FinCEN announced a proposed restriction on certain funds transfers involving companies controlled by Russia-linked A7 Network, saying the network has been used by illicit actors including Iran and its proxies. As of October 3, 2026, the proposal was not final or in effect. It is distinct from a separate FinCEN alert for financial institutions and from OFAC’s sanctions action against the network.
What restrictions is FinCEN proposing?
On October 1, 2026, the U.S. Treasury’s Financial Crimes Enforcement Network (FinCEN) announced a proposed rule focused on certain funds transmittals involving companies controlled by A7 Network that operate outside the United States. The proposal would prohibit covered financial institutions from conducting specified transmittals involving this class of transactions if the measure is adopted.
FinCEN’s proposed finding characterizes transactions involving the described companies as a class of transactions of primary money-laundering concern in connection with Russian illicit finance. The proposed measure is targeted: it should not be read as a blanket prohibition on all payments connected to Russia or Iran.
Is the A7 Network proposal already in effect?
No. At the October 3, 2026 cutoff, FinCEN had announced a proposal, not a final rule. The proposed notice text identifies October 5, 2026 as its Federal Register publication date, which was still in the future at that cutoff. It states a written-comment deadline of November 4, 2026; because that date appears in prepublication text, confirm the published notice and docket before relying on the deadline.

What are A7 Network Sub-Agents?
In the proposed notice, FinCEN describes Sub-Agents as companies operating outside the United States that are controlled by A7. The agency says they can provide access to foreign currencies and correspondent banking while making the apparent parties or origin of cross-border payments harder to identify.
FinCEN says that as of June 2026, A7 had created or acquired hundreds of Sub-Agents with accounts at approximately 435 financial institutions in at least 83 countries. Those figures are FinCEN’s statements in the proposed notice, not an independent count presented here.

How FinCEN says the network can obscure payments
FinCEN’s proposed notice describes a payment arrangement in which an A7 customer settles an obligation inside A7’s system, while an overseas Sub-Agent appears on documents or instructions as the party contracting with or paying a supplier. According to the agency, the supplier may therefore see a commercial counterparty rather than the underlying customer or sanctions connection.
The notice says a transaction may involve multiple Sub-Agents, misleading descriptions of goods, or falsified trade records. It also describes VPN infrastructure used to disguise the location of A7 personnel managing accounts. These are FinCEN’s allegations and assessments in the proposed text, not findings independently adjudicated in this article.

Why Iran is part of the announcement
FinCEN characterizes A7 as a global wholesale sanctions-evasion and money-laundering service tied to Russia and says illicit actors, including Iran and its proxies, have used it. That explains the Iran connection in the announcement. The proposed rule itself, however, frames the targeted class of transactions as a money-laundering concern connected to Russian illicit finance; the Iran reference does not make every Iran-related transaction subject to the proposed restriction.
What scale does FinCEN attribute to A7?
FinCEN’s proposed notice says customers purchased more than 3,200 bills of exchange valued at more than $25 billion between September 30, 2024 and July 22, 2025. Separately, the notice recounts A7’s own claim that as of January 2026 it processed more than 2,000 transactions per day and had historical transaction volume exceeding 7.5 trillion rubles, which the notice equates to $91.5 billion. The latter figures are A7’s claims as reported by FinCEN, not independently verified throughput.

What the proposal means for financial institutions
The proposed notice invokes section 9714(a) of the Combating Russian Money Laundering Act, as amended by the FY2022 National Defense Authorization Act. It explains that the statute authorizes Treasury to address classes of transactions of primary money-laundering concern connected to Russian illicit finance, including by prohibiting or conditioning certain funds transmittals, and says that authority has been delegated to FinCEN.
The alert and proposed rule serve different compliance purposes: one supports suspicious-activity detection and reporting, while the other would impose a specified funds-transmittal prohibition if finalized. Whether a particular institution or transaction would be covered depends on the final rule and the facts involved. Institutions assessing a specific payment should consult the rulemaking text and their legal or compliance teams rather than infer coverage from a Russia or Iran connection alone.
