Undoing the Brexit settlement would damage Britain’s credibility if it meant reopening core commitments unilaterally, without a clear public mandate or a workable alternative. But closer cooperation with the EU is not, by itself, an attempt to reverse Brexit: the 2025 UK-EU reset is built on existing agreements and includes a commitment to implement them faithfully. The serious test is whether Britain keeps its word while making any changes through agreed, lawful processes.
What is the Brexit settlement?
It is a set of agreements and arrangements, not one document that either must remain untouched forever or can be discarded at will.
The Withdrawal Agreement
The Withdrawal Agreement set the terms for the UK’s orderly departure. It covers citizens’ rights, separation issues, the transition period, the financial settlement, and arrangements concerning Ireland, Cyprus and Gibraltar. The UK left the EU on 31 January 2020, and the agreement entered into force on 1 February 2020.
The Windsor Framework
The Windsor Framework is a legal agreement between the UK and EU that adjusts the Protocol on Ireland/Northern Ireland, which forms part of the Withdrawal Agreement. Formally adopted on 24 March 2023 and effective from 1 October 2023, it sets arrangements in areas including customs, VAT and excise, agri-food, medicines, state aid and pet travel. Its purpose includes avoiding a hard border on the island of Ireland.

That negotiated adjustment matters to the argument: continuity of a settlement does not mean every implementation detail is frozen. The Framework changed arrangements within the Withdrawal Agreement; it was not the UK rejoining the EU, the single market or the customs union.
The Trade and Cooperation Agreement
The Trade and Cooperation Agreement governs important parts of the UK-EU relationship after the transition period. Together with the Withdrawal Agreement and the Windsor Framework, it is part of the legal and political framework that makes the post-Brexit relationship more than a matter of day-to-day political preference.
Is the UK undoing Brexit?
Not simply by talking to the EU, cooperating more closely, or seeking an agreed change to how an existing commitment works. The relevant question is what is being changed, by what process, and with whose agreement.

- Implementation is not repudiation. Carrying out existing treaty commitments, or resolving practical problems in their operation, does not in itself reverse the decision to leave.
- Negotiated adjustment is not the same as unilateral breach. The Windsor Framework shows the UK and EU can agree to modify arrangements within the larger Withdrawal Agreement.
- New cooperation is not automatically a reversal. In May 2025, the UK and EU agreed a strategic partnership underpinned by the Withdrawal Agreement, including the Windsor Framework, and the Trade and Cooperation Agreement. They committed to full, timely and faithful implementation of those agreements.
The 2025 Common Understanding also set out additional areas for cooperation. Some proposed steps require further negotiations, EU mandates or UK legislation. The partnership therefore describes a programme of work, not a completed policy package or a replacement for the existing agreements.
When would reopening the deal damage Britain’s credibility?
A country’s credibility depends partly on whether others can rely on its commitments across changes of government. Reopening core terms without a clear mandate, an agreed process or a workable alternative risks making a treaty look like a temporary instrument of domestic politics. That can make future negotiations harder: a partner asked to accept a new promise has reason to ask whether it will survive the next political turn.
The distinction is not between change and no change. It is between change that is negotiated, legally implemented and explained to the public, and a pattern of unilateral reversals that leaves partners unsure which commitments will hold. A government may have democratic reasons to seek a different relationship; it still needs to say what it wants, establish a mandate for pursuing it and address the rights and obligations of the other party.

The House of Lords European Affairs Committee, assessing events through October 2025, described the reset as “a process not an event” and said “there is no clarity about the endpoint.” That is a criticism of the reset’s direction and definition, not evidence that the reset itself repudiated the treaties it expressly rests on.
What does the UK-EU reset change in practice?
The 2025 reset sets out closer cooperation while affirming the existing legal framework. The distinction between a political commitment and a delivered outcome is important: at the time of the House of Commons Business and Trade Committee’s 2026 report, progress remained incomplete.

These findings support a narrower charge than “Britain has undone Brexit”: the reset’s rhetoric ran ahead of delivery, and its strategy was unclear. The Lords committee also cautioned that definitive conclusions were premature. Where negotiations or implementation are continuing, it is more accurate to judge the government on progress and clarity than to present the eventual result as settled.

What do the economic estimates say—and what do they not say?
Economic evidence can inform whether the post-Brexit relationship is working, but the estimates cited in the Commons committee’s 2026 report use different methods and time horizons. They are modelled counterfactuals, not three measurements of the same observed loss or gain.

The estimates give grounds to scrutinise the economic consequences and the scale of projected benefits, but they do not by themselves settle the constitutional argument. The Government has also said UK-EU trade in goods and services totalled £841.7 billion in 2025, and describes the partnership as improving security, safety and prosperity. That is the Government’s figure and characterization; trade volume alone does not establish how much of that activity resulted from the reset or whether a particular change is worthwhile.

There is no single measure that resolves the trade-off between closer EU alignment and regulatory autonomy. A credible proposal should make its choices explicit rather than promise every advantage at once.

- Specify the change. Identify which agreement, policy or implementation arrangement would change, and what would stay in force.
- Explain the legal route. Distinguish changes that can be made under existing agreements from those requiring fresh negotiations, new mandates or legislation.
- Set out the trade-offs. Address market access and trade friction alongside regulatory autonomy and democratic accountability.
- Account for Ireland and Northern Ireland. Explain how the proposal would affect the arrangements intended to avoid a hard border and the wider context of the Good Friday Agreement.
- Be candid about evidence and mandate. Separate projections from observed outcomes, state what the evidence cannot establish, and explain what public or parliamentary authority supports the course.
That standard applies whether a government wants to preserve the current terms, deepen cooperation or seek renegotiation. It does not make every change wise; it makes the proposal legible to voters and credible to the other party.
Is undoing the Brexit settlement a sign of an unserious country?
The phrase is defensible as a warning about erratic treaty conduct, not as a blanket argument against any revision or cooperation. Britain would look unserious if it repeatedly reopened core commitments without a clear mandate, a feasible replacement or respect for treaty rights. A negotiated adjustment such as the Windsor Framework, or a cooperation programme expressly grounded in existing agreements, is different.
The sharper current criticism is that the 2025 reset promised a strategic partnership but had made limited progress on its commitments by the time of the Commons committee’s 2026 assessment, while its endpoint remained unclear in the Lords committee’s account. That gap between ambition and delivery can weaken confidence too. The remedy is not to pretend that all change is betrayal, but to state the intended destination, negotiate transparently and implement what has been agreed.
