Russia’s 2027 oil-output forecast is based on what Deputy Prime Minister Alexander Novak called a “moderately conservative” scenario. He did not give a numeric production target in the remarks reported on October 2, 2026. A separate Ministry of Economic Development estimate, reported by PRIME, puts oil production with gas condensate at 500 million tonnes in 2027.
What did Novak say about Russia’s 2027 oil output?
Speaking to journalists on October 2, 2026, Novak said the government was guided by a moderately conservative forecast. PRIME reported his words in Russian: “Мы ориентируемся на умеренно консервативный прогноз. Если будет выше, это даст дополнительные объемы и доходы.” In English: “We are guided by a moderately conservative forecast. If it is higher, that will provide additional volumes and revenue.” The translation is for comprehension; the quoted original is from PRIME’s Russian-language report.
Novak’s statement described the scenario, not a numeric 2027 output target. Contemporaneous accounts from The Moscow Times, republishing Reuters, and Investing.com likewise reported the moderately conservative framing without adding a figure from Novak.
What are the reported production estimates?
PRIME separately attributes the following base-case estimates to Russia’s Ministry of Economic Development. They cover oil with gas condensate and are forecast figures, not confirmed production results.

The report does not establish the ministry’s detailed assumptions or definition of “oil with gas condensate,” and the underlying official forecast document was not directly available in the cited reporting.
