TSMC is reportedly considering a Texas campus with multiple chip factories and potential investment in the tens of billions of dollars. That is not the same as announcing a project: Bloomberg’s October 1, 2026 report, citing people familiar with the plans, gave no location, final amount, decision date or construction schedule.
Is TSMC building a chip plant in Texas?
There is no confirmed Texas construction commitment in the available reporting. Bloomberg reported that Taiwan Semiconductor Manufacturing Co. is weighing a Texas campus, but the report describes a possibility under consideration rather than a finalized project. It does not identify a selected site or say when a decision might be made. Bloomberg’s report
Where would the Texas campus be, and how much might it cost?
The location and final investment amount are unknown. Bloomberg’s report describes a potential investment in the tens of billions of dollars and multiple fabs, based on unnamed sources familiar with the plans. It does not provide a precise figure, fab count, city, schedule or details of any incentives. Bloomberg’s report
That approximate scale should not be treated as a TSMC-confirmed budget or money already spent. No named official statistic or company statement in the cited reporting confirms a Texas project.

How does the Texas possibility differ from TSMC’s Arizona expansion?
Arizona is the location of TSMC’s announced U.S. manufacturing plans; Texas is only a reported possibility. The commitments announced for Arizona provide useful context, but they are separate from the potential Texas campus.
| Comparison | Texas | Arizona |
|---|---|---|
| Status | Bloomberg reported that TSMC is weighing a campus, citing unnamed sources; no final commitment is established. Bloomberg | TSMC announced expansion plans, and the Arizona Commerce Authority reported a further Arizona investment announcement in July 2026. TSMC, March 2025; Arizona Commerce Authority, July 2026 |
| Investment scale | Potentially tens of billions of dollars; no final amount stated in Bloomberg’s report. Bloomberg | The Arizona Commerce Authority said announced Arizona investment reached US$265 billion after the July 2026 announcement. This is an announced total, not a statement that the full amount has been spent. Arizona Commerce Authority, July 2026 |
| Facilities | Multiple fabs are described as a possibility; no exact count is stated. Bloomberg | The Arizona Commerce Authority’s July 2026 release described four additional fabs using 2-nanometer or more advanced technologies, bringing the planned total to ten fabs, alongside two advanced packaging facilities and an R&D center. | Location detail | No Texas city or site is named in the report. Bloomberg | TSMC’s announced U.S. manufacturing program includes Phoenix, Arizona. Its March 2025 announcement also named an Austin design services center—not an Austin fab—and a fab in Camas, Washington. TSMC, March 2025 |
What TSMC announced in March 2025
In March 2025, TSMC said it intended to add US$100 billion to its then-ongoing US$65 billion U.S. investment. The company described three additional fabs, two advanced packaging facilities and an R&D center. Those were U.S. expansion plans, not a Texas announcement. TSMC forecast that the expansion would support 40,000 construction jobs over four years and more than US$200 billion in indirect economic output over the next decade; both figures were company projections for that announcement, not realized results or estimates for Texas. What changed in Arizona in July 2026
The Arizona Commerce Authority said TSMC announced another US$100 billion for Arizona in July 2026, taking announced investment there to US$265 billion. Its release described four more fabs with 2-nanometer or more advanced technologies, for ten fabs in total, as well as two advanced packaging facilities and an R&D center. These figures describe Arizona plans, not the possible Texas campus. Arizona Commerce Authority, July 2026
The agency also says the first Arizona fab entered volume production of N4 technology in late 2024, while the second fab is complete and expected to begin volume production in 2027. Those production details concern Arizona, not Texas. Arizona Commerce Authority, July 2026

Why might TSMC consider more U.S. capacity?
TSMC’s 2025 annual report says the company coordinates capacity planning closely with customers and is investing in leading-edge, specialty and advanced packaging technologies. It cites strong multiyear AI-related demand and says U.S. expansion supports customer demand. That offers context for why additional capacity might be under consideration, but it does not verify a Texas decision. TSMC 2025 annual report
TSMC’s July 2026 Arizona expansion announcement likewise shows continued U.S. capacity plans. The Associated Press reported that announcement and quoted CEO C.C. Wei saying the additional investment would support strong multiyear demand from leading U.S. customers. Neither the Arizona plans nor Wei’s comments establish a Texas project. Associated Press report

What remains unknown about the Texas proposal?
- Whether TSMC will approve and announce a Texas project.
- The city, site or local partners, if any.
- The final investment amount and number of fabs.
- Any government incentives or other public financing.
- A construction start date, production schedule or expected output.
The Bloomberg report attributes the proposal to unnamed people familiar with TSMC’s plans, and the accessible account does not provide further confirmation from the company. Until TSMC or another authoritative source confirms details, the Texas campus should be described as under consideration—not as a site where construction is underway or committed. Bloomberg’s report
