Why Republicans Feared the $200 Million-Plus Cost of Defending Ken Paxton’s Senate Bid

Republican strategists’ warning that a Ken Paxton nomination could make Texas a $200 million-plus race was a forecast, not a final bill. By October 1, 2026, reported general-election ad spending had reached nearly $259 million, while a separate total for candidate and outside-group spending across the primary and general election stood at $432 million. Those figures describe different kinds of spending and cannot be added together as a single price tag.

What did Republicans mean by a $200 million price tag?

Before Paxton won the Republican primary runoff, the Senate Leadership Fund estimated that keeping Texas in Republican hands with him as the nominee could require $200 million to $250 million. The Texas Tribune reported that estimate in 2026, describing a projection made in 2025. It was a forecast of the resources the race might demand, not a settled accounting of what was spent.

Axios separately quoted an unnamed Republican involved in Senate campaigns recalling a forecast of $150 million to $200 million: “When we told people [Texas] would cost $150 million to $200 million, we weren’t making that up.” Because the source was not identified, the statement should be attributed to an unnamed Republican, not to a named campaign official.

In August 2026, Sen. Ted Cruz gave his own public shorthand for the contest. Asked by CBS News whether it would be a $100 million fight, he answered, “$200 million,” and added, “It’s going to be expensive.” Cruz’s figure was a characterization, not an audited total or spending limit. He also said, “I think we’re going to win this race, but it is a real fight.”

How the reported spending totals differ

By October 1, reported spending had outgrown the early warning, but the available totals cover different periods and categories. The Texas Tribune reported nearly $259 million in general-election ad spending through the end of September and $432 million in combined spending by candidates, PACs and other groups across both the primary and general election.

Figure What it covers Attribution and date
$200 million to $250 million Estimate of what it could take to keep the seat Republican if Paxton were the nominee; a projection, not a final expenditure total. Senate Leadership Fund estimate made in 2025, reported by The Texas Tribune in 2026.
$150 million to $200 million Separate forecast for the potential cost of Texas, recalled in an anonymous source’s comment; not a reported final cost. Unnamed Republican involved in Senate campaigns, quoted by Axios on October 1, 2026.
$200 million Cruz’s public characterization of the race when asked whether it would be a $100 million fight. Sen. Ted Cruz, speaking to CBS News on August 24, 2026.
Nearly $259 million General-election advertising through the end of September; not the combined primary-and-general spending total. The Texas Tribune, reported October 1, 2026.
$432 million Combined spending by candidates, PACs and other groups across the primary and general election. The Texas Tribune, reported October 1, 2026.
More than $205 million Outside-group spending in the general election, including ads, mailers, paid text messages and other electioneering—not advertising alone. More than 98% supported Paxton. The Texas Tribune, as of its October 1, 2026 report.
$131 million Amount Texas PAC had spent, according to federal filings cited in the report. The Texas Tribune, October 1, 2026.

These amounts are not interchangeable. The $259 million figure is for general-election ads, while the $432 million total spans both election stages and includes spending by candidates as well as groups. The more-than-$205-million figure counts outside-group electioneering beyond ads, and outside groups’ independent spending is separate from candidate campaign spending. The estimates and Cruz’s remark are forecasts or characterizations; the later figures are reported snapshots. The reports draw on filings, ad-spending analysis, interviews and group commitments, so a booked or committed ad buy should not automatically be read as a completed expenditure.

Why Republicans worried Texas would become a costly defense

Republicans had generally treated Texas as a safe Senate seat. The concern was that Paxton’s nomination could turn it into a competitive contest and force the party to spend heavily in a state it expected to defend with less effort. The Texas Tribune reported that Senate Majority Leader John Thune and other Republicans feared during the primary that the party might have to commit nine figures to Texas while also defending a broad Senate map.

Thune-aligned groups had supported incumbent John Cornyn, who was viewed as a stronger fundraiser and a lower-cost option. After Paxton won the runoff, the general election became unusually competitive: as of October 1, most public polls showed Democrat James Talarico narrowly ahead, according to the Tribune. Texas was also competing with close Senate races elsewhere for party resources.

How the spending surged after the primary

The figures reported for September help explain how the early forecasts were overtaken. Texas PAC, affiliated with the Senate Leadership Fund, spent nearly $66 million that month, while Talarico’s campaign spent about $22 million on ads. Other Republican groups brought reported Republican September spending to about $103 million. These are September spending figures, not a full-cycle accounting comparing all candidate spending with all party-aligned spending.

Axios reported on October 1 that Texas PAC had spent $131 million in 17 days, based on federal filings. The Texas Tribune’s broader tally said outside groups had spent more than $205 million in the general election by then, with over 98% supporting Paxton. The different figures reflect different reporting windows and scopes, not a contradiction.

What the price tag does—and does not—tell voters

The large totals show that party strategists viewed the seat as a serious defense challenge and that outside groups were directing substantial resources toward the race. They do not, by themselves, establish a final total cost, how much all campaigns and groups will spend through Election Day, or which side’s spending will prove decisive. As of October 1, 2026, the figures were still time-sensitive snapshots rather than a comprehensive final accounting.
