Congress members on Parliament’s Standing Committee on Home Affairs have asked its chair, Radha Mohan Das Agarwal, to examine the conduct of Central Armed Police Forces (CAPF) in West Bengal and police action against opposition workers after the 2026 Assembly election results. The request asks for scrutiny; it is not a committee finding or evidence that the allegations have been established.
What Congress asked the committee to examine
In a letter dated September 29, Congress members asked the Home Affairs committee to consider their proposal alongside an earlier request from Trinamool Congress MP Derek O’Brien concerning the CAPF’s role in West Bengal. Hindustan Times reported that the Congress request also raised police-force standard operating procedures, alleged pellet-gun use at a July protest at Delhi’s Jantar Mantar, and the CAPF (General Administration) Act, 2026. Hindustan Times reported the September 29 request.
The Congress letter framed the issues as a question of how forces under the Union home ministry use force and who gives orders. It said: “His demand sits inside the same question as ours, which is how the police forces under the ministry of home affairs use force against citizens, and under whose orders,” as quoted by Hindustan Times. This is the letter’s argument, not a finding by the committee.
How the request relates to O’Brien’s earlier appeal
O’Brien had raised CAPF conduct in Bengal before the Congress letter. A September 24 Hindustan Times report said the committee chair had indicated the subject could be taken up, possibly as a broader discussion of CAPF roles, but that the timing was unclear. The September 29 Congress request asked that its concerns be considered with O’Brien’s. The reporting establishes requests and an indication that the topic might be considered; it does not establish that a discussion was formally scheduled or held by October 3, 2026.

What the reported deployment figures do—and do not—show
Hindustan Times reported that O’Brien’s letter cited the following figures. They are claims attributed to that political letter, not independently confirmed deployment counts in the available reporting.

The Congress letter, according to Hindustan Times, also alleged that more than 70 TMC leaders had been taken into custody and referred to custodial deaths. Those are allegations reported from the letter, not independently established outcomes. The report also describes alleged pellet-gun use at Jantar Mantar; the available material does not independently verify the incident or any resulting injuries.

Election security context is not a verdict on the allegations
The Election Commission’s May 6 direction called on West Bengal officials and the CAPF to prevent post-poll violence, protect citizens—including political workers—and respond to incidents. News On AIR reported the direction. It states the security task assigned to officials and forces; it does not determine whether particular post-result actions were lawful or improper.
Separately, the Calcutta High Court dismissed a TMC challenge to CRPF deployment at sensitive polling booths, finding that the Election Commission had followed its 2023 force-deployment manual in that case. The reported ruling concerned polling-booth deployment. It should not be read as a ruling on the later allegations about post-result conduct or police action.

What remains unresolved
The immediate development is a request for parliamentary scrutiny. The available reporting does not show that the committee formally scheduled or completed the requested discussion. Nor does it independently substantiate the reported arrests, custodial deaths, pellet-gun allegations, or the deployment figures cited in O’Brien’s letter. Those claims should remain attributed unless established by committee records, official documents, or court findings.
Congress also argued that the CAPF (General Administration) Act, 2026 should be examined because, in the letter’s words, “the bill was never referred to this committee” and the Act determines who may command CAPF. That is the members’ characterization of the Act and its legislative scrutiny; the available reporting does not independently verify the legal analysis.
