Defense Secretary Pete Hegseth announced a new Office of Religious Affairs on September 30, 2026. It is intended to advise Pentagon leadership, shape religious-affairs policy, advocate for chaplaincy resources and oversee related research. The office was described as reporting directly to Hegseth, but its director had not been named in the reports available by October 2. Its proposed work on “spiritual fitness” has drawn questions about what might be measured and how personnel’s religious beliefs or nonbelief would be protected.
What is the Office of Religious Affairs?
Hegseth announced the office during a State of the Force address at Marine Corps Base Quantico on September 30, 2026. The Associated Press reported that it would report directly to the defense secretary and advocate for military chaplains and religious support. The AP’s October 2 account said a director had not yet been named (Associated Press).
The Pentagon’s stated safeguard, as reported by the AP, is that the office “will not ‘compel religious participation, favor one faith, or diminish the rights of personnel of any faith or lack thereof.’” That is the department’s stated position; it does not establish how the office will operate in practice.
What is the office supposed to do?
A September 30 memorandum described in Military Times assigns the office a mix of advisory, policy, advocacy and research responsibilities. These are planned authorities, not confirmation that every function is already in operation.

Military Times also reported that the memo set initial deadlines: a baseline fiscal year 2027 budget within 60 days, organizational and staffing work within 90 days, and reports from military department secretaries on unfunded or underfunded religious-affairs needs within 90 days. Those were upcoming deadlines in the outlet’s October 1 account, not evidence that the work has since been completed (Military Times).
What does “spiritual fitness” mean?
The reports describe an intention to develop research, technology and analytical tools relating to “spiritual fitness,” “spiritual readiness” and “spiritual resilience.” They do not provide a Pentagon definition, a validated measurement, a specific tool or a completed assessment program.

The Freedom From Religion Foundation (FFRF), an advocacy organization critical of the initiative, says the memorandum does not explain what would count as adequate spiritual fitness, how an assessment might work, what belief-related information could be collected or who might access it. It also asks whether results could affect evaluations, promotions, assignments or deployments. Those are questions raised by FFRF, not evidence that such data collection or employment consequences exist (FFRF).
Why are people divided about the office?
Supporters and critics focus on different aspects of the plan. Some welcome potential support for chaplaincy, while others question the office’s structure, religious neutrality and the implications of assessing spiritual fitness.

Support for chaplaincy and religious resources
The Rt. Rev. Ann Ritonia, Episcopal bishop suffragan of Armed Forces and Federal Ministries, said that the prospect of help for underfunded chaplaincy programs was positive, while also expressing concern about the office’s structure and chain of command. She told Religion News Service: “Nothing like this has been seen before in the military in regards to the Chaplain Corps.” Franklin Graham also called the office a good idea, according to Religion News Service (Religion News Service).
Concerns about religious neutrality
Americans United for Separation of Church and State and FFRF have criticized the initiative, warning about risks to religious neutrality and church-state separation. Rachel Laser, head of Americans United, told the AP: “Hegseth’s latest announcement violates that promise by elevating Christianity to an even higher role in shaping U.S. military policy.” That is Laser’s assessment, not a court ruling. The sources reviewed report no judicial decision on the office’s legality.

Hegseth used explicitly religious language when announcing the office, saying: “Our department is, you might say, putting on the full armor of God, because while we wage physical war, we all know the real battle is spiritual.” The remarks help explain why the announcement has prompted debate, but do not by themselves establish how the office will treat people of different faiths or no faith.

Military Times reported that the Defense Department reduced the number of officially recognized religious affiliations from more than 200 to 31 in a 2026 policy change. It also reported that the last official Pentagon religious-composition report it could identify was from 2019. That report listed active-duty personnel as 70% Christian, 2% atheist or agnostic, and 24% unclassified or unknown. These are historical, report-attributed figures—not current force demographics—and the listed percentages do not add up to 100%; the unclassified or unknown share was roughly a quarter.

What remains unclear?
The announcement and memorandum establish intended responsibilities, but the available reports do not establish the office’s director, final staffing or budget, or the practical effects of its work. They also do not show whether spiritual-fitness research will lead to an assessment, what any such assessment would involve, or how related information would be handled. The Pentagon’s stated protections and critics’ questions should therefore be read as positions and concerns, not as a settled account of implementation.
