down 10.77% year over year. The figure is provisional: as larger and more complex claims close, reported severity can increase. Verisk’s maturation estimate puts Q2 severity at $18,794 or more than $19,400 under a stronger scenario, depending on the rate applied. Those are estimates, not final outcomes, and will change as the quarter’s data matures.

Is the adjuster workforce changing?
Claims Journal reported Sedgwick’s forecast that one quarter of claim adjusters are expected to retire by the end of 2027. That is a projection, not a count of retirements already completed. The same article cited an Institutes survey in which 73% identified loss of industry knowledge as an expected consequence of the retirement wave, while 53% identified recruiting a new generation of talent.
McCallum described the concern as a “silver tsunami,” saying claims are also becoming more intricate because of policy wording and underwriting. The practical issue is continuity: when experienced adjusters leave, organizations need ways to transfer judgment and policy knowledge, not just fill vacancies. Sedgwick managing director of property operations David Guaragna framed its approach as combining claims expertise with intelligent workflows, rather than replacing adjusters with AI.

Yes, as developing tools for specific parts of the workflow—not as demonstrated proof that claims are being resolved faster. Sedgwick’s public highlights describe AI uses including documentation review, estimating support and claim routing, while noting that scaling integrated workflows remains a challenge. ATI Restoration, according to Claims Journal, uses AI to check estimates and organize communications, with employees retaining responsibility for decisions.

Sedgwick’s public report page also presents projections of $100 billion in expected insurer value related to AI, a 20–25% expected reduction in loss-adjusting expenses and a 30–50% expected reduction in claims leakage. These are Sedgwick estimates, not realized savings or independently established industry outcomes; the public page does not provide detailed methodology for those projections.
Wilson’s description captures a potential operational trade-off: “AI isn’t always just about cost. It’s about time, but time is cost.” Technology may help organize information or reduce repetitive review, but the sources do not show that it has shortened overall property-claim duration. Human review remains central where policy interpretation, damage assessment and repair decisions are involved.
What should insurers and policyholders take from the report?
For insurers and restoration teams, the findings point to several operational pressure points rather than a single cause of delay:
- Preserve expertise: plan knowledge transfer as experienced adjusters approach retirement.
- Prepare surge capacity: account for the larger catastrophe share in assignment mix, without treating that share as proof of rising CAT counts.
- Reduce handoff friction: clarify who reviews findings and who can approve work when multiple organizations are involved.
- Coordinate technology with people: integrate estimating, documentation and routing tools while retaining human responsibility for claim decisions.
- Plan for restoration constraints: consider local construction capacity and the availability of specialized equipment when estimating repair timelines.
For policyholders, the reporting offers context for why a complex property loss may require more coordination or take time to restore. It does not establish a typical delay, predict an individual claim’s timeline or show that every claim is becoming slower. The strongest supported conclusion is that property-claims work faces interconnected complexity and capacity pressures, while the change in average claim duration remains unquantified by these sources.
