Why Your Kubernetes HPA Won’t Scale Down (It’s Probably Not Stuck)

If a Kubernetes Horizontal Pod Autoscaler (HPA) keeps more replicas than current demand appears to require, the likeliest explanation is its deliberate scale-down stabilization—not a stuck controller. By default, Kubernetes considers recent recommendations over a 300-second window and uses the highest one, so a brief dip in demand does not immediately remove capacity. A configured minReplicas, metric tolerance, or unreliable metric input can also explain why replicas do not fall. The exact cause depends on your HPA status, configuration, events, metric values, Kubernetes version, and provider.

Why an HPA keeps replicas after demand drops

An HPA calculates a desired replica count from observed metrics and their targets, then applies safeguards before changing the target workload. A lower current recommendation therefore does not always produce an immediate reduction in replicas.

The Kubernetes project’s HPA guide explains: “Finally, right before HPA scales the target, the scale recommendation is recorded. The controller considers all recommendations within a configurable window choosing the highest recommendation from within that window.” In practice, a recent higher recommendation can remain influential after demand falls.

Check whether the HPA has reached its replica floor

An HPA will not scale its target below the configured minReplicas. Compare that value with the number of replicas you expect: reaching the minimum is the configured behavior, not evidence that scale-down is stuck. Also distinguish reducing to the minimum from scaling all the way to zero; they are different outcomes.

Inspect the HPA’s bounds alongside the target workload’s actual replica count. The HPA API reference documents minReplicas, behavior, and stabilization-window fields: HorizontalPodAutoscaler API reference.

Understand the scale-down stabilization window

When behavior.scaleDown.stabilizationWindowSeconds is unset, Kubernetes documents a default of 300 seconds (five minutes) for scale-down and zero seconds for scale-up. During the scale-down window, the controller uses the highest recommendation in the preceding period. The API reference allows a configured window from 0 to 3600 seconds (one hour). These are documented defaults and API limits; verify the behavior supported by your deployed Kubernetes release and provider.

A shorter window can make reductions happen sooner, but it also makes the workload more responsive to short-lived drops. A longer window retains capacity longer in exchange for greater protection against brief dips. There is no universally correct duration: choose based on the workload’s demand pattern and the cost of keeping extra replicas versus removing capacity too quickly.

Stabilization is separate from scale-down policies, which limit the rate or amount of replica reduction. If the window has elapsed but the HPA still removes replicas more slowly than expected, inspect the configured scale-down policies as well as the window.

Check metric tolerance before changing behavior

HPA can ignore small changes when the observed metric is close enough to its target. Kubernetes documents a default cluster-wide tolerance of 10% unless configured otherwise. A metric just below target may therefore remain inside the no-action band rather than trigger a reduction. Confirm the metric value and target the HPA actually sees; a dashboard’s display or aggregation may not match the controller’s input.

Verify every metric source

Do not inspect only the metric that looks most relevant. An HPA can use multiple metrics, and Kubernetes selects the largest desired replica count among valid recommendations. Missing pod metrics are handled conservatively when considering scale-down, and a metric conversion error can prevent a scale-down suggested by another metric. A healthy-looking metric in one dashboard does not rule out a problem with another configured source.

Check that each metric API is available and returning values for the relevant pods, and review HPA conditions and events for errors or the controller’s stated reason. Exact event text and available commands vary by Kubernetes version and provider; use the documentation and tooling for the cluster you operate.

Scale-to-zero is a separate question

For a GKE-specific case, Google’s HPA troubleshooting guidance says an HPA using only CPU or memory (Resource) metrics cannot scale to zero. That is provider documentation, not a universal statement about every platform or configuration. If the desired result is zero replicas, check the metric types and the capabilities supported by your Kubernetes environment rather than assuming a resource-metric HPA can reach zero.

A practical diagnostic order

  1. Inspect the HPA’s current and desired replica counts, the target workload’s actual replicas, and the HPA’s conditions and recent events.
  2. Compare minReplicas and maxReplicas with the outcome you expect. If replicas are already at the minimum, the floor explains why they will not fall further.
  3. Review behavior.scaleDown.stabilizationWindowSeconds and scale-down policies. Account for the documented 300-second default if no window is set.
  4. Compare each observed metric with its target, including the possibility that a small change is inside the tolerance band.
  5. Verify availability and values for every configured metric source, looking for missing samples, conversion errors, or other conditions reported by the HPA.
  6. If you expect zero replicas, confirm that the configured metric types and your platform support that outcome.

Changing the window or policies is a behavior trade-off, not a general fix for every delayed reduction. First establish whether the observed result follows from the HPA’s floor, stabilization, tolerance, or metric inputs; then adjust only the setting that conflicts with the workload’s needs.
