What changes to Oregon’s bag law in 2027?
Oregon’s 2025 SB 551 amends the state’s checkout-bag rules, with the relevant provisions becoming operative January 1, 2027. Oregon DEQ summarizes the change this way: “A new bill passed in 2025 (SB 551), changing the existing law to prohibit both retail establishments and restaurants from providing reusable plastic or fabric checkout bags to customers as of Jan. 1, 2027.” Oregon DEQ’s August 2025 report discusses the change; the Oregon Revised Statutes, Chapter 459A, sets out the operative provisions.
What businesses may provide
- Retailers: may not provide single-use checkout bags. They may provide recycled-paper checkout bags, generally only with a charge of at least five cents per bag.
- Restaurants: may not provide single-use checkout bags, but may provide recycled-paper checkout bags without charge.
- Reusable plastic or fabric: retailers and restaurants may not provide these checkout bags to customers from January 1, 2027.
The statute specifies exceptions to the retailer paper-bag charge for customers using qualifying WIC vouchers or an electronic benefits transfer card. It also allows local governments to adopt matching restrictions and, in specified circumstances, higher fees.
Can you bring your own reusable bag?
The restrictions described in the state sources concern bags provided by businesses. They do not establish a ban on shoppers bringing their own reusable bags. If you already carry a tote or other suitable bag, you can keep using it; the law does not require you to buy a new one.

How to choose a bag for your routine
If you want a bag that works for regular shopping, consider the practical trade-offs rather than a particular brand. These are selection questions, not product-test ratings:
- Washability: Is the material easy to clean after spills or grocery use?
- Capacity and handles: Does it fit the amount you usually carry, and are the handles comfortable when loaded?
- Storage: Does it fold or otherwise fit conveniently in a car, backpack, or coat pocket so it is available when needed?
What Oregon’s bag-use estimates show—and what they do not
Oregon DEQ’s August 2025 report estimated annual statewide averages from retailer data for 2021–2023. Its figures use a limited Northwest Grocery Retail Association member survey; DEQ did not collect the original survey data or receive detailed information about the survey questions or process. The analysis treats store purchases as a proxy for bags used, excludes grocery businesses with fewer than 20 employees from statewide estimates, and could not estimate fabric-bag impacts because data were limited and inconsistent.
