The Department for Transport (DfT) gives 2 October 2026 as the start date, but its announcement also says the change is set to be delivered after Royal Assent of the Civil Aviation Bill. The material available does not establish whether that assent occurred or identify the implementing provision, so the date should not be taken on its own as proof that an enforceable rule is already in force.
What the UK announcement says
The DfT’s 1 October 2026 announcement says airlines will be required to seat a child under 14 next to a parent or accompanying adult at no extra charge. In practical terms, the measure is aimed at removing a fee imposed simply for arranging adjacent seats—not necessarily every charge for choosing a particular seat or upgrading a flight.
The DfT says a parent and child could currently be charged up to £104 on a return journey. That is the figure in the department’s announcement; it does not explain the assumptions behind it, so it should not be read as a typical fee or a guaranteed saving for every family. When does the change take effect?
The DfT names 2 October 2026 as the date from which airlines will be required to provide the free adjacent seating. In the same announcement, however, it says the reforms are set to be delivered following Royal Assent of the Civil Aviation Bill. Because the announcement does not establish whether Royal Assent has occurred or specify the provision that puts the requirement into effect, it is not enough to confirm that the legal ban is fully operational on that date.

For a booking made around the stated start date, check the airline’s current seating terms and any official government update rather than assuming the announcement alone resolves whether the requirement applies to that flight.
Does it cover every child under 14?
The announced age threshold is under 14, and the adult may be a parent or another accompanying adult. The announcement does not set out detailed operational conditions such as whether the child and adult must be on the same booking, how adjacency is defined across different aircraft layouts, or what happens if seats are unavailable together. Those details should not be assumed until the implementing rules or airline guidance spell them out.

What the CMA’s Ryanair investigation does—and does not—show
On 11 June 2026, the Competition and Markets Authority (CMA) opened an investigation into Ryanair’s mandatory family seating fee and how it was presented during booking. The CMA said its evidence indicated a most common charge of about £8 per flight; its release also said Ryanair’s website listed mandatory family seat reservations at €4.50–€13.50, equivalent in that release to £4–£12. Those are CMA-reported figures about its evidence and the listed fee, not findings that the fee was unlawful. The CMA said it had reached no conclusion on whether Ryanair had broken the law. The CMA’s case page said the investigation remained open and that no infringement finding had been made at the initial stage. It records Ryanair’s application for interim relief and the court’s refusal of that application, and lists a hearing for 24–26 November 2026. The hearing date is a scheduled date, not an outcome. Ryanair’s account of its current seating approach
In a 25 June 2026 statement, Ryanair said an adult travelling with children could reserve a seat and reserve seats beside them for up to four children on the same booking without a separate child seat reservation fee. Ryanair also said families who did not select or pay for an adult reserved seat would receive free seat allocation after check-in and were likely to be seated toward the rear; customers wanting to choose seats at booking could pay the reservation fee. The United States Department of Transportation has a separate family-seating measure for children aged 13 and under. Its material describes it as a notice of proposed rulemaking, not an enacted rule, so it is distinct from the UK announcement. The DOT’s carrier-commitment dashboard lists conditions including a shared reservation, adjacent seats being available at booking, no aircraft change to a smaller plane, and a seat layout that makes the arrangement possible. The dashboard was last updated on 5 September 2025, so it is a dated record of commitments, not a current guarantee for a particular flight.
