What has CSC reportedly confirmed?
A September 27, 2026 report says CSC confirmed paper straws would soon be distributed in federal prisons. The report describes their use for inhaling powdered substances or vapour from heated substances. It cites CSC confirmation and photographs of a staff memo circulated on social media; the memo was not independently located as a public CSC document. CSC was quoted as saying its health services include “harm reduction measures” designed to prevent and minimize “harms related to substance use.” National Post, September 27, 2026
The report concerns federal institutions operated by CSC. It does not establish a policy for provincial or territorial jails, which are separate parts of Canada’s correctional system.
Why provide paper straws?
The reported rationale is to reduce injuries and infection risks associated with equipment used to snort drugs. Nasal tissue can be damaged during snorting, and even small amounts of blood can contaminate equipment. Sharing contaminated straws or other equipment can transmit infection, including hepatitis C. A paper straw may reduce some risks associated with harder, sharper or improvised devices, and using one’s own equipment may reduce risks tied to sharing. That is a limited harm-reduction purpose: the available sources do not show that paper straws eliminate nasal injury or infection risk, nor do they evaluate the outcomes of this reported distribution.
Are these supplies entirely new?
Not necessarily. In a 2022 response to the Correctional Investigator, CSC said its Overdose Prevention Services had implemented tools that included safer-snorting supplies. That response does not specify paper straws or say the supplies were available at every institution. The current report may describe an expansion or broader distribution, but the relationship between the earlier supplies and the reported paper straws is not established. CSC response, 2022

How common is snorting in federal prisons?
CSC’s 2022 National Health Survey offers dated context, not a measure of current prevalence or an assessment of this policy. Among 1,404 federal-prison participants, 18% reported snorting drugs in prison during the previous six months. Among the 260 participants who reported snorting, 45% said they never used a previously used device or tool, while 46% said they never passed on their equipment after use. What paper straws cannot address
Changing the equipment does not remove the risks of the substances being used. The report says overdose and toxicity risks remain, and Canadian harm-reduction guidance notes that the drug supply can be unpredictable. The September 27 report says distribution would happen soon, but does not provide an official start date or an institution-by-institution list. No public CSC rollout notice establishing those details is identified in the sources cited here, so the timing and coverage should not be treated as settled.
