What happened at IWC70?
The International Whaling Commission’s 70th meeting concluded in Hobart, Australia, on 2 October 2026. The South Atlantic sanctuary bid did not secure the required support. Oceanographic reported a tally of 39 votes in favour and 18 against, with Iceland and new member Türkiye abstaining. No official IWC vote record confirming that tally is established here, so the figures should be understood as Oceanographic’s report.
The vote was the proposal’s second consecutive failure. It also fell short at IWC69 in Peru in 2024.
Why did the South Atlantic sanctuary proposal fail?
Under the IWC’s rules, establishing a sanctuary requires an amendment to the Commission’s Schedule. That amendment needs a three-quarters majority; support from the governments sponsoring a proposal, or a simple majority of votes, is not enough. The reported 2026 tally was 39 in favour and 18 against, with two abstentions. That is 39 of 57 votes cast for or against, or about 68.4%; it falls short of three-quarters. The IWC’s sanctuary overview identifies the required threshold, while Oceanographic is the source for the reported vote count.

For 2024, IFAW reported 40 votes in favour, 14 against and three abstentions; Oceanographic characterized that result as a one-vote miss. IFAW’s account of the 2024 vote. Because the vote totals and threshold application are reported rather than confirmed here by an official meeting record, the comparison should not be read as an independently verified count of the precise margin in either meeting.

How long has the sanctuary proposal been under discussion?
The idea has a longer history than the two recent failed votes. An IWC proposal document says Brazil raised the prospect at IWC50 in 1998, and it was first evaluated at IWC53 in 2001. In 2012, a Schedule amendment received 64% support, below the required three-quarters majority. IWC proposal document on the South Atlantic sanctuary.
The governments presenting the 2024 proposal were Argentina, Brazil and Uruguay, according to the IWC archive. IWC archive of sanctuary proposals. Earlier iterations had different co-sponsors, so those earlier lists should not be assumed to describe the 2026 proposal.

Is the South Atlantic now an IWC whale sanctuary?
No. The IWC currently recognizes two designated sanctuaries: the Indian Ocean Sanctuary, established in 1979, and the Southern Ocean Sanctuary, adopted in 1994. Both prohibit commercial whaling.
